
No extension to Manoj Kumar Singh, Shashi Prakash Goyal takes charge as new Uttar Pradesh chief secretary
Goyal, who was serving as additional chief secretary to the chief minister, led the CM's secretariat for over eight years and is considered close to Yogi Adityanath. With Goyal's appointment as chief secretary, Sanjay Prasad will now lead the CM's secretariat as principal secretary. He worked with Goyal as principal secretary to chief minister, protocol, home, confidential, VISA passports, vigilance and information. Prasad now gets charge of government estates and civil aviation departments as well.
Goyal, who has held various important posts in the state government and at the Centre, took charge of his new office soon after his appointment to the top post of the UP's bureaucracy.
Over the past few days, the state government waited for the Centre's response on extension in service to Singh. The request was sent about a fortnight ago.
Even as the wait continued till the end of the working day on Thursday, Singh was seen meeting visitors in office and left at about 4.30 pm when the hopes for the Centre's nod to the state government's request dimmed. Later in the evening, he handed over charge to Goyal.
'I had a very good and satisfying one-year tenure as chief secretary and a 37-year career in the IAS. Several important decisions were taken during the period. I extend my best wishes to the new incumbent. Uttar Pradesh is an excellent cadre and has seen transformative changes under the leadership of chief minister Yogi Adityanath in the past eight years,' Singh said.
Following installation of the Yogi Adityanath government in 2017, Goyal was appointed as principal secretary to the chief minister and helmed the CM's secretariat ever since.
Goyal's name figured on top of the 1989 batch of the IAS. He was considered a front-runner to the post of chief secretary.
Union secretary, department of agriculture and farmer's welfare, Devesh Chaturvedi and UP's agriculture production commissioner Deepak Kumar also appeared to be in the race for the top post.
Goyal also becomes the infrastructure and industrial development commissioner and gets charge of the coordination department. He also becomes the chairman of PICUP, CEO of UPEIDA (Uttar Pradesh Expressways Industrial Development Authority) and UPSHA (Uttar Pradesh State Highways Authority) and project director of UPDASP (Uttar Pradesh Diversified Agriculture Support Project).

Big boost for Indian Armed Forces: Centre clears ₹67,000 crore proposals
The Defence Acquisition Council under the chairmanship of Defence Minister Rajnath Singh on Tuesday cleared proposals worth nearly ₹ 67,000 crore to enhance operational capability of armed forces, the Centre said. The proposals include several defence equipment requirements for the Indian Army, Navy and the Air Force. The DAC gave an Acceptance of Necessity (AoN) to the Indian Army to procure Thermal Imager-based Driver Night Sight for BMP. 'This would enhance night driving capability of BMP and provide higher mobility and operational advantage to the Mechanised Infantry,' the defence ministry said in a press release. The council, headed by Rajnath Singh, also accorded an AoN to the Indian Navy whereby it can procure the Compact Autonomous Surface Craft, and BrahMos Fire Control System and Launchers. A proposal to upgrade the BARAK-1 Point Defence Missile System was also cleared. The procurement of Compact Autonomous Surface Craft will provide the capability to the Indian Navy for detection, classification and neutralisation of threats in anti-submarine warfare missions, the Centre said. For the Indian Air Force, AoN for procurement of Mountain Radars and Upgradation of SAKSHAM/SPYDER Weapon System was accorded. The procurement of mountain radars will enhance the air surveillance capability along and across the borders in the mountainous region. The upgradation of the SAKSHAM/SPYDER System for integration with the Integrated Air Command and Control System will enhance the Air Defence capability, the ministry said. An AoN was accorded for procuring Medium Altitude Long Endurance (MALE) Remotely Piloted Aircraft (RPAs) for the three Services. The proposed MALE RPAs can carry multiple payloads & weapons and operate at longer ranges for long endurance missions. They will significantly enhance the round-the-clock surveillance and combat capability of the Armed Forces.

Telangana govt urges centre for immediate urea supply to safeguard crop yields
States » South Hyderabad, Aug 5 (UNI) Telangana Agriculture Minister Tummala Nageswara Rao has urged the Central government to ensure an immediate supply of urea to the state, warning that any delay could seriously affect crop yields. In a letter to Union Chemicals and Fertilizers Minister J P Nadda, the minister said that urea is essential as a top-up for crops like rice, cotton, and maize in August, and a shortage during this peak usage period could impact farmers heavily. Currently, the state has 1.09 lakh metric tonnes of urea, but at least 3 lakh metric tonnes are required this month to meet demand. From April 1 to July 31, Telangana was supposed to receive 6.60 lakh metric tonnes of urea but only 4.51 lakh metric tonnes were supplied. Meanwhile, farmers have already purchased 5.70 lakh metric tonnes, exhausting the state's initial stocks. For August, the Centre has allocated 1.70 lakh metric tonnes, with 1.31 lakh metric tonnes from domestic sources and 0.39 lakh metric tonnes from imports. However, the minister noted that shipment details for the imported stock are still awaited. He added that PPL (11,000 MT) and MCFL (7,000 MT) have expressed their inability to supply their allotted domestic quota, creating an additional shortfall of 18,000 MT. Nageswara Rao requested that the shortfall of 2.10 lakh metric tonnes from April to July be cleared in August. He also appealed for the imported 39,600 MT of urea to reach the state before August 20 and suggested that RFCL be directed to make up the shortfall from PPL and MCFL. He stressed that urgent intervention by the Centre is crucial to prevent any disruption in the ongoing Kharif season and to ensure sufficient urea for farmers. Archdiocese community vigil meet in Thrissur on Sept. 21
The coordination committee of various organisations under the Thrissur Archdiocese of the Syro-Malabar Church has alleged that both the Centre and the State government are pursuing a negative approach towards long-standing concerns of the Catholic Church and its community. A coordination committee meeting was inaugurated by Archbishop Andrews Thazhath. It announced that a 'community vigil meet' will be held in Thrissur on September 21 to raise awareness among the faithful and draw public attention to key issues. The committee highlighted multiple areas of concern, including threats to religious freedom in the country, the government's ambiguous stance on the J.B. Koshy Commission recommendations, challenges faced by the hill, coastal, and small-scale trade communities, and efforts to encroach on Church properties. Representatives from every parish within the archdiocese will participate in the vigil meet, which will also be attended by bishops and community leaders. As part of the lead-up to the main event, awareness sessions are being held in all 240 parishes under the archdiocese. The archdiocese-level campaign was formally inaugurated on June 29 at St. Joseph's Church, Chuvannamannu, by Auxiliary Bishop Mar Tony Neelankavil.
