
Road-cum-rail bridge likely over Vasai creek
Mumbai: The state government is contemplating a two-deck road-cum-rail bridge over Vasai Creek that will provide seamless connectivity between Mumbai and Virar, and onward, with the upcoming Vadhavan port and the Mumbai-Delhi Expressway.
The first rail-cum-road bridge in the Mumbai Metropolitan Region (MMR), the structure under consideration will amalgamate two separate projects – the Uttan-Virar Sea Link (UVSL) which was approved by the Mumbai Metropolitan Region Development Authority (MMRDA) on May 2, and the Mira Road-Virar metro 13 corridor, which is in the planning stage. The estimated cost of the two projects is over ₹94,000 crore, with the Japan International Cooperation Agency (JICA) being the major funder.
Uttan Virar Sea Link
The Maharashtra State Road Development Corporation had initially mooted a sea link between Versova and Virar. The MMRDA, which took over the project in October 2022, subsequently broke it down it into two actionable phases – phase one focussed on connecting Uttan with Virar, and phase two on connecting Virar with Palghar.
The first phase of the project – the Uttan Virar Sea Link (UVSL) – envisages a high-speed, eight-lane road linking the city directly with the Delhi-Mumbai Expressway. The road will have three entry/ exit points at Uttan, Vasai and Virar and it is expected to ease traffic on existing arterial roads such as the Western Express Highway, SV Road, and Link Road.
The UVSL was approved after considerable review during a meeting held on May 2, sources in MMRDA told HT. 'The project will bring wide-ranging benefits to the northern part of MMR as it will unlock regional economic potential, improve mobility, and enhance the quality of life,' said an MMRDA official.
Chief minister Devendra Fadnavis too said the UVSL would pave the way for a 'brighter, more connected future' for MMR. 'The project is a monumental leap forward in the development of Maharashtra's infrastructure and reflects our commitment to creating better connectivity for all, while stimulating economic growth and ensuring environmental sustainability in Mumbai,' said Fadnavis.
'This vital corridor will connect Virar to Mumbai in mere minutes, enabling smoother daily commutes, faster access to workplaces, and timely travel even in medical emergencies,' said MMRDA commissioner Sanjay Mukherjee.
Clubbing with Metro 13
The 23-km metro 13 corridor, also known as the purple line, will connect Shivaji Nagar in Mira Road with Virar. Being built by the MMRDA at a cost of ₹6,900 crore, the metro corridor will be built across the Vasai Creek and integrate with the under construction metro 9 corridor between Dahisar East and Uttan. Once ready, passengers would be able to travel all the way from Gundavali on the metro 7 corridor till Virar with interchanges at Dahisar East and Shivaji Nagar.
The metro 13 line will run parallel to the Western Railway network and ease congestion inside local trains, sources in the MMRDA told HT.
'Presently, we are exploring the option of amalgamating the metro line with the UVSL to prevent duplication of resources and construct a two-deck bridge within the same space,' an MMRDA official told Hindustan Times, requesting anonymity. 'The lower deck will likely accommodate the road while the upper deck will have the metro line. The two can interchanged too, depending on the detailed plan.'
The bridge, which will pass over Vasai Creek, is likely to be built using orthotropic steel deck spans for enhanced durability and seismic resistance, like in the case of the Atal Setu, said MMRDA officials. While JICA will provide 72% funding for the ₹87,000-crore project, the state government/ MMRDA will provide the balance funds, the officials said.

Banke Bihari Corridor plan: UP CM's advisor holds discussions in Vrindavan, seeks consensus
Seeking a consensus on the proposed Banke Bihari Corridor project, Awanish Kumar Awasthi, advisor to the chief minister, held meetings with local residents, traders and Goswamis (priests) in Vrindavan on Friday. The Goswamis (priests) from the Banke Bihari Temple have been vocal in opposing the Banke Bihari Corridor plan. 'It was a constructive discussion that we had with all, including locals and traders, and separately with Goswamis. They openly placed their viewpoint. We communicated that the state government was here to ensure development of the area and ensure better facilities for devotees coming to have darshan at the Banke Bihari Temple,' Awasthi said after the discussions. While a section of traders and residents voiced concerns about the plan, they were assured a patient hearing by Awasthi after the first round of discussions though, at one stage, some of them appeared to be on the brink of a boycott but returned for the talks. Agra divisional commissioner Shailendra Kumar Singh, deputy inspector general (Agra range) Shailesh Pandey, Mathura district magistrate CP Singh, Mathura senior superintendent of police Shlok Kumar and others were present in the meeting with the residents and traders held at the Tourist Facilitation Centre (TFC). 'Large-scale development has taken place statewide in places of religious tourism. The state government wants Vrindavan to be a developed place with an opportunity for devotees to have a smooth 'darshan' at Banke Bihari temple. Locals, residents and traders have openly given suggestions. We are open to suggestions as we aim at a consensus in bringing up the Banke Bihari Corridor,' Awasthi said. He held a separate meeting with Goswamis at a location near the temple and was scheduled to have another meeting late on Friday evening. Opposing the corridor plan, Rajat Goswami of the Goswami community at the temple told HT they were against the ordinance bought to create a trust to run the temple and oversee the proposed Banke Bihari Corridor. Govind Khandelwal, a trader leader who attended the meeting with Awasthi, said 'We are against the map on which the Banke Bihari Corridor is based and have better alternatives. It is not a matter of compensation or money but what we want is that the heritage value of Vrindavan should remain unchanged.' Earlier, Uttar Pradesh Congress president Ajay Rai visited the Bankey Bihari temple on Thursday and assured the Goswami community of full support against the proposed project. 'The state government has a covetous eye on Banke Bihari temple and plans to have control over it and thus is bringing up such plans like the corridor,' said Ajay Rai who met women from Goswami family on Thursday evening. Deputy chief minister Brajesh Pathak also offered prayers at the Banke Bihari Temple on Thursday and assured that a consensus will be reached. On May 15, the Supreme Court paved the way for a state government scheme to develop the Banke Bihari Corridor for the benefit of devotees. The apex court also allowed the state government to use temple funds to purchase five-acre land for the corridor. The state government on May 27 constituted a Trust to manage the Banke Bihari temple and oversee the work of the proposed corridor.

