CM Sukhu, LoP Jai Ram Thakur review Seraj flash flood damage
Amid the devastation, the Chief Minister directed state departments to prepare Detailed Project Reports (DPRs) on a war footing for the restoration of damaged infrastructure — including roads, bridges, drinking water schemes, and power supply systems.
He specifically instructed that the DPR for the crucial 56-km Chail Chowk–Janjheli road be readied within a week and submitted for funding under the Central Road and Infrastructure Fund (CRIF).
Stressing the urgency of the situation, CM Sukhu said he will soon visit Delhi to seek a special relief package from the Union Government.
'Restoration of essential services and rehabilitation of the affected families is the state's top priority,' he stated.
The Chief Minister also announced that temporary shelters would be arranged for families who lost their homes and land. He directed the Mandi Deputy Commissioner to identify safe land parcels where prefabricated structures could be installed before the onset of winter.
Coordination with the opposition and inter-departmental cooperation were emphasized to fast-track recovery efforts.
LoP Jai Ram Thakur highlighted the widespread damage and underscored the need for swift rehabilitation of displaced families, especially in view of the approaching winter season.
So far, around 60 percent of damaged drinking water schemes have been temporarily restored. The Public Works Department has been tasked with restoring road connectivity using bailey and suspension bridges, with the assurance of full financial support from the government.
Former minister Prakash Chaudhary, senior Congress leaders, and local representatives also attended the meeting.

India, Philippines elevate ties to strategic partnership; focus on defence, Indo-Pacific
New Delhi, Aug 5 (UNI) India and the Philippines elevated their bilateral relationship to a "strategic partnership" following talks between Prime Minister Narendra Modi and visiting Philippine President Ferdinand Romualdez Marcos Jr. The move marks a significant upgrade in ties as the two nations seek to deepen cooperation across defence, trade, and the Indo-Pacific region. Addressing the media after delegation-level talks, Prime Minister Modi said, 'Dialogue at every level and cooperation in every sector have long defined our relations. Today, we held extensive discussions on mutual cooperation, regional issues, and the global situation. I am pleased to announce that we have agreed to elevate our ties to a strategic partnership.' Modi said a comprehensive action plan has been formulated to translate the potential of this new partnership into tangible results. 'Our bilateral trade continues to grow and has crossed USD 3 billion. To strengthen this further, we will prioritise the early completion of the India-ASEAN Free Trade Agreement review and move towards a bilateral Preferential Trade Agreement,' he said. 'The Philippines is a key partner in India's Act East Policy and SAGAR vision (Security and Growth for All in the Region). We are committed to peace, security, prosperity, and a rules-based order in the Indo-Pacific region. We support freedom of navigation in accordance with international law,' he said, highlighting India's broader East Asia policy. Highlighting the finalisation of the science and technology cooperation plan, PM Modi said, 'Indian companies are working in sectors such as information and digital technology, healthcare, automobiles, infrastructure, and minerals. In science and technology, joint research is underway — from virology to AI and additive manufacturing.' The regional centre of the International Rice Research Institute in Varanasi is working on ultra-low glycemic index rice. 'In other words, we are working together on both taste and health. I am happy to share that, under our Development Partnership, we will increase the number of Quick Impact Projects in the Philippines and support the development of sovereign data cloud infrastructure there,' Modi said. 'Our partnership on Earth is already strong — and now, we are preparing to collaborate in space as well. An agreement for this was signed today,' he added. The two sides also reaffirmed their commitment to peace, security, and a rules-based order in the Indo-Pacific. 'India and the Philippines are friends by choice and partners by destiny. We are committed to freedom of navigation in accordance with international law,' Modi said, while also thanking the Philippine government for condemning the recent terrorist attack in Pahalgam and expressing solidarity with India. 'Our growing defence ties are a sign of deep mutual trust. As maritime nations, maritime cooperation between our countries is both natural and necessary. We have worked together in humanitarian aid, disaster relief, and search and rescue operations. Today, while the President is in India, three Indian Navy ships are, for the first time, participating in a naval exercise in the Philippines. India's hydrography ship is also taking part,' Modi noted. 'We welcome Philippines' participation in the International Fusion Center set up by India for the Indian Ocean Region. We express our gratitude to the Government of the Philippines and the President for strongly condemning the terrorist attack in Pahalgam and for standing with us in our fight against terrorism,' he said. The agreements signed today on Mutual Legal Assistance and the Transfer of Sentenced Persons will further strengthen security cooperation between the two nations. Emphasising that the Cultural Exchange Programme signed today would further promote historic cultural ties, Prime Minister Modi also welcomed the Philippines' decision to offer visa-free entry to Indian tourists. India, in turn, has decided to offer free e-visas to tourists from the Philippines. Work is also underway to start direct flights between Delhi and Manila later this year. In his remarks, President Ferdinand Marcos Jr expressed gratitude for the warm welcome and underscored the significance of his visit, noting that he is the fifth Philippine President to visit India. 'This is a momentous decision to elevate our ties to a strategic partnership,' he said, adding that both sides had agreed to expand defence cooperation and promote naval and coast guard interoperability in the maritime domain. He highlighted the two countries' shared interest in ensuring safe navigation and maritime security in the Indo-Pacific, and reaffirmed the Philippines' commitment to a free, open, and rules-based regional order. 'We both have high stakes in the Indo-Pacific. As the incoming Chair of ASEAN, I thank Prime Minister Modi for his strong support,' President Marcos said. "We have decided to expedite the work on bilateral trade agreement, Visa free entry to Indian tourists to visit Philippines," President said. He also welcomed the resumption of private flights from October highlighting that safe navigation and security are also underscored the fact that both the countries have "high stakes in the free and open Indo-Pacific region". He said that as an "incoming chair of ASEAN, I thank PM for his support." UNI AAB PRS

