City Hall collects RM13,200 from litterbugs in Ops

SOME 661 litterbugs at commercial centres and towns within City Hall's rating area collectively paid RM13,200 in on-the-spot compounds issued as part of the agency's 'Ops Bersih' checks over the past six months. A spokesman for its Solid Waste Management Department (SWMD) said about 130 errant members of the public, including smokers, were taken to task over the past two months under City Hall's Anti-Litter By-Laws 1984 (Amendment 2005). 'Seventy four of them were upbraided in May, with the remainder in June,' he said. He the first group of individuals paid a total of RM1,460 in penalties, while the latter paid RM1,120. 'The wrong-doers were caught red-handed not disposing of their garbage properly into a bin,' he said. 'Instead, they threw their cigarette butts and other rubbish haphazardly into their surroundings. The spokesman said a compound of up to RM500 could be imposed in such circumstances per the conditions stipulated in the agency's Anti-Litter By-Laws. Those who repeatedly disregarded the agency's calls to refrain from littering in the common areas, on the other hand, could have legal action brought against them, according to him. 'They will become liable to a fine for as much as RM10, 000, if they are found guilty in court.' He said four to five SWMD inspectors in plain clothes carried out 58 separate inspections between May 10 and June 30. These checks involved properties within the City Centre, as well as those in areas ranging from Telipok to the shophouses near Taman Fortuna, according to him. The spokesman said those in Kota Kinabalu, included the shophouses in Bandaran Berjaya, Kg Air, Sinsuran and Segama, as well as Centre Point Sabah. Checks were also made of the public areas on Jalan Gaya and Jalan Tugu, according to him. 'The highest number of litterbugs was nabbed around Kg Air (16), followed by Segama (12) and Centre Point (11). When it came to areas outside the City limits, the spokesman said the SWMD team went to Inanam and Manggatal towns, as well as several commercial centres including Damai Plaza, Plaza Juta, Kingfisher Plaza, Inanam Taipan, Manggatal Plaza, Bandar Putra, Indah Permai, Sulaman Sentral and Synergy Square. On top of this, inspections were also carried out at Mini Putrajaya and the shops at Universiti Apartment, according to him. 'Inanam town and Taipan tied for the locations with the most offenders, in this instance, with a total of 17 litter-bugs caught in these areas. 'This was followed by Damai Plaza and Bandar Putra, where eight individuals and another six were respectively nabbed. The spokesman said City Hall collected about RM1, 540 in March and a further RM1, 120 in April. 'About 133 wrong-doers settled their compounds right away during this period, while nine others elected to do this within the allotted grace-period.' He said SWMD inspectors made 52 separate inspections between March 3 and April 28. He said the agency pocketed a total of RM5, 100 in compounds in January and a further RM2, 860 in February. 'A total of 432 litterbugs were caught between January 3 and February 26. 'About 398 of them paid up immediately, while 34 others wanted to settle their penalties before the grace-period for their compounds expired.' Sabah MACC offers cash rewards to civil servants for reporting graft
KOTA KINABALU: Civil servants who report cases of graft that lead to prosecution are entitled to claim monetary rewards equivalent to the value of bribery offered or received, said Sabah Malaysian Anti-Corruption Commission (MACC). Its director, Datuk Karunanithy Y. Subbiah, said this move is in tandem with the state policy since 2011, which aims to boost integrity and courage among public service workers and encourage reports of any form of graft. 'If any civil servants make a report to the MACC of alleged corruption, be it offering or receiving, which leads to the case being investigated and prosecution made, then the case will be evaluated by a state-level committee to decide on the monetary reward,' he said. He said this to media personnel after an Integrity Seminar for public service here on Thursday (July 3). Karunanithy said this committee was chaired by him, along with representatives from the Audit Department and the Sabah Civil Service Department. He said a recommendation on the value would be made before it was presented to the central committee for a suitable reward to be determined. 'The reward is usually on a dollar-to-dollar basis, whereby the cash money is equivalent to the offered bribe money,' he stated. 'For example, if a civil servant is offered RM10,000 and reports this to the authorities, then the amount would be suggested as the reward,' said Karunanithy. However, for cases involving small amounts such as RM100, the minimum award for consideration is RM500, he said. According to Karunanithy, in addition to cash compensation, the civil servant would also receive an official certificate of appreciation for their commitment to upholding integrity within the public sector. He stated that this reward mechanism only applies to public servants who are offered bribes and make formal reports to the MACC, and not to those who act as public whistleblowers. According to Section 25 of the MACC Act 2009, it is compulsory for any individual who knows of any form of graft to report it to the MACC. Failure to do so is a crime. On related matters, he said a total of RM54,850 in reward money was given to civil servants in Sabah in 2023. Karunanithy said out of this amount, RM52,850 was awarded to policemen and RM2,000 to immigration personnel. He said the police force was the most active in reporting graft, but only one state agency, the Wildlife Department, has made a report thus far. He also shared a case where a civil servant received a money-filled envelope discreetly from an unknown individual, who, out of honesty, surrendered the money directly to the MACC for action to be taken against the offender.

GOF seizes over RM1mil in illegal gold mining equipment in Kelantan
GUA MUSANG: The General Operations Force (GOF) seized illegal gold mining equipment worth more than RM1 million during a raid here yesterday. However, no arrests were made during the operation at an illegal mining site in Kampung Pulai. GOF Southeast Brigade commander Datuk Nik Ros Azhan Nik Abd Hamid said the raid was carried out jointly by its Eighth Battalion and the Kelantan Mineral and Geoscience Department. "The team raided the area at about 11am and discovered a suspicious tent located among oil palm trees. "After waiting for nearly an hour and with no one coming forward, they proceeded to seize the equipment, believed to have been used for illegal gold mining activities," he said today. Ros Azhan said the seized items included three excavators, water suction pumps and sluice boxes (palong). He said that initial investigations revealed the illegal mining operation had been running for about six months. All seized items were handed over to the Kelantan Land and Mines Office for further investigation. "The Land and Mines Office will also trace the owners of the excavators for possible fines," he added. The case is being investigated under Section 137(1)(b) of the Kelantan Mineral Enactment 2001.

Man and woman held for drugs

PENAMPANG: A man and woman were detained in a drug raid at Kampung Nosoob, Jalan Towering, with police seizing methamphetamine worth about RM2,500, here, Tuesday. Police conducted the operation at about 4.30pm as part of their Ops Gempur. During the raid, police discovered a transparent plastic packet containing 50.5 grammes of crystal substance suspected to be methamphetamine (syabu). The local duo, a 55-year-old man and a 54-year-old woman, both tested positive for methamphetamine and amphetamine. Police also confiscated two vehicles and RM1,800 in cash during the operation. Both suspects are currently under remand for investigations.
