'Not found suitable' clause weaponised against SCs, STs, OBCs to deny them job opportunities: Congress
Congress general secretary (communications) Jairam Ramesh cited a written reply in Parliament by Minister of State for Education, Sukanta Majumdar last week to attack the government.
In his reply to a question in the Rajya Sabha on July 23, Mr. Majumdar said that for the post of professor, out of 308 seats reserved for the SC community, 111 had been filled; out of 144 seats for the ST community, 24 had been filled, and out of 423 seats, 84 had been filled.
For associate professor, out of 632 posts for SCs, 308 had been filled; out of 307 posts for STs, 108 been filled; and out of 883 posts for OBCs, 275 had been filled.
For assistant professor, out of 1,370 posts for SCs, 1,180 had been filled; out of 704 posts for STs, 595 had been filled; and out of 2,382 posts for OBCs, 1,838 had been filled, the Union Minister had said.
In a post on X, Mr. Ramesh said that in its reply to a question in the Rajya Sabha, the Modi government has revealed the staggering level of vacancies among SC, ST, and OBC reserved faculty positions in central universities.
'80% positions for OBCs, 83% positions for STs, and 64% positions for SCs at the professor level are vacant. In the general category, the vacancies are 39%. 69% positions for OBCs, 65% positions for STs, and 51% positions for SCs at the associate professor level are vacant. In the general category, the vacancies are 16%,' he said.
"23% positions for OBCs, 15% positions for STs, and 14% positions for SCs at the assistant professor level are vacant. In the general category, the vacancies are only 8%," he added.
While the government has claimed that it does not centrally collect data on the prevalence of "not found suitable" (NFS) during the recruitment for faculty positions, the data is unequivocal, Mr. Ramesh said.
The distinctly higher level of vacancies among reserved positions as compared to general category positions clearly points to a much higher prevalence of NFS for these candidates, he contended.
"This is clear evidence of the issue that @Rahul Gandhi has raised -- that NFS is being weaponised against SC, ST, and OBC candidates to deny them fair employment opportunities and to subvert the Constitutional provision for reservations in public employment," Mr. Ramesh said.
Mr. Gandhi on Friday also attacked the Modi government over vacant reserved posts for SCs, STs, and OBCs in central universities and said this is not just negligence but a "well-planned conspiracy" to keep "bahujans" out of education, research and policies.
He had demanded that all such vacant posts be filled immediately and 'Bahujans' be given their rights, not "Manuwadi boycott".

The Union government's denial of Kerala's rightful allotment of rice and wheat during the Onam season is a deliberate act of vengeance against the people of the State, alleged Communist Party of India (CPI) district secretary K.G. 'Essential food items like rice and wheat meant for the poor through the ration system are a matter of entitlement, not benevolence. The Union food and public distribution minister not only denied the allocation but went a step further by mocking the Kerala delegation's plea at a press conference immediately after receiving their representation.' He urged for widespread resistance against the Centre's move, which he said amounted to starving the people of Kerala during the Onam season. The CPI will remain at the forefront of this struggle, he said. The meeting was presided over by CPI local secretary Suresh Panikkassery. CPI leader C.N. Jayadevan addressed the protest in Manalur. K.K. Valsaraj (Guruvayur), V.S. Sunil Kumar (Thanniam), T.R. Ramesh Kumar (Kodannur), P. Balachandran, MLA, (Ollukkara), V.S. Prince (Amballur), K.P. Sandeep (East Anthikkad), Sheela Vijayakumar (Chazhoor), and Ragesh Kaniyamparambil (Vengidang) also led protests in various locations. V.R. Sunil Kumar, MLA, (Kodungallur) and K.S. Jaya (North Padiyoor) inaugurated the demonstrations in their respective constituencies. The CPI held torchlight processions and protest dharnas in over 100 locations across all constituencies in the district, as part of the coordinated mass agitation.

