
Opinion: Chirag Paswan Is Harming Bihar Alliance Prospects By Targeting Nitish Kumar
There is a political and social compulsion for Chirag Paswan to distance his party and himself from Nitish Kumar's shadow
Relations cannot remain even normal, forget cordial, between Chirag Paswan's Lok Janshakti Party (LJP) and Bihar Chief Minister Nitish Kumar's Janata Dal (United).
With Paswan gradually upping the ante against Kumar, the latest being his virulent criticism of the government on the gang rape of a woman inside an ambulance, there are clear indications of more turmoil within the National Democratic Alliance (NDA), ahead of the polls in the state.
Paswan's praise sometime back for Jan Suraaj Party founder Prashant Kishor, a known critic of Nitish Kumar, indicates a determined effort to undermine the stature of the Bihar Chief Minister within the alliance. The question could arise why Paswan is firing at Kumar in the first place and would he go as far as distancing himself from the NDA, which could include loss of a lucrative Ministerial berth in the Narendra Modi government.
There is a political and social compulsion for Paswan to distance his party and himself from Kumar's shadow to survive the rough and tumble of Bihar politics. The vote bank of the two parties are largely identified with their founder-leaders, be it the Dusadhs (Paswans) for LJP or Kurmis for JD (U). Dusadhs being the more prosperous among the Scheduled Caste (Dalit) communities and Kurmis being land-holding Other Backward Classes (OBCs) have often crossed swords in Bihar's social make-up.
In the unfortunate incident, Dusadh farmhands were killed by Kurmi owners. Belchchi falls in Nitish Kumar's home district of Nalanda and he knows well that Dusadh-Kurmi electoral union is next to impossible given the history of social conflict between the two communities. Nitish himself comes from a Kurmi landowning family and enjoys a loyal vote base among his caste voters.
To illustrate his Dusadh community's assertion vis-à-vis the Kurmi Chief Minister, Paswan has submitted a list of 41 seats to the NDA for the upcoming elections, indicating his party's ambitions and possibly pushing for greater influence within the alliance. While on the surface, such moves may have raised questions about the LJP's commitment to the NDA, especially as Paswan's public narrations become increasingly hostile, the question remains whether Paswan would go as far as to risk his ministerial seat or does he have some license for 'autonomous functioning' within the alliance.
There is another dimension to the jigsaw puzzle, whether Kumar would be acceptable to Paswan as the Chief Ministerial face of the alliance. Paswan has so far not explicitly stated his opposition to Kumar's leadership within the NDA but neither has he fully supported it.
In public, so far, Paswan has refrained from commenting on the acceptability of Kumar as an alliance partner, dismissing such questions as hypothetical. However, his increasing public disapproval of the functioning of the Nitish government is adding brick-by-brick to the complexity within the NDA. Meanwhile, voices from within the JD (U) have indicated clearly that the alliance was only happening if Kumar were its face.
Paswan's demand for 40-plus seats has made allocation of tickets within the NDA more intricate. The Chief Minister's party is very clear about being an equal partner in the alliance and getting as many seats as the Bharatiya Janata Party (BJP). LJP's quantum of demand has only added another wheel within the wheels of alliance's internal dynamics.
In the coming months, the alliance partners would have to work out an amicable solution to seat-sharing. In the process of pressure building to bargain for seats, the public narrative too should not become very disruptive, which Paswan currently seems to be doing.
The earlier the conflict is resolved, the better for the ruling alliance, lest the opposition coalition runs away with the initiative.