SC continues hearing pleas against UP's Banke Bihari Temple Trust Ordinance, suggests interim oversight panel
New Delhi, Aug 5 (UNI) The Supreme Court today, continued hearing a batch of petitions challenging the constitutional validity of the Uttar Pradesh Shri Bankey Bihari Ji Temple Trust Ordinance, 2025, which seeks to regulate the administration and development of the historic temple in Vrindavan. A Bench comprising Justice Surya Kant and Justice Joymalya Bagchi heard arguments from both sides and suggested the formation of an interim committee headed by a retired High Court judge to oversee the temple's administration until a final decision is rendered. The petitioners, represented by Senior Advocate Kapil Sibal, have opposed the Ordinance and also sought an injunction against the alleged diversion of temple funds for the proposed Banke Bihari Corridor Project. Sibal raised concerns over what he called "complete government control" over temple management, as indicated in a chart presented by the state. 'This chart shows complete government control,' Sibal submitted, urging the Court to allow petitioners to file counter-suggestions. Justice Kant assured, 'We'll address that.' Accepting Sibal's request, the Court adjourned the matter to August 8 and asked both parties to propose names of a retired judge to head the interim oversight panel. Appearing for the Uttar Pradesh government, Additional Solicitor General (ASG) KM Nataraj argued that the Ordinance had no connection with earlier writ petitions and was aimed purely at improving temple management in light of increasing footfall and fund mismanagement concerns. 'The state never intended, nor does it intend, to interfere in religious practices. The Ordinance is solely meant to improve administration and facilitate the daily visit of thousands of devotees,' ASG Nataraj submitted. He clarified that the Ordinance was enacted in compliance with earlier directions from the Allahabad High Court and that temple funds would be used exclusively for the temple's welfare. Justice Kant, upon reviewing the proposal submitted by the State, observed that it was broadly in line with what the Court had suggested during the earlier hearing on August 4. The Supreme Court's involvement follows a series of legal and administrative developments regarding the redevelopment of the Shri Banke Bihari Temple precinct. The Uttar Pradesh government has proposed acquiring 5 acres of land surrounding the temple to build a corridor for crowd and public order management. On August 4, the UP government had informed the Court that temple funds would only be used for temple redevelopment and not for any secular purposes. 'The funds are to be utilised solely for the temple. Nothing else has been done,' ASG Nataraj told the Court, defending the state's ordinance and redevelopment plans. In a related order, a separate Supreme Court Bench of Justices Bela M. Trivedi and Satish Chandra Sharma recently permitted the state government to use fixed deposits held in the name of the deity for acquiring the required land. 'We permit the state of Uttar Pradesh to implement the scheme in its entirety... The Banke Bihari Ji Trust has fixed deposits in the name of the deity/temple. The state is permitted to utilise the amount for acquiring the land,' the Court had said. In 2023, the Allahabad High Court had also approved the Uttar Pradesh government's proposal under Articles 25 and 26 of the Constitution, which guarantee freedom of religion and religious management. While the High Court backed the redevelopment project, it barred the use of Rs 262.50 crore lying in the deity's account for corridor construction and directed that government funds be used instead for secular infrastructure improvements. The High Court emphasized that while the state could facilitate better management for devotees, it could not use temple funds for non-religious activities. The court also directed removal of encroachments, the involvement of technical experts, and issued strict guidelines to ensure that the daily Darshan of devotees remains uninterrupted. 'In our opinion, even in private temples where devotees come in large numbers, human safety must be given utmost importance. The government is bound to ensure necessary arrangements,' the High Court had observed. Several stakeholders, including local shopkeepers and residents, have also filed intervention applications opposing the corridor's expansion, particularly near the sacred 'Kunj Galis', citing concerns about heritage preservation and displacement. The ongoing proceedings before the apex court are expected to play a pivotal role in determining the balance between religious freedom, temple autonomy, state regulation, and public interest. The matter will next be heard on August 8, when the Court will examine the counter-suggestions and possibly finalize the name of a retired High Court judge to lead the interim committee. Telangana govt urges centre for immediate urea supply to safeguard crop yields
States » South Hyderabad, Aug 5 (UNI) Telangana Agriculture Minister Tummala Nageswara Rao has urged the Central government to ensure an immediate supply of urea to the state, warning that any delay could seriously affect crop yields. In a letter to Union Chemicals and Fertilizers Minister J P Nadda, the minister said that urea is essential as a top-up for crops like rice, cotton, and maize in August, and a shortage during this peak usage period could impact farmers heavily. Currently, the state has 1.09 lakh metric tonnes of urea, but at least 3 lakh metric tonnes are required this month to meet demand. From April 1 to July 31, Telangana was supposed to receive 6.60 lakh metric tonnes of urea but only 4.51 lakh metric tonnes were supplied. Meanwhile, farmers have already purchased 5.70 lakh metric tonnes, exhausting the state's initial stocks. For August, the Centre has allocated 1.70 lakh metric tonnes, with 1.31 lakh metric tonnes from domestic sources and 0.39 lakh metric tonnes from imports. However, the minister noted that shipment details for the imported stock are still awaited. He added that PPL (11,000 MT) and MCFL (7,000 MT) have expressed their inability to supply their allotted domestic quota, creating an additional shortfall of 18,000 MT. Nageswara Rao requested that the shortfall of 2.10 lakh metric tonnes from April to July be cleared in August. He also appealed for the imported 39,600 MT of urea to reach the state before August 20 and suggested that RFCL be directed to make up the shortfall from PPL and MCFL. He stressed that urgent intervention by the Centre is crucial to prevent any disruption in the ongoing Kharif season and to ensure sufficient urea for farmers.
