VP Sara on SONA: Sayang ang data, babasahin ko na lang

GMA Networka day ago
Vice President Sara Duterte said she had no plans to watch President Ferdinand Marcos Jr.'s 4th State of the Nation Address (SONA).
Duterte said she found SONA a waste of mobile data and that she would rather read the contents of the speech afterward, according to a report on Unang Balita on Monday.
'Sayang ang data. Ayaw ko na rin manood kasi… Nati-trigger ako 'pag nakikinig ako sa kanya. Babasahin ko na lang. Kailangan natin magbasa, kasi kailangan natin malaman kung ano na namang pambobola ang sinasabi sa taong bayan,' she said.
(It's a waste of data. I don't want to watch it either because... I get triggered when I listen to him. I'll read it instead. We need to read, because we need to learn what flattery he's been saying to the people.)
She also questioned several of Marcos' projects, including flood control and the administration's position on the West Philippine Sea.
Duterte attended a Filipino community gathering in South Korea to call for the release from detention of her father, former President Rodrigo Duterte. The elder Duterte is currently detained in The Hague, the Netherlands.
Earlier, the Vice President had claimed that she would not be attending the SONA 2025.
However, the Palace clarified that it was her choice, and that they had still extended the invitation to her office should she change her mind.
Aside from Sara, Senator Imee Marcos and other Duterte-allied politicians also said that they will not attend the SONA.
In 2024, Sara was also not in attendance at Marcos' 3rd SONA, stating that she named herself as the 'designated survivor.' —Jiselle Anne Casucian/KG, GMA Integrated News

Nearly P1 trillion allotted for flood control projects from 2023-2025

The Department of Public Works and Highways (DPWH) received around P980.25 billion budget for flood control projects from 2023 to 2025, according to data gathered by GMA Integrated News Research. This is equivalent to an average of P326.75 billion flood control budget for each year. In Joseph Morong's report on '24 Oras' on Tuesday, the DPWH said that it would submit next week to President Ferdinand Marcos Jr. the list of flood control projects to determine which were already finished and which are the 'ghost' projects However, state auditors in 2023 noted that the implementation of some foreign-assisted flood control projects were delayed. '...The DPWH disclosed that the Department was not able to efficiently implement 17 official development assistance (ODA) funded projects …as indicated by the reported year-end physical accomplishment with negative slippages ranging from 0.78% to 36.60%, increase in contact costs, and/or prolonged implementation period,' according to an audit report by the Commission on Audit. Among the delayed projects were the Pasig-Marikina River Channel Improvement Project, which seeks to deepen the Pasig River and Marikina River to mitigate overflowing. Also affected are the Metro Manila Flood Management Project, Cavite Industrial Area Flood Risk Management Project, and Cagayan de Oro Flood Risk Management Project. But the DPWH explained that the implementation of some projects was delayed due to budget constraints. 'We have been already cautioned by the lending institutions, actually, because napapansin daw nila that the appropriations we are putting into these projects are not adequate actually to sustain the momentum of the implementation,' said DPWH Secretary Manuel Bonoan. Furthermore, the DPWH stated that one of the challenges it is facing is the programs that did not undergo scrutiny for the government's National Expenditure Program. These affect the budget of existing projects causing their delays. 'Maraming dagdag, sabi ng President…To the detriment of the program of the President na hindi dumaan sa amin for vetting or preparation…Alam mo naman Congress has the power of the purse, dito na yung mga additional items,' said Bonoan. Under the national budget for 2025, Marcos vetoed the P16.72 billion budget for the DPWH's flood control projects. Marcos warned the Congress in his recent State of the Nation Address that he will vote against any budget allocations that are not part of the National Expenditure Program. —Vince Angelo Ferreras/LDF, GMA Integrated News

