AICC OBC dept head: ‘There will be a radical change in Congress tickets for OBCs in Bihar, TN, UP polls'

Indian Express2 days ago
About one-and-a-half years before he formally returned to the Congress in February 2025, Dr Anil Jaihind, 67, started working with Rahul Gandhi. Jaihind was the chairman of the Delhi Congress's Doctors Cell in 1992, when he quit the party to join the Janata Dal. He even contested, unsuccessfully, the 1993 Delhi Assembly elections on the Janata Dal's ticket. He quit politics in 1998 and turned into a social activist, going on to join Rahul's team in 2023. In April 2025, he was appointed the chairman of the All India Congress Committee (AICC)'s Other Backward Classes (OBC) department. In an interview with The Indian Express, Jaihind speaks on a gamut of issues related to the Congress's OBC outreach and its roadmap for social justice. Excerpts:
Rahul Gandhi recently said that the Congress has 'fallen short' in understanding and addressing the OBC issues, adding that many party leaders may disagree with him. Do you agree with him?
One way or the other, there have been two kinds of weaknesses in the party. First, full attention was not given to OBC issues. Secondly, whatever works we did in the interest of OBCs, we did not publicise it. Congress worked with the idea of 'neki kar, kuye me dal' (do good deeds and forget about them). We never made events out of everything, advertising them and seeking applause. The biggest work that Congress did for OBCs in recent years was ensuring reservation in higher education that Manmohan Singh and Arjun Singh provided (during the UPA government) on the directive of Sonia Gandhi ji – that was the biggest work for the OBCs, I believe.
I have been an OBC activist since 1978, I came in contact with B P Mandal when he was an MP. Later he became the Mandal Commission chairman. Reservation in jobs started in 1990 when V P Singh was Prime Minister, which benefited people.
Those children who because of reservation in education got admission in Delhi University, IITs and IIMs, they are now joining MNCs. There is a sea change and that is only because of education quota. And, the Socio-Economic, Educational, Employment, Political and Caste Survey (SEEEPC) done in Telangana has also found that education, and that too in English, will help in progress everywhere…. This was the work Congress did, which we could not encash.
The Congress is the country's oldest party with a cadre and a dedicated OBC department. Still, why could the party not understand the OBC issues as admitted by Rahul?
I rejoined the Congress in February this year. Earlier, I was working with Rahul Gandhi ji as a social activist for over one-and-a-half years. I proposed that Rahul ji should directly address social activists. Then we held the first such programme – Samvidhan Suraksha Sammelan – in Lucknow on May 10, 2024, which had a major impact on the Lok Sabha polls in UP. You should check the winning strike rate of the INDIA bloc in UP in polling that happened after May 10. Even Akhilesh Yadav (SP president) told Rahul Gandhi that his Samvidhan-related programmes made a major impact. Otherwise, Mulayam Singh Yadav had never won 37 Lok Sabha seats in UP despite being such a tall leader.
In UP and Bihar, Yadavs, a major OBC group, support the INDIA parties SP and RJD, while other OBC castes back other parties. Is the Congress aiming to become a party of all OBC groups?
Rahul ji has strictly asked us to follow 'gathbandhan dharma' (coalition dharma). That is why we do not indulge in poaching, which means if a leader from our any allies gets upset because of not getting a position or ticket in his party and approaches us, we don't encourage that, we follow alliance dharma.
Congress has done a lot of work among EBCs (Extremely Backward Classes) in Bihar in the past six months. EBCs were earlier associated with Nitish Kumar [Bihar CM and JD(U) chief] to a great extent and had some problems in connecting with RJD. Rahul is hugely concerned about EBCs. Tremendous work is being done in Bihar, which is giving results too.
How do you plan to reach out to the OBCs?
Currently, the tallest leader of the social justice movement is Rahul Gandhi. You can ask BJP leaders too about it. He is popular among OBCs as a 'nyay yoddha' (justice warrior) because he speaks for their justice. EBCs have very high expectations from Rahul ji.
Has the party firmed up its OBC roadmap?
The first thing is caste survey. To be very frank, so far our party has not publicised it keenly. People generally understand caste census as counting of castes only. In the caste census done in Telangana, study has been done on an individual's participation in five dimensions – social, economic, employment, educational and political. A set of 54 questions were put to every individual. Then an expert committee was constituted under Justice (Supreme Court retired judge) Sudarshan Reddy to analyse it. AI has been used in analysis. This Telangana caste survey is a tsunami.
You will need your government in other states to replicate the Telangana model. Till then, how will Congress take up the issue?
A movement will soon be created. Last year, PM Modi had called those advocating caste census 'urban naxal' mindset. On July 29, 2024, Rahul ji had said in Parliament, 'Whether you like it or not, we will get the caste census done in the current Lok Sabha by your (NDA) government.' Then people were surprised. But after public pressure built up over the next nine months, the government announced the caste census. Rahul ji got this done by the NDA government and without Congress being in power. Now the issue is whether the caste census will be done on Telangana model or on the 1931 British model.
Rahul ji calls it an MRI, used to find the disease inside the body, which is different from a photograph that cannot do it. Similarly, if only castes will be counted in the census, like the population of Kurmi, Jat, Yadav, Gujar, Brahmin, it would be like a photograph. So, if MRI has to be done to find the problem, then the Telangana model should be followed.
Will it be done in Bihar if Mahagathbandhan comes to power there?
100 per cent, and it will be done on the Telangana model.
Does the Congress see caste census as the best solution, or more would be done for the OBCs?
No, this is not the solution. Our ultimate goal is not just getting caste census done. A doctor cannot treat a patient without proper diagnosis. There are 215 castes in Telangana and every caste has a different problem. One caste is well-off economically, but lags in education, which needs to be fixed. Some castes face social discrimination. Every caste has a specific problem, so customised treatment will be required for it.
In recent appointments in the organisation, OBCs have been given adequate and proportionate participation.
Will this participation be also reflected in the Congress' ticket distribution in coming polls in Bihar, Tamil Nadu and UP?
There will be a radical change… Kunal Choudhary, who belongs to MBC, has been included in the Bihar election screening committee. In Bihar, the party has also set up a separate EBC department along with the OBC department. Also, the party has formed an Advisory Council of its 24 top OBC leaders, which recently held its meeting in Bengaluru.

