Ponguleti for humanitarian approach towards farmers' problems

The Hindu9 hours ago

Revenue Minister Ponguleti Srinivas Reddy has directed officials to resolve the grievances submitted by farmers during Revenue Sadassus in a time-bound manner.
The Revenue Department has been conducting meetings with stakeholders in all mandals except Hyderabad since June 3, with 7,578 villages in 561 mandals covered till date. The department has so far received 4.61 lakh applications in the meetings that will continue till June 20.
The Minister wanted the officials to thoroughly examine the grievances and resolve the problems with a humanitarian approach.
Mr. Srinivas Reddy reviewed the progress of meetings with senior officials on Sunday, and directed them to ensure government's intention of resolving land issues, pending for decades, came true. The 10-year rule of BRS Government put farmers to severe hardships, and the introduction of the Dharani portal has been a bane for them, he said.
The Minister said that he was personally present in the meetings conducted in 50 villages and was moved by the plight of farmers during the BRS tenure. Prompted by their hardships, the present government had enacted the Telangana Bhu Bharati (Record of Rights) Act, and it was the responsibility of the officials concerned to ensure effective implementation of the legislation at the field level.
Mr. Srinivas Reddy said that land survey in five model villages for which records did not exist since Independence was progressing briskly. The survey was launched in five of the 413 villages, for which land records did not exist, on a pilot basis.
Accordingly, mapping of 337 acres of 422 acres in Salarnagar of Gandeed mandal of Mahbubnagar district, 269 acres out of 626 acres in Kommanapally village of Bhirpur mandal of Jagtial district, 445 acres (845 acres) of Mulugumada of Errupalem mandal of Khammam district, 232 acres (502 acres) of Nuguru in Venkatapuram mandal of Mulugu district, and 308 acres (593 acres) in Shahidnagar of Vatpalli mandal of Sangareddy district had been completed so far.
In all, mapping and survey of 1,591 acres of the 2,988 acres in the five pilot villages had been completed and officials were directed to complete the survey within 10 days.

Net gain: Maharashtra panchayat adopts eOffice system

A panchayat in the tribal belt of Maharashtra has adopted paperless governance, courtesy the eOffice system extending its reach to the grassroots level. Rohini, located in Maharashtra's Dhule district, is possibly the first village panchayat in the country to implement the eOffice system, a digital workplace solution for government offices. Vishal Narwade, chief executive officer, Dhule Zilla Parishad, said the eOffice system started in the village this year. 'It was mandated from January 1 for district level, we extended it to panchayat too,' said Narwade. He said Rohini is the first panchayat to operate in paperless eOffice mode, though there is no official data yet to confirm it. Located at the foot of the Satpura hills near the state's border with Madhya Pradesh, Rohini is a 'PESA Gram Panchayat', a term used for gram sabhas in scheduled areas which are empowered by the provisions of the Panchayats (Extension to Scheduled Areas) Act, 1996, also known as the PESA Act. The panchayat has a population of 7,200 spreading over the main village — Rohini — and 7 hamlets (Jagnapada, Bomalyapada, Chirkhanpada, Kalapada, Dampada, Piplyapani and Navapada). Over 80% habitants of Rohini panchayat are tribals, mostly from the Pawara tribe. Until recently, the residents of the panchayat had to walk miles to avail services as their hamlets were located 1-7 km away from the panchayat office. The advent of information and communication technology (ICT) in the village has changed the situation, with residents opting for online service delivery and grievances redressal. The people at Rohini panchayat, which had a literacy rate of just 45% in 2011, now boast about achieving 100% digital literacy. The panchayat uses at least eight different types of ICT platforms, including its own website that allows its residents to avail various services. The others include use of digital platforms such as eGramSwaraj, Panchayat Nirnay app for online participatory decision-making, citizen-centric service delivery via Common Service Centres (CSCs), Panchayat ICT lab for digital literacy, videoconferencing facility and Meri Panchayat app for grievance redressal and seeking suggestions. The latest ICT initiative is the introduction of the eOffice system that helps the village panchayat officials send and receive files in electronic mode. Speaking to The Indian Express, gram panchayat secretary Manoj Dilip Kumavat said that files from the Block Development Office are received and sent back using the eoffice, which was introduced in February this year. Apart from its website, the Rohini gram panchayat also has its own YouTube channel, Facebook page, Instagram account and a WhatsApp group. It also released its own E-governance policy last year. Narwade said bulk SMS and calling systems are used to disseminate information about government schemes, gram sabha meetings are held in physical and virtual mode where people of the village join remotely and telemedicine facility is available from the primary health centre to all the hamlets in the panchayat. Rohini sarpanch Dr Anand Pawara said the digital initiatives introduced by the panchayat have ensured effective implementation of the government schemes on the ground. Prasanna Kulkarni, a block-level health official, said the footfall of patients, particularly the number of institutional deliveries, has increased after adoption of ICT. Rohidas Surmal Pawara, 30, a resident, said he has availed the online services for getting a birth certificate and registering his grievances regarding non-supply of drinking water and electricity. The digital push by the Rohini gram panchayat has earned it accolades and awards. Recently, it bagged Gold in the National e-Governance Awards, 2025 under the newly added category —Grassroots Level Initiatives for Deepening Service Delivery at Gram Panchayats or Equivalent Traditional Local Bodies — which recognises digital initiatives by panchayats. According to officials, representatives of other PESA gram panchayats have visited Rohini. It has been selected as the panchayat learning centre by Pune-based Yashwantrao Chavan Academy Of Development Administration, the administrative training institute of the Maharashtra government, said Sharadchandra Mali, deputy director at the institute. For this, the Rohini panchayat received funding of Rs 7 lakh from the Central government, Mali said. BRS vows all support to govt to stall AP's Godavari link project

