Finance Minister Nirmala Sitharaman on Monday introduced the modified Income Tax bill in the Lok Sabha after including "almost all of the recommendations of the Select Committee." Introducing The Income-Tax (No.2) Bill, 2025, Sitharaman said the bill seeks to consolidate and amend the law relating to income-tax and will replace the Income Tax Act, 1961.
"Almost all of the recommendations of the Select Committee have been accepted by the government. In addition, suggestions have been received from stakeholders about changes that would convey the proposed legal meaning more accurately," said the statement of objects and reasons of the bill.
The Select Committee, chaired by Baijayant Panda, had suggested a host of changes in the Income-tax Bill, 2025, which was introduced in the Lok Sabha on February 13.
"There are corrections in the nature of drafting, alignment of phrases, consequential changes and cross-referencing. Therefore, a decision has been taken by the government to withdraw the Income-tax Bill, 2025 as reported by the Select Committee. Consequently, Income-tax (No. 2) Bill, 2025 has been prepared to replace the Income-tax Act, 1961," the statement said.

1 2 Chandigarh: Having faced massive backlash over the three controversial farm laws, which were eventually repealed by the BJP-led central govt, the Punjab BJP leadership saw an opportunity in the controversial land pooling policy of the AAP-led govt in Punjab to mend fences with farmers by opposing the policy tooth and nail. The anger against the BJP leaders over the three farm laws could be gauged from the fact that alleged activists of farm unions protested by chasing and tearing the clothes of then BJP MLA from Abohar, Arun Narang, in Malout town of Muktsar district in March 2021, around eight months before the Centre announced the repeal of the farm laws. In October 2020, the vehicle of Punjab BJP working president Ashwani Sharma (who was Punjab BJP chief at that time) was attacked at a toll plaza in Hoshiarpur, where farmers were holding a protest. The anger against the BJP did not subside even after the laws were repealed, and BJP candidates in the 2024 Lok Sabha polls continued to face protests, particularly in rural areas. The party failed to win a single seat in the 2024 Lok Sabha polls, and at the receiving end in rural areas were its candidates, such as famous singer Hans Raj Hans, (now a union minister of state) Ravneet Singh Bittu, and former IAS officer Parampal Kaur Sidhu, among others. It was no surprise then that the BJP saw the controversy over the land pooling policy as a platform to strike a chord with the farmers by opposing it tooth and nail, and an opportunity to find its feet in rural Punjab ahead of the 2027 assembly elections. After its over two-decades long alliance with the SAD broke over the farm laws in 2020, the BJP, predominantly a party with support base from urban areas, has been eyeing to make inroads into the rural areas as well. CHANDIGARH: In the face of mounting criticism from farmers' groups and dissent within AAP ranks, Punjab government Monday withdrew its controversial Land Pooling Policy, 2025. The development comes four days after Punjab and Haryana high court stayed the policy, flagging several concerns, including absence of a rehabilitation policy for landless farm labourers, lack of impact assessment studies on society and environment, and the fact that fertile land was shortlisted for pooling. It may affect the social milieu, high court had said Thursday. On Monday, thousands of farmers held motorcycle rallies across the state to protest the land-pooling bid. In the evening, department of housing and urban development issued a short press note: "government hereby withdraws the Land Pooling Policy, 2025, and its subsequent amendments. Consequently, all actions like LOIs issued, registrations done or any other action taken thereunder shall be reversed henceforth. " It is learnt AAP's top leadership grew increasingly concerned the policy could be politically damaging and undermine govt's other achievements over the past three years. Several AAP functionaries had resigned over the issue, and dissent within the ranks was growing louder. Less than three weeks ago CM Bhagwant Mann assert that farmers would not suffer any losses and that they "actually like the policy as it would transform them into stakeholders in govt's development schemes". "The policy was introduced in the interest of farmers. AAP always stands with farmers. If farmers do not like this policy, why should we impose it? Therefore, respecting the voice of farmers we are withdrawing this policy," AAP spokesman Neel Garg posted on X.