Congress to stage protest outside Assembly against slum demolitions

The Congress's Delhi unit on Sunday said it will stage a protest outside the Assembly on the first day of the Monsoon Session on Monday, primarily against the demolition drives carried out in slum clusters across the city. The party said it will raise other issues such as the 'deteriorating law and order' situation, the 'false promise' of ₹2,500 per month to the women, and waterlogging. It will also protest against the school education Bill for being 'anti-parent and anti-education'. Delhi Congress president Devender Yadav said party members met slum dwellers, who he said are living in 'constant fear of being displaced'. 'The BJP government, since it came to power, has already displaced 15,000 families,' the Delhi Congress chief said, adding that slum dwellers should not be displaced without alternative arrangements even if there is a need to relocate them. 'After Rahul Gandhi raised the issue of demolition of JJ Clusters in the Lok Sabha, the Chief Minister of Delhi [Rekha Gupta], under pressure, said that not a single slum in Delhi will be demolished, but on the other hand, asserted that the slums along the railway lines cannot be saved. He [Rahul Gandhi] urged the Delhi government to clarify its intentions towards the slum dwellers, instead of playing with the lives of the poor people,' Mr. Yadav said. Alleging that the Arvind Kejriwal government has locked thousands of flats constructed by the Congress under the Rajiv Rattan Housing Scheme, aimed at providing better living conditions for the poor, for 11 years, Mr. Yadav said, 'Those houses should be repaired and allotted soon to the residents of slums.' Meanwhile, on Saturday, Ms. Gupta inspected government flats built for economically weaker sections (EWS) in 2011 in Sultanpuri, which are in a dilapidated condition. She said that the government is working to meet the demand for one million houses.

PCMC to post draft DP in Marathi for wider reach deadline to send views long over