Mahakumbh ripple effect: GST, VAT collections, fuel sales soar in Uttar Pradesh
The Prayagraj Mahakumbh, the 45-day mega religious event that concluded on February 26, not only drew 66 crore (660 million) pilgrims but also generated a significant economic footprint across Uttar Pradesh. The event led to a sharp rise in tax collections across the sectors as well in fuel sales, helping the Uttar Pradesh government earn an additional around ₹500 crore revenue as Goods and Services Tax (GST)/Value Added Tax (VAT). According to official data accessed by the HT, the government collected ₹239.47 crore in taxes from just a few sectors related to the Mahakumbh in January and February 2025. Prayagraj alone accounted for ₹146.4 crore, the highest among all zones. Simultaneously, the Indian Oil Corporation reported an average 36.25% increase in petrol and diesel sales in the district during January and February — a direct outcome of the heightened mobility and logistics demand. 'The Mahakumbh has contributed around ₹500 crore additional GST/VAT to the state exchequer, showing the scale of activities during the event,' a senior state tax department official said. The tax increase spans key sectors, including railways, air travel, hotels, tent houses, advertising and civic bodies. In Prayagraj, tax receipts stood at ₹76.75 crore in February (January revenue paid in February) and ₹65.81 crore in March (February tax paid in March) along with ₹2.15 crore collected as TDS (Tax Deducted at Source). 'Railways alone contributed ₹124.6 crore ( ₹68.79 crore in February and ₹55.81 crore in March), while tent houses and advertising generated ₹9.38 crore, and the hotel sector ₹7.12 crore. Contributions also came from departments such as PWD and Nagar Nigam,' the official said, citing the data. Other districts played their part, too. Noida collected ₹12 crore, largely from hotels and online booking platforms, Varanasi ₹8.42 crore and Ayodhya ₹2.28 crore. Air travel-related tax collection across the state stood at ₹68.37 crore. Officials noted that ₹9.3 crore in TDS is still due from Prayagraj-based entities, expected to be cleared soon. Kumbh-driven traffic Indian Oil's data submitted to the government shows petrol (MS) sales rose by an average of 60.72%, while diesel (HSD) sales increased by 23.24% during January and February 2025 in Prayagraj. The combined fuel sales in these two months rose by 11,809 KL, marking a 36.25% overall growth compared to the same period last year. In January, petrol sales rose from 5,253 KL to 7,157 KL (up 1,904 KL, or 36.25%), and in February, from 6,058 KL to 11,022.50 KL (up 4,964.50 KL or 81.95%). Diesel sales registered a rise from 10,204 KL to 12,428 KL in January (up 2,224 KL, or 21.8%) and from 11,061 KL to 13,777.50 KL in February (up 2,716.50 KL, or 24.56%). 'To meet the surge in demand, Indian Oil operated 123 retail outlets (ROs) round-the-clock in and around Prayagraj and along key routes leading to the Kumbh venue. These outlets reported a growth of 59.4% in petrol sales and 14.8% in diesel sales during the Kumbh period,' a senior IOC official disclosed. 'All 123 ROs offered essential amenities such as free drinking water, air, first-aid kits, and clean washrooms to support the massive inflow of pilgrims and vehicles,' he added. Officials said the combined rise in tax revenue and fuel consumption underlines the Mahakumbh's vast economic ripple effect — boosting travel, hospitality, and public services while highlighting massive investment by the government in the infrastructure for such mega-events.

1.6k cr Godavari purification work to begin before Kumbh
Nashik: The Godavari purification project worth Rs1,600 crore to make the river free of pollution will start before the Simhastha Kumbh Mela to be held between 2026 and 2028. Nashik Municipal Corporation (NMC) has completed the tender process and finalised an eligible private agency. During the Kumbh Mela meeting held in Nashik city last week, NMC commissioner Manisha Khatri requested Fadnavis for his approval to award the contract to the agency concerned. Speaking to reporters after the meeting, the CM said he had received the proposal and it was under consideration. Khatri told TOI the state govt is positive about the agency and NMC expects to get an approval soon. The Godavari purification project includes construction of four large new sewage treatment plants (STPs) in place of the eight old ones, construction of sewage pumping stations and diverting untreated sewage from 22 nullahs to STPs through new sewage lines to be constructed under the project. NMC's nine old STPs are around 30 years old. The civic body's major concern is that levels of biological oxygen demand and the total suspended solids of the treated sewage water at the old STPs are in the range of 20 to 25. It needs to be below 5 as per environmental norms. The total sewage water treatment capacity of these old nine STPs is around 342 MLD. One with a capacity of 18 MLD was built in Gangapur and the other with a capacity of 32 MLD at Pimpalgaon Khamb. NMC decided to construct four new STPs and upgrade an existing one with a total capacity of new STPs instead. The four new STPs will come up at Tapovan (180 MLD capacity), Agartakli (97 MLD), Chehedi (64 MLD) and Panchak (75 MLD). Existing old STP at Agartakli with a capacity of 70 MLD is to be upgraded with new technology, said officials. Untreated domestic sewage is released in 22 nullahs flowing into the Godavari river and causing pollution. With the new STPS, untreated waste will be diverted to the nearby facilities by laying new sewage lines. As many as 10 sewage pumping stations will be built.
