
UP Congress in-charge: ‘Alliance with SP in place but we are prepared for all 403 seats … nobody should take us for granted'
On June 14, the Opposition party launched a one-month campaign to this end. The All India Congress Committee (AICC) general secretary in charge of UP, Avinash Pande, flagged off the 'Bhagidari Nyaya Campaign' that will include awareness campaigns in villages and urban areas, and outreach to students and the youth. The party plans to reach out to the OBC youth between July 1 and 14, timing it with the college admission period.
In an interview, Pande discusses what the party wishes to achieve through this one-month initiative, its efforts to rebuild in UP, the alliance with Samajwadi Party (SP), and why the Congress is preparing for all 403 Assembly seats.
The aim is to dedicate this year to rebuilding the party before moving ahead. Several experiments are taking place, with the idea to rebuild in a proper, structured manner by fixing the responsibility of each and every member. The first phase of 100 days is currently ongoing, and we are confident it will be completed by August 15.
Once this process is over, we will have identified and connected with 23 lakh office bearers and workers, who will be given party posts right from the booth level and panchayats to the Assembly level.
Through this exercise, we are identifying faces who can be probable candidates for the future, even at the panchayat ward, Nagar Parishad ward member level. The idea is to have a panel of names ready at all levels, who can be considered for contesting polls at different levels. Once completed, our teams will have two segments, one an elected force that will be considered for elections and another for organisational posts. There may be about 20% overlap as well.
Yes, panchayat, Nagar Parishad, Nagar Palika, we have decided to contest all these elections alone. By August 15, we will be able to have a panel of potential candidates, who will not just be probable candidates but also responsible office-bearers.
We are prepared for all 403 (Assembly seats). Keeping the interest of the state, its people, and party workers in mind, the Congress decides at the time of the election. But nobody should take us for granted. If the Congress does not get respect and the desire of its workers is not respected, we want to be prepared for all 403 seats.
The alliance (with SP) is definitely in place. It is normally monitored and nurtured by the national leadership, and we follow their instructions. But depending on the views of the state unit, we take decisions, like in the case of the panchayat elections. However, it is our moral responsibility and duty to prepare for the 403 Assembly seats. We want to make it clear that if we are making sacrifices and leaving seats, it is only to defeat the BJP and for the welfare of the state.
Since the Congress was born, its sole motto has been to work for OBCs, the most backward, Dalits, Adivasis, and minorities. Rahul Gandhi went on an all-India yatra for social justice and he is of the opinion that communities should get representation as per their number. The SP came to this later, but the OBCs have always been on the agenda of the Congress.
We are working on the formula of 'paanch tatva (five elements)' while rebuilding the state unit. That is why it is taking time, and such long deliberations are going on. This means I will not give clearance to any committee unless 60% of the office-bearers and rank-holders are either Dalit, tribal, minority, OBC, or women. Along with this, we are also ensuring that 50% of the office-bearers are below 50 years.
After August 15. We are working on a new format in which office-bearers will not be decided first. They will first be given tasks and their activities will be monitored. Based on their performances, they will be given posts and responsibilities.

Bihar govt doubles honorarium for MDMS cooks, night watchmen, health instructors in schools
Patna: In a major announcement ahead of the 2025 Bihar Assembly elections, Chief Minister Nitish Kumar on Friday declared a significant hike in the honorarium for several categories of support staff in government schools, including cooks, night watchmen, and physical education and health instructors. The announcement was made via a post from the Chief Minister's official X account, highlighting the government's continued focus on strengthening the education sector through better compensation and support for ground-level workers. As per the revised honorarium, cooks employed under the Mid-Day Meal Scheme (MDMS) saw their monthly payment increase from Rs 1,650 to Rs 3,300, while night watchmen deployed in secondary and higher secondary schools have seen a monthly honorarium increase from Rs 5,000 to Rs 10,000. Similarly, physical education and health instructors' monthly honorarium increased from Rs 8,000 to Rs 16,000 apart from annual increment raised from Rs 200 to Rs 400 for eligible personnel. CM Nitish Kumar said, 'These workers have played an important role in strengthening the education system. Doubling their honorarium will boost their morale and lead to greater dedication in their duties.' Highlighting the evolution of the education sector since his government took over in November 2005, the CM noted, 'The education budget has risen from Rs 4,366 crore in 2005 to Rs 77,690 crore in 2025. Progress includes massive teacher recruitment, new school buildings, and infrastructure development.' This announcement is the latest in a string of populist welfare measures rolled out by the Nitish Kumar government in the lead-up to the Assembly elections this year. Earlier, the journalist pension scheme increased from Rs 6,000 to Rs 15,000, social security pension for the elderly, disabled, and widows was hiked from Rs 400 to Rs 1,100, ASHA workers' incentive was raised from Rs 1,000 to Rs 3,000, and MAMTA workers now get Rs 600 per delivery, up from Rs 300 earlier. These measures signal the government's intent to consolidate support across various working-class and grassroots segments ahead of the crucial polls.