BJP Raitha Morcha stages protest against urea scarcity in State
BJP members stage a protest in Belagavi on Wednesday against the State government's failure to ensure proper urea supply to farmers. Party leaders said that there has been a large-scale diversion of urea to the black market and that some Ministers and leaders of the ruling party are behind this. The protestors rode bullock carts and tractors from Rani Chennamma Circle to the Deputy Commissioner's office. They raised slogans against the Congress government saying that it is following anti-farmer policies. They sat in protest in front of the office for some time. BJP Raitha Morcha president A.S. Patil Nadahalli said that the Union government has provided adequate stocks of fertilisers but the State government has failed to distribute them properly. He said that a large portion of government stocks have been diverted to the black market where unscrupulous traders are selling them at a premium. He said that the demand for urea has been low in the last few years due to a rainfall deficit of 30%-40%. But, this year, the rainfall has been good and urea demand has naturally risen. Farming activities have picked up pace. But the State government has failed to ensure proper availability of urea. The State government is blind to the fact that urea is being diverted and sold in black. I have information that Ministers are not just oblivious to this but also are actively involved in this malpractice,' he said. He said that the quality of seeds distributed to farmers through the Agriculture Department has remained poor in the last two years. 'This has caused huge losses to farmers whose demand for compensation has not been fulfilled. Spurious seed and fertiliser companies have mushroomed in the State. Their only aim is to bleed the farmers dry. Agriculture Minister N. Chaluvarayaswamy does not understand a thing about agriculture. He was supposed to visit various districts to check the crop and sowing pattern but has limited himself to Bengaluru and his native district of Mandya,' he said. 'Farmers have been facing injustice ever since the Congress came to power in the State. It has suspended various schemes like the Raitha Vidyanidhi Yojana, subsidy for agricultural equipment and support price for millet cultivation and others. The State government is not giving its share to the Pradhan Mantri Kisan Samman Yojana,' he said. He said that the Union government has provided the required quantity of urea fertiliser to the State during the monsoon season. 'However, more than 2 lakh tonnes of fertiliser is being sold in black. Due to this, farmers are struggling to maintain their crops,' he said. 'Farmers are facing shortage of urea fertiliser during this monsoon season. The State requires 12.88 lakh tonnes of urea during the monsoon season. Out of this, the Centre has allocated 11.73 lakh tonnes based on available stock. Already, 8.73 lakh tonnes have been supplied. But only 5.27 lakh tonnes have reached farmers. The rest has gone to black marketeers,' he said. The former MLAs Sanjay Patil, V.I. Patil, Mahantesh Doddagoudar, party's rural district unit president Subhash Patil, city unit president Geeta Sutar, leaders M.B. Zirali, Murughendragouda Patil, Mahantesh Vakkund and others were present.

Operation Sindoor is ‘Modi normal', no third party behind ceasefire: Jaishankar; Opp flags lapses
External Affairs Minister S Jaishankar asserted Wednesday that there was no third-party intervention in ensuring a ceasefire between India and Pakistan during Operation Sindoor, making it clear that it was not linked to trade as claimed by US President Donald Trump. Intervening in the special discussion on Operation Sindoor and Pahalgam terror attack in the Rajya Sabha, Jaishankar castigated the Congress over its governments' apathetic response to the incidents of Pakistan-sponsored terrorism. During his hour-long speech, he referred to the previous Congress-led UPA government's 'inaction' in the wake of the 26/11 Mumbai terror attack, saying 'there is a Congress normal… and a Modi normal'. 'There is a Congress normal, which I spoke about, and there is a (Narendra) Modi normal… The Modi normal is terrorists are not proxies. Number two, cross-border terrorism will get an appropriate response in our way, at our time. Three, talks and terror will not go together. If there are talks, it will only be about terror. Number four, we will not give in to nuclear blackmail. And number five, terrorism and good neighbourliness cannot go together,' he said. The Opposition MPs kept their guns trained on the government, asking it to come clean on President Trump's claims of brokering a ceasefire between India and Pakistan. Apart from Jaishankar, Leader of the House J P Nadda, the BJP president, also slammed the Congress for its 'appeasement' of Pakistan. Taking on the Opposition, Jaishankar said, 'Kaan khol ke sun lein (listen carefully), April 22 se June 16 tak ek bhi phone call President (Donald) Trump and Prime Minister (Narendra) Modi ke beech mein nahi huyi PM Modi and President Trump did not have any phone calls between April 22, when the Pahalgam attack took place, and June 16,' he said. He took a jibe at Congress leaders Rahul Gandhi and Jairam Ramesh as 'China gurus', who took 'private tuitions' from Chinese diplomats. The Congress recently questioned Jaishankar's visit to China, while Gandhi flagged a 'two-front challenge' from China and Pakistan while attacking the Modi government. Nadda mounted a scathing attack on the Congress for its 'appeasement' of Pakistan during the UPA regime between 2004-2014 despite numerous terror attacks. He likened the Modi government's tenure as a period of 'full moon' as against amavasya (dark period) of the Congress rule. 'We are a responsive, responsible, sensitive, pro-active government who responds as per need of the hour, whereas your (Congress rule) was inactive, lukewarm, non-reactive, non-responsive. Only when you see the full sequence and chronology of the dark period, can you appreciate the period that came afterwards,' he said. RJD MP Manoj Kumar Jha said the pain of those who had lost their lives in the Pahalgam attack necessitated an apology from the government as it showed that no lessons had been learnt from similar incidents in the past. He appealed for a full-fledged statehood for Jammu and Kashmir, and proposed the adoption of a resolution condemning President Trump for claiming credit for the ceasefire. 'Come clean, we are with you Prime Minister…I propose a resolution that 'This House unilaterally condemns the repeated statements of American President Donald Trump,' he said. CPI(M) MP John Brittas said that under the Modi government a new normal meant the 'celebration of failure'. 'Pulwama would be the biggest intelligence and security failure in the history of Independent India. There was deliberate, criminal negligence and you mixed it with hubris,' he said. Brittas recalled the resignations of then Union home minister Shivraj Patil following the 26/11 Mumbai terror attack and questioned the Modi government over its accountability over the Pahalgam attack. 'They depicted Amit Shah as the second Sardar Patel. Will history judge Shah as morally inferior to Shivraj Patil?' he asked.
