20 per cent Reservation for Ex-Agniveers in State Forces:
The cabinet approved a 20% horizontal reservation in direct recruitment for Ex-engineers in the Uttar Pradesh Police Reserve, PAC, Reserve Cavalry, and Firemen positions. Additionally, a three-year relaxation in the upper age limit will be granted, allowing, for their years of service. This decision aligns with the central government's Agnipath Scheme, which enables youth to serve in the armed forces.
The first batch of Agniveers will retire in 2026, and this move aims to integrate them into civil services, ensuring their continued contribution to the nation.
Annapurna Buildings Under the Public Distribution System:
To strengthen the public distribution system and facilitate the smooth supply of food grains to ration card holders, the cabinet approved the construction of Annapurna buildings across the state. These model fair-price shop buildings will be funded through MNREGA, the State Finance Commission, MP/MLA funds, the Purvanchal and Bundelkhand Vikas Nidhi, or any other approved scheme. Where such funding isn't available, the Food and Logistics Department will utilize savings. An estimated 75 to 100 buildings can be constructed per district annually. The policy includes detailed guidelines for building design (484 sq. ft. per unit), site selection, construction execution, and maintenance.
In rural areas, Gram Panchayats will be preferred as implementing agencies, while in urban areas, development authorities or local bodies will be prioritized. Sites must have access roads and undisputed land with community acceptance. Construction can take place on public, cooperative, or donated private land. Upon completion, the District Supply Officer will hand over operations to selected fair-price vendors rent-free. Vendors will cover operational costs, while line construction expenses will be borne by the Department of Food and Logistics.
Industrial Investment and Employment Promotion Policy Approvals:
Under the UP Industrial Investment and Employment Promotion Policy 2017, the cabinet approved six proposals submitted by the Empowered Committee headed by the Chief Secretary.
New UP Homestay and B&B Policy 2025:
The cabinet approved the Uttar Pradesh Homestay and Bed & Breakfast (B&B) Policy, 2025. Designed in alignment with the UP Tourism Policy-2022, this new framework aims to support registration, streamline regulations, and offer financial incentives to homestay and B&B units.
The scheme aims to improve tourist experiences, enhance infrastructure, and create jobs by encouraging local tourism initiatives.

Ministers allotted night shifts as UP Assembly begins 24-hour session on ‘2047 vision'
The 24-hour marathon session of both Houses of the Uttar Pradesh Legislature to debate a 'Vision Document 2047' began at around 11.30 am on Wednesday amid protests by the Opposition, which first demanded the Chief Minister Yogi Adityanath-led government's reply on the fulfillment of promises made in the BJP's 'Sankalpa Patras', or manifestos, ahead of the 2017 and 2022 Assembly polls. Some members of the Opposition also demanded a longer Monsoon Session, which is being held across four days and began on Monday, rather than a 24-hour-long session that goes through the night. However, the BJP government has put in place a detailed plan to ensure the continuous presence of MLAs, MLCs and ministers by dividing them into groups and assigning each a three-hour slot over the course of the session. Sources in the government said while all legislators are expected to attend the session till 6 pm, several ministers have been assigned slots for the late night hours to ensure attendance and continuity through the session. Starting 6 pm on Wednesday in the Legislative Assembly, four ministers – Sugarcane Development and Sugar Industry Minister Laxmi Narayan Chaudhary, MSMEs and Textiles Minister Rakesh Sachin, Minister of State (MoS) for Excise and Prohibition Nitin Agarwal, and MoS for Rural Development Vijay Laxmi Gautam – have been assigned the three-hour slot till 9 pm. The next group of ministers, expected to be present from 9 pm to 12 am, include Higher Education Minister Yogendra Upadhyaya, MoS for Skill Development Kapil Dev Agarwal, MoS for Food and Civil Supplies Satish Chandra Sharma. Then on Thursday, four ministers will attend from 12 am to 3 am – Science and Technology Minister Anil Kumar, MoS for Transport Dayashankar Singh, MoS for Food Security and Drug Administration Dayashankar Mishra and MoS for Public Works Department Brajesh Singh. From 3 am to 6 am, which would be considered the most difficult slot, a group of eight ministers has been assigned so in the case of any absences there are enough ministers to represent the government. These ministers include Labour Minister Anil Rajbhar, MoS for Sports Girish Chandra Yadav, MoS for Agriculture Baldev