Finance Minister Nirmala Sitharaman on Wednesday urged the fintech industry to shift its focus beyond urban markets and lead the next wave of innovation in rural and agricultural sectors, calling it both a business opportunity and a developmental imperative.
Speaking at the Digital Payments Awards 2025, Sitharaman called for a sharper push to integrate micro, small, and medium enterprises (MSMEs) with account aggregator frameworks and emphasized the need for tailored financial products for farmers and rural consumers.
'Every fintech firm should view rural India as a fertile ground, not just as a social responsibility, but as an opportunity to create new markets,' she said, adding that consumer demand in rural areas has shown strong and sustained revival.
Drawing parallels with the fast-moving consumer goods sector, the minister highlighted how deep rural penetration has become a core growth strategy for many leading brands, a model she said fintech should replicate.
Sitharaman also flagged key risks looming over India's expanding digital economy, urging startups and payment firms to invest more aggressively in digital literacy and cybersecurity.
'Literacy has to be improved upon. Cybersecurity is a case in which I had interaction with a few startups and fintech companies,' she said, warning against growing threats such as deepfakes and digital fraud.
'We need a set of fintech companies which are constantly working on giving solutions for the newer challenges which are arising,' she added.
The minister recounted recent discussions with startups and fintech leaders, underlining the importance of ensuring that ordinary users are not 'digitally arrested at home' by malicious actors or deceptive platforms.
Financial services secretary M. Nagaraju outlined the next phase of India's digital payments journey, stressing the need to deepen adoption across sectors and geographies, particularly in underserved regions.
'Our priorities must include deepening digital payment adoption across sectors and geographies,' Nagaraj said at the event.
At the same time, we must strengthen cybersecurity and fraud prevention frameworks, and promote digital and financial literacy at the grassroots, he added.
The remarks come as India's UPI-led digital payments infrastructure, hailed globally for its scale and efficiency, enters a new chapter of expansion, pushing beyond urban centres and into rural economies.
In March 2024, the Union cabinet approved a ₹ 1,500 crore incentive scheme to promote small-ticket transactions on the BHIM-UPI platform, particularly among small merchants to spur usage in semi-urban and rural India, by expanding infrastructure through tools such as UPI 123PAY for feature phones.
It has also rolled out newer solutions like UPI Lite and LiteX for faster and more reliable payments in low-connectivity environments.
Lauding the role of digital companies in the cashless transition, Nagaraj said their contributions were about more than just facilitating transactions.
'Your work is not just about enabling payments, it is about enabling possibilities,' he said.
'You are helping build a financial system that is more modern, inclusive, and globally admired," he added.
In recent years, India has emerged as a global leader in digital payments, with monthly UPI transactions crossing 14 billion in 2025.
However, challenges remain, particularly around digital literacy, user safety, and ecosystem resilience.

These syndicates extract gold on a scale well beyond the law, frequently without the necessary permits or safety precautions, using imported heavy machinery, chemical leaching systems, and a large number of local workers. In one instance, Chinese investors allegedly made over $5.5 million a month from illicit mining in Lombok's Sekotong district before local communities rebelled due to contaminated water and disappearing farmland. Only after villagers set fire to the mining site in August 2024, forcing authorities to step in, was the operation shut down. Yu Hao, a Chinese national, was arrested in Ketapang, West Kalimantan, for running a gold mine without a license in another well-known case. According to the prosecution, his company used shell corporations and falsified documents to unlawfully extract more than $67 million worth of gold and silver. Despite being found guilty and given a prison sentence, a local court controversially reversed the decision; however, in response to public outcry, Indonesia's Supreme Court later upheld the verdict. Environmental Damage and Global Supply Chain Risks These mining mafias sometimes operate under dormant mining licenses, bribe local officials, and take advantage of legal grey areas. Investigators caution that the criminal networks responsible for them are cross-provincial and could be connected to international smuggling rings and money laundering schemes. According to analysts, the illicit gold trade now generates more than $30 billion a year worldwide. The effects on the environment are dire. Gold processing uses cyanide and mercury, which have ruined crops, contaminated groundwater and rivers, and increased health problems in the communities around them. Due to corruption or the influence of well-funded foreign actors, local authorities frequently do nothing. Despite international concerns, China has refused to engage in multinational efforts to regulate illegal gold flows, and its gold import practices remain opaque. Bangladesh aims to appoint foreign operators for the New Mooring Container Terminal (NCT), Laldia Container Terminal, and one Bay Terminal facility at Chattogram Port by December, according to Bangladesh Investment Development Authority (BIDA) chief Chowdhury Ashik Mahmud Bin Harun. Speaking at the port, Harun confirmed work was underway to issue an international request for proposal. The move follows the Bangladesh Navy-run Chittagong Dry Dock Limited's takeover of NCT in July, which has since boosted container handling by 30 per cent and cut vessel turnaround time by 13 per cent. Bangladesh plans to appoint foreign operators for three Chattogram Port terminals, including NCT, by December, Bida chief Ashik Mahmud said. The move follows a Navy-led boost in efficiency. Talks with DP World are ongoing. Mahmud sees potential to handle 1.9 million TEUs, urges global standards, and unveiled digital initiatives, with plans to quintuple port capacity by 2030. Despite political opposition citing national interests, the government argued that engaging renowned global port operators will improve efficiency and strengthen Bangladesh's position in global trade. Talks are ongoing with UAE-based DP World for NCT operations, as per Bangladeshi media reports. Mahmud stressed that Chattogram Port's performance is critical to Bangladesh's goal of becoming a global manufacturing hub, warning that inefficiency could hinder industrial projects. He noted that handling up to 1.9 million Twenty-foot Equivalent Units (TEUs) through Chattogram Port is feasible. 'Last year, our highest record was 1.3 million TEUs (annual container handling). With technology, best practices, and global standards, this number can rise further,' said media reports, citing Harun. He also acknowledged challenges with the Saudi firm Red Sea Gateway Terminal, the current operator of Patenga Container Terminal, citing technical issues and the government's limited experience with international operators. The BIDA chairman also launched several digital initiatives at the port, including a Shipping and Logistics Online Desk and a Vehicle and Container Digital Data Exchange System.