Bangladesh Outfit Backed By Turkish NGO Was Behind Anti-India Map: Jaishankar In Parliament

External Affairs Minister Dr S Jaishankar has told the Parliament that the Centre has taken note of an Islamic group in Dhaka — Saltanat-e-Bangla — which published a map of 'Greater Bangladesh" and included parts of India. The Minister said that the group is backed by a Turkish NGO, identified as the 'Turkish Youth Federation". Jaishankar's written answer came in response to a starred question by Congress MP Randeep Singh Surjewala in the Rajya Sabha. He said that the map in question was displayed at Dhaka University. 'The Government has taken note of reports that an Islamist group in Dhaka called the 'Saltanat-e-Bangla', backed by a Turkish NGO called the 'Turkish Youth Federation', has put out a map of the so-called 'Greater Bangladesh' that includes parts of India. The map was displayed in the Dhaka University," a statement from the Ministry of External Affairs quoted the Minister as saying. Jaishankar said that the government is closely monitoring the developments having implications for national security and is taking necessary steps to safeguard it. 'The Government of Bangladesh fact-checker platform, 'BanglaFact', claimed that there is no evidence of 'Saltanat-e-Bangla' operating in Bangladesh. It further clarified that the 'map' was displayed at a historical exhibition in reference to the so-called earlier Bengal Sultanate," the statement said. Maharashtra minister loses agriculture portfolio after row over online game in Assembly, gets sports
Days after a row erupted over Maharashtra minister Manikrao Kokate allegedly playing an online card game in the Assembly, the state government on Thursday shifted him from the agriculture ministry to the sports and youth welfare department in a late-night reshuffle, PTI reported. A notification issued by the General Administration Department said that Dattatrey Bharne, who is the current sports minister, will be the new agriculture minister. It added that Kokate will also be in charge of the minority development and Auqaf department. The political row erupted on July 20 after a video of Kokate purportedly playing an online card game in the Assembly was shared on social media by Nationalist Congress Party (Sharadchandra Pawar) leader Rohit Pawar. In a post on X, Rohit Pawar claimed that Kokate appeared to have 'time to play rummy' since the Deputy Chief Minister Ajit Pawar-led Nationalist Congress Party faction could not take any decision without its ally the Bharatiya Janata Party. He added: 'Therefore, when scores of farm issues are pending and every day eight farmers are ending their lives in Maharashtra, the agriculture minister does not seem to have any work.' Kokate, a member of the Nationalist Congress Party group led by Ajit Pawar, represents the Sinnar constituency in Nashik. The faction is part of the ruling Maha Vikas Aghadi coalition in the state, which includes the BJP and the Shiv Sena group led by Deputy Chief Minister Eknath Shinde. Kokate had claimed that someone else had downloaded the game on his phone. He added that he was merely checking the proceedings of the other House on YouTube and the game popped up while skipping the advertisement during the video. The minister also claimed that it was 'a solitaire game, not rummy'. Calling it a 'conspiracy', Kokate said that the full video should come out. 'The Opposition's tactics will never succeed,' he added. The video, however, drew criticism from across party lines. Several politicians had demanded his resignation. Earlier on Thursday, amid speculation about his continuation in the Cabinet, Kokate claimed that he neither offered to resign nor was he asked to step down by his party or Chief Minister Devendra Fadnavis, PTI reported. 'I do not want to speak on this issue anymore,' the news agency quoted him as telling a news channel in Pune. 'I will speak after the inquiry report [on the card game row] is out.' Kokate said that he had met Ajit Pawar and discussed the matter. 'I had apologised to farmers recently during media interaction if their sentiments were hurt due to the card game controversy,' he added. The minister had triggered another row earlier in July after allegedly describing the state government as a 'beggar' while speaking about crop loan insurance. 'The chief minister had expressed his displeasure over the 'beggars' statement,' Kokate said on Thursday. 'I called him up and clarified my stand. I blame it on the lack of articulation.'