Singh Olakh, MoS for Jal Shakti Dinesh Khatik, MoS for SC/ST Welfare Sanjeev Gond, Jal Shakti Minister Ramkesh Nishad, MoS for Labour Manohar Lal, and MoS for Forest and Environment K P Malik. Then, from 6 am to 9 am, five ministers have been assigned – Tourism and Culture Minister Jayveer Singh, Industrial Development Minister Nand Gopal Gupta, MoS for Basic Education Sandeep Singh, MoS for Stamp and Registration Department Ravindra Jaiswal and MoS for Energy Somendra Tomar. From 9 am to 11 am, Agriculture Minister Surya Pratap Shahi, Fisheries Minister Sanjay Nishad, MoS for Secondary Education Gulab Devi and MoS for Higher Education Rajni Tiwari will be present. Similarly, groups of three ministers each have also been given three-hour time slots in the Legislative Council from 6 pm on August 13 to 11 am on August 14. While 28 ministers have been assigned slots in the Assembly, 18 ministers will be in attendance in the Legislative Council. In the Assembly, there will be 10 Cabinet ministers and 18 MoS, including those with independent charges. Only two of these ministers – Sanjay Nishad of the NISHAD Party and Anil Kumar of the RLD – belong to non-BJP parties. The ministers have been asked to present the '2047 vision' for their respective departments during the session, which UP Parliamentary Affairs Minister Suresh Khanna said was the first of its kind in any state after Prime Minister Narendra Modi pledged to make India a developed nation by 2027. In response to the Opposition's demand for the government's reply on how many of its poll promises were fulfilled, Khanna said that voters brought the BJP-led government back to power with a majority in 2022 based on the 2017 and 2022 manifestos.

Bill to form trust for Banke Bihari temple in Vrindavan introduced in UP assembly
LUCKNOW: The Yogi Adityanath government introduced the Shri Banke Bihari Temple Trust Bill, 2025, on Wednesday to replace the ordinance promulgated on May 26, which the Supreme Court had stayed. The top court had also asked the Allahabad high court to decide the validity of the ordinance, preferably within a period of one year from the date the petitions are taken up for hearing. The Bankey Bihari Temple in Vrindavan, Mathura district, Uttar Pradesh. (PTi) The bill proposes creating a trust to manage the temple and is expected to be taken up for passage on Thursday. The bill proposes the establishment of a board of government-appointed trustees, comprising 11 nominated and 7 ex officio members. Both the temple management and members of the Sewayat Goswami community had approached the top court challenging the May 26 ordinance as well as a judgment of the top court passed on May 15 that allowed the state to use temple funds for a corridor project in a 5-kilometre space around the temple. As an interim measure, the top court's bench of justices Surya Kant and Joymalya Bagchi, in its August 8 ruling also constituted a 14-member interim committee to carry out the daily administration of Mathura's Banke Bihari temple. This committee would be headed by retired Allahabad high court judge justice Ashok Kumar. The court also modified the May 15 order and deleted the portions permitting the state to use temple funds from the judgment, noting that the top court committed the error of passing the order without hearing the Goswami community, who were stakeholders in the day-to-day affairs of the temple. Several petitions were filed against the ordinance by which the state has assumed administrative control of the temple by creating a trust and ousting the members of the Goswami community, who previously managed the temple affairs, under a judicial order issued in 1939. In the assembly on Wednesday, the government highlighted the objectives and reasons of the proposed bill, underlining that the temple in Vrindavan town of Mathura district was an ancient and world-famous shrine. Every year, a large number of devotees and tourists visit the temple, which spans approximately 870 square metres, including a scenic courtyard that covers around 365 square metres. Due to the extremely narrow access route to the temple, devotees and visitors face severe inconvenience. The tragic death of two devotees during an incident of overcrowding on August 20 2022 highlighted the urgent need for efficient crowd management, it said. 'To fulfill the above-mentioned objectives, and for the all-round development and proper management of the Shri Bankey Bihari ji Temple area including pilgrimage, religious, cultural, spiritual, and establishment-related aspects and to ensure the temple's development and regulation in an organized manner, it was decided to constitute a trust named – Shri Bankey Bihari Ji Temple Trust,' the bill said, adding that the trust would get rights over all offerings and properties of the temple, its including movable and immovable properties.