Amendments to 4Ps law will let beneficiaries stay more than 7 years — DSWD

The Department of Social Welfare and Development (DSWD) said that amendments to the 4Ps program would allow beneficiaries to stay in the program as long as they needed to. During the Post-SONA discussion on Tuesday, DSWD Secretary Rex Gatchalian shared that President Ferdinand Marcos Jr.'s call to amend the 4Ps law would allow those in the program to stay longer than seven years. Gatchalian noted this as a welcome development, as two million Filipinos were about to exit the program in 2026 for reaching the maximum number of years in the program. 'Itong programa na ito namumuhunan tayo sa taong bayan, namumuhunan tayo sa Pilipino. This is an investment in human capital. Kumbaga hindi pa tapos yung ating pamumuhunan, kailangan siguraduhin natin na hindi masayang 'yung investment natin,' he said. (This program invests in the public and Filipinos. This is an investment on human capital. Our investments are not yet over, so we need to ensure that what we have poured in would not be wasted.) Gatchalian noted that the length of a beneficiary's stay in the program should depend on their state and quality of life, and if they would be able to support themselves after graduating from the program. 'Tinignan ng Pangulo yung kapakanan nila at yung estado nila sa buhay rather than yung pipilitin natin na alis sila sa programa, masasayang ang pamumuhunan natin sa kanila at masasayang yung programa sa whole,' he shared. (The President is considering their welfare and state of life rather than forcing them to leave the program, and it would be a waste of our investment on them and the program as a whole.) 'Kailan tignan natin yung estado ng pamilya: Kaya na ba talaga nilang tumayo sa kanilang sariling paa? Yung mga anak ba nila, nakatapos na?' he added. (We need to look at the state of the family: Can they now stand on their own? Have their kids been able to finish their studies?) The DSWD Secretary shared that 1.4 million Filipinos have already graduated from the 4Ps program since it began in 2022. — RF, GMA Integrated News

NDRRMC: Marcos admin pushes whole-of-nation approach to community level for disaster response

The Marcos administration is bringing its whole-of-nation approach to the community-level in a bid to strengthen the country's disaster response, Defense Secretary and National Disaster Risk Reduction and Management Council (NDRRMC) Chairperson Gilberto Teodoro Jr. said Tuesday. Teodoro made the remarks during the first day of the post-State of the Nation Address (SONA) of President Ferdinand Marcos, Jr. in San Juan City. During the forum, Teodoro said the public reaction to calamities shows the need for disaster risk reduction efforts to be able to adapt to different situations. He underscored the importance of localizing the whole-of-government approach as different areas in the country experience different kinds of natural calamities. "'Ito ay kumbaga sa national government, whole-of-government approach, ibababa natin sa community," he said. "Kasi ang ating mga komunidad, dahil tayo'y kapuluan, iba't ibang klase ang mga hamon sa kalikasan na hinaharap nila. Ang iba tinatamaan ng bulkan, ang iba binabaha, ang iba storm surge, ang iba vulnerable sa lindol," said Teodoro. (As per the national government, the whole-of-government approach will be adapted to the community. This is due to our different communities, since we are islands, we face many natural challenges. There is the threat of volcanoes, floods, storm surges, and earthquakes.) The national government is also mapping the vulnerabilities of all parts of the country down to the barangay levels, he added. Last week, Marcos said the successive weather systems affecting the country is the "new normal". He also stressed that the public must already plan to adapt as tropical cyclones could not be prevented. "This is not an extraordinary situation anymore. Do not think of it as a special situation, this is... I hate to use the overused phrase but this is the new normal. Ganito na talaga ang buhay natin kahit ano pa ang gawin natin,'' the President said. For his part, Teodoro said the NDDRMC is coordinating with local government units (LGUs) and other government agencies including the Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), and Armed Forces of the Philippines (AFP) to deliver services to the public. "Ito talaga ang whole of government approach sa pangunguna mismo ng ating Pangulo na lahat kami ay tumutugon sa isang pahina upang sa ganun si Juan dela Cruz, si Juana dela Cruz ay kaagad masasagip, maliligtas ang buhay," he said. (This whole of government approach, as led by our President, means we are all on the same page so we can rescue and save the lives of Juan dela Cruz and Juana dela Cruz.) "Pangalawa, kung lumikas man sila sa ibang lugar ay ayos ang kalagayan at kalusugan nila, lalo na ang mga kabataan at sanggol," he added. (Second, in case they need to evacuate, we want them to be safe and healthy, especially the young children.) — RF, GMA Integrated News