NITI Aayog conducts ‘evaluation study' of MGNREGS amid proposal for 5.23 lakh crore outlay till 2029-30
The NITI Aayog is conducting an 'evaluation study' of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the Government informed Lok Sabha on Tuesday, even as the Ministry of Rural Development has circulated a proposal seeking approval for the scheme's continuation and an outlay for Rs 5.23 lakh crore till 2029-30, a period that coincides with the next Finance Commission (16th) cycle. The proposal seeks the approval of the Ministry of Finance's Expenditure Finance Committee (EFC). The 'evaluation study' by the Government's premier public policy think tank is crucial for getting EFC approval, said a source. The Ministry of Finance has told all ministries and departments that no centrally sponsored scheme or central sector scheme will be considered for continuation beyond March 31, 2026, without a third-party evaluation. Sources say the EFC approval and appraisal are part of a central exercise to evaluate and approve the Government's schemes for the next Finance Commission cycle. In a written reply to a question asked by Communist Party of India (Marxist-Leninist) Liberation member Sudama Prasad, Union Minister of State of Rural Development Kamlesh Paswan informed the House that the Development, Monitoring and Evaluation Office (DMEO), NITI Aayog, has recently taken up an 'evaluation study' of the MGNREGS. The last time the NITI Aayog had conducted an 'evaluation study' of the MGNREGS was in 2019-20. It had also evaluated five other schemes. 'The study focused on the effectiveness, efficiency, impact, and sustainability of these schemes, including the Mahatma Gandhi NREGS, to gauge their overall contribution to the national rural economy,' Paswan said. Paswan also shared details of internal audits and review of the MGNREGS conducted in recent years. 'The Internal Audit Wing (IAW) under the Office of the Chief Controller of Accounts (CCA) has been conducting Risk-Based Internal Audits of MGNREGS implementation in states since FY 2013-14…Risk Based Internal Audits of Mahatma Gandhi NREGS have been conducted in 225 districts of 30 states/UTs since 2013-14,' the Union minister stated. 'Further, Amarjeet Sinha Committee was constituted in 2021 to examine various factors affecting demand for wage employment in the rural sector in different parts of country and to study/analyze the trends of expenditure across States under Mahatma Gandhi NREGS along with reasons for inter-state variations with specific focus on governance issues. The report of the Committee has since been received and some of the recommendations have been identified for appropriate action,' he further said. 'In addition to this, Development, Monitoring and Evaluation Office (DMEO), NITI Aayog also has recently taken up an Evaluation Study of Mahatma Gandhi NREGS,' Paswan added. The MGNREGS is backed by law and therefore the EFC approval is just a formality. The MGNREGS was launched in 200 most backward rural districts of the country in 2006-07, was extended to an additional 130 districts during 2007-08, and to the entire country from the financial year 2008-09. The scheme saw a spike in demand for work during 2020-21, when a record 7.55-crore rural families availed of the scheme in the wake of Covid outbreak. The scheme became a safety net for migrants who returned to their villages during the Covid lockdown in 2020. However, since then the number of families that worked under the MGNREGS has gradually come down—7.25 crore in 2021-22, 6.18 crore in 2022-23, 5.99 crore in 2023-24, and 5.79 crore in 2024-25. The scheme has been suspended in West Bengal since March 2022. Bihar Cabinet reserves 85% of teaching jobs for natives ahead of polls
In the run-up to the Bihar Assembly polls, the state cabinet on Tuesday approved the implementation of a domicile policy for teacher recruitment, reserving approximately 85 per cent of posts for native residents of Bihar. Chief Minister Nitish Kumar had announced on Monday that the policy would be applied to the recruitment process for school teachers. 'The proposal for giving preference to native residents of the state in teachers' recruitment exams was cleared,' said Additional Chief Secretary (Cabinet Secretariat) S Siddharth following the cabinet meeting. He said that more than 50 per cent of seats were already reserved for residents of the state, as quotas for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs), and Extremely Backward Classes (EBCs) accounted for nearly 50 per cent, with an additional 10 per cent set aside for the economically weaker sections. Siddharth also noted that 35 per cent of posts are reserved for women, and the government has already decided that only Bihar residents will be eligible under that category. The additional chief secretary further stated that of the remaining positions, 40 per cent would now be allocated to native residents of Bihar who had completed their class 10 and class 12 education within the state. He added that this would result in the effective reservation for native residents exceeding 85 per cent. Increased honorarium for school support staff On August 1, Nitish Kumr announced a revision of the honorarium for support staff working in government schools, including cooks, night watchmen, and physical education and health instructors. In a post on X, Kumar stated that the monthly honorarium for cooks under the mid-day meal scheme had been increased from ₹1,650 to ₹3,300. Night watchmen would now receive ₹10,000 per month, while physical education and health instructors would be paid ₹16,000. Additionally, the annual salary increment for instructors has been raised from ₹200 to ₹400. Hike announced for ASHA, Mamta workers In July, the chief minister had also announced a rise in monthly incentives for ASHA workers, increasing their pay from ₹1,000 to ₹3,000. The incentive for Mamta workers was likewise doubled—from ₹300 to ₹600 per delivery. Kumar stated that the revised incentive structure would enhance worker morale and help strengthen healthcare services in rural areas. In the lead-up to the Assembly polls, there have been growing efforts to rally public support around the issue of domicile in the state. Leader of Opposition Tejashwi Yadav has pledged to implement a '100 per cent domicile' policy if the Rashtriya Janata Dal (RJD) forms the government. Union minister Chirag Paswan also recently backed the demand for a domicile policy. Assembly elections in Bihar are expected to be conducted in November.