Hyderabad: Senior BRS leader T Harish Rao on Sunday wrote an open letter to irrigation minister N Uttam Kumar Reddy, expressing concern over the Andhra Pradesh govt's proposed Rs 80,000 crore Godavari-Banakacherla link project. Urging the minister to convene an all-party meeting or a special assembly session to clarify Telangana's stance, Harish Rao said that the unilateral actions taken by the neighbouring state violate the AP Reorganisation Act, 2014. The Act stipulates that project approvals must be processed through river boards and the apex council. He expressed concern that the AP govt may soon initiate the tendering process, thereby bypassing established legal protocols. Harish Rao cautioned that this project could be a tactical manoeuvre by Andhra Pradesh to strengthen its legal position ahead of upcoming tribunal hearings. He urged the Telangana govt to take decisive action and assured the Congress govt of complete cooperation from the BRS. "This matter transcends politics as it fundamentally concerns the future of Telangana," he said. The former minister further noted that while Telangana is entitled to a specified volume of Godavari water, its current utilisation remains significantly below the allocation share due to pending irrigation projects. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like She Found THIS Chat on Her Husband's Phone and Vanished Overnight medalmerit Learn More Undo He called on the govt to expedite work on critical projects such as Sitarama, and Devadula. Moreover, he pointed out that AP's diversion of substantial water from Polavaram to the Krishna delta presents an opportunity for Telangana to assert a claim for an additional 157.5 TMC of Krishna water, as stipulated in Clause 7(f) of the Godavari Tribunal award. He urged the govt to submit a formal claim to the Krishna Water Disputes Tribunal. He also warned that the execution of the Godavari-Banakacherla link project could adversely impact Telangana's rightful allocation of river water resources. Harish Rao urged the state administration to take immediate legal and political measures to safeguard the interests of the state. He claimed that the AP govt intends to divert a substantial volume of Godavari water to the Penna basin via the Krishna basin through this multi-stage initiative. The proposed project involves transferring water from the Polavaram Reservoir to the Prakasam Barrage, then to the proposed Bollapalli reservoir, and ultimately to the Banakacherla regulator complex.