Pune: The state govt has told Pimpri Chinchwad Municipal Corporation (PCMC) to translate its draft Development Plan (DP) into Marathi and republish it online for better public understanding. The original draft, published in English this May, was open for public suggestions and objections until July 14. The demand for a Marathi version came from Maval's Shiv Sena MP Shrirang Barne who wrote to the state govt last month stating that many residents were unable to submit their objections to the proposed reservations mentioned in the draft due to lack of understanding of English. In response to his letter on July 6, the state govt, on July 30, instructed PCMC to act on the request, citing instructions from the office of deputy chief minister Eknath Shinde. He clarified that the statutory timeline will remain unaffected and the draft will not be reopened for additional suggestions or objections. Barne, in his letter to Shinde, said, "As per section 4(2) of Maharashtra Official Languages Act 2021, all municipal corporations and councils in the state should do their administrative works in Marathi. The Shiv Sena MP added that govt should intervene to publish the draft in Marathi. The municipal corporation received over 49,500 suggestions and objections from citizens. The civic body has already initiated the process of segregating them to prepare for final hearings which will be conducted by the state govt-appointed committee. As per the standard procedure, the committee will prepare a final version of the draft after hearings, which will be sent to the state govt for final approval. Dhanaji Yelkar, convenor of Swabhimani Ghar Bachao Movement, formed to oppose the proposed HCMTR project in the draft, said there is no point in translating the draft when people cannot object to it. Sanjeevan Sangle, chairman of Chikhali Moshi Pimpri Chinchwad Cooperative Housing Society Federation, said the municipal corporation should allow citizens to file their objections after the translated draft is published. A senior civic official said that DP drafts are prepared in English due to the content's technical nature, and no previous attempts were made to publish them in Marathi. Several municipal corporations in the state recently published their drafts, and all of them were in English, he said. The officer further clarified that there are no legal mandates to prepare these drafts in Marathi. MLAs and MLCs from Pimpri Chinchwad voiced strong objections to the reservations listed in the draft Development Plan (DP), demanding its cancellation. They also raised the issue during the recently concluded assembly session, alleging that the committee responsible for drafting the plan imposed reservations on many residential structures. BJP MLA from Chinchwad Shankar Jagtap said, "The whole draft was prepared using wrong methods as reservations were also proposed on properties where building permissions were granted by the municipal corporation." Another BJP MLA Mahesh Landge said at least 850 reservations from the old DP were again mentioned in the draft. "The civic body has put reservations on many religious temples, which must be cancelled, and the hearings of all the objections must happen in an unbiased manner," he said. Several religious groups also expressed concerns over the proposed reservation for a slaughterhouse in Moshi, located about 4 km from Sant Dnyaneshwar Maharaj temple in Alandi. In response to the public outcry, chief minister Devendra Fadnavis, during a public event last month, announced that this reservation would be withdrawn. Minister of state for urban development, Madhuri Misal assured the legislators that the draft could be cancelled by the CM if it was found beyond rectification. However, she said that it would be wrong to cancel it before conducting hearings on the objections. "Govt will ensure that there is no injustice to anyone when the final draft is approved," she added. Head: Area covers 173.24 sqkm Draft DP for PCMC was published online for citizens on May 16 Citizens had time until July 14 to file their suggestions and objections Over 49,500 suggestions and objections were received from citizens on the draft The draft DP covers a 173.24 sqkm area and was prepared keeping in mind the projected population (Pimpri Chinchwad) of 42 lakh in 2031 and 61 lakh by 2041 What Next? PCMC will segregate the suggestions and objections to avoid duplication Similar demands will be clubbed, and the final list will be kept for hearings A state govt-appointed committee will conduct public hearings on these matters The final draft will be sent to the chief minister for approval Instead of raising the language issue, the MP should have demanded cancellation of the draft. He realised it very late, and it is just an attempt to show that he is doing something for people. If he wanted to, he would have approached his party chief Eknath Shinde, who leads the urban development ministry, and got the draft cancelled Dhanaji Yelkar I Convenor, Swabhimani Ghar Bachao Movement Many people who were unable to understand Marathi failed to file their objections, and they should be given the opportunity as civic bodies are run for them. Scandalous: Didi slams Delhi Police for ‘help translate Bangladeshi' note

1 2 Kolkata: CM Mamata Banerjee hit out at Delhi Police on Sunday over a notice issued to Banga Bhawan in the national capital seeking help to translate "Bangladeshi language" for an ongoing trial. The trial relates to eight suspected illegal immigrants from Bangladesh who had been arrested by Lodhi Colony police. The CM called the notice, "Scandalous, insulting, anti-national, unconstitutional," and called upon all sections of society to rise in protest against the repeated "insult and humiliation" of Bengali-speaking people in India. The notice, posted by CM on her X handle, showed a Lodhi Colony inspector's requisition to Banga Bhavan officer-in-charge in Chanakyapuri, seeking help to translate "texts written in Bangladeshi language" in Hindi and English. The notice uploaded by the CM read: "The identification documents contain texts written in Bangladeshi and need to be translated into Hindi and English. Now, for the investigation to proceed further, it is requested that an official translator/interpreter proficient in the Bangladeshi national language may be provided for the aforesaid purpose." The notice promises to pay for translation bills. CM Banerjee said, "This insults all Bengali speaking people of India. They cannot use this kind of language which degrades and debases us all. We urge immediate strongest possible protests from all against the anti-Bengali Govt of India who are using such anti-Constitutional language to insult and humiliate the Bengali-speaking people of India." Abhishek Banerjee, Trinamool's national general secretary, also protested the notice, writing on X: "This is not a mere clerical error, it is yet another calculated attempt by BJP to defame Bengal, undermine our cultural identity and equate West Bengal with Bangladesh for narrow political propaganda." "It is a direct violation of Article 343 and the Eighth Schedule of the Constitution. There is no language called 'Bangladeshi'. To call Bangla a foreign language is not just an insult — it's an attack on our identity, culture and belonging. Bengalis are not outsiders in their own homeland," he added. Singer Rupam Islam too spoke out against the notice. "What is this? Isn't Bangla one of the 22 official languages of India? Why must it be mentioned as Bangladeshi language?
