Nirmala Sitharaman urges fintechs to tap rural markets, strengthen cybersecurity

Mint6 hours ago

Finance Minister Nirmala Sitharaman on Wednesday urged the fintech industry to shift its focus beyond urban markets and lead the next wave of innovation in rural and agricultural sectors, calling it both a business opportunity and a developmental imperative.
Speaking at the Digital Payments Awards 2025, Sitharaman called for a sharper push to integrate micro, small, and medium enterprises (MSMEs) with account aggregator frameworks and emphasized the need for tailored financial products for farmers and rural consumers.
'Every fintech firm should view rural India as a fertile ground, not just as a social responsibility, but as an opportunity to create new markets,' she said, adding that consumer demand in rural areas has shown strong and sustained revival.
Drawing parallels with the fast-moving consumer goods sector, the minister highlighted how deep rural penetration has become a core growth strategy for many leading brands, a model she said fintech should replicate.
Sitharaman also flagged key risks looming over India's expanding digital economy, urging startups and payment firms to invest more aggressively in digital literacy and cybersecurity.
'Literacy has to be improved upon. Cybersecurity is a case in which I had interaction with a few startups and fintech companies,' she said, warning against growing threats such as deepfakes and digital fraud.
'We need a set of fintech companies which are constantly working on giving solutions for the newer challenges which are arising,' she added.
The minister recounted recent discussions with startups and fintech leaders, underlining the importance of ensuring that ordinary users are not 'digitally arrested at home' by malicious actors or deceptive platforms.
Financial services secretary M. Nagaraju outlined the next phase of India's digital payments journey, stressing the need to deepen adoption across sectors and geographies, particularly in underserved regions.
'Our priorities must include deepening digital payment adoption across sectors and geographies,' Nagaraj said at the event.
At the same time, we must strengthen cybersecurity and fraud prevention frameworks, and promote digital and financial literacy at the grassroots, he added.
The remarks come as India's UPI-led digital payments infrastructure, hailed globally for its scale and efficiency, enters a new chapter of expansion, pushing beyond urban centres and into rural economies.
In March 2024, the Union cabinet approved a ₹ 1,500 crore incentive scheme to promote small-ticket transactions on the BHIM-UPI platform, particularly among small merchants to spur usage in semi-urban and rural India, by expanding infrastructure through tools such as UPI 123PAY for feature phones.
It has also rolled out newer solutions like UPI Lite and LiteX for faster and more reliable payments in low-connectivity environments.
Lauding the role of digital companies in the cashless transition, Nagaraj said their contributions were about more than just facilitating transactions.
'Your work is not just about enabling payments, it is about enabling possibilities,' he said.
'You are helping build a financial system that is more modern, inclusive, and globally admired," he added.
In recent years, India has emerged as a global leader in digital payments, with monthly UPI transactions crossing 14 billion in 2025.
However, challenges remain, particularly around digital literacy, user safety, and ecosystem resilience.

GeM of a state: UP top buyer with Rs 65,000-crore purchase

1 2 Lucknow: With total purchases worth Rs 65,227 crore through the Government e-Marketplace (GeM) portal between 2020–21 and 2024–25, UP has left all other states behind. Union commerce and industry minister Piyush Goyal , in a letter to Chief Minister Yogi Adityanath , praised the state's active participation and called it a model for other states. Goyal has noted in his letter that in 2024–25 alone, over 72 lakh procurement orders were completed, amounting to Rs 5.43 lakh crore — a new milestone in India's public procurement system. Since its inception, the GeM has facilitated over 2.9 crore orders amounting to more than Rs 14 lakh crore. UP's contribution to this is highly significant and it has been among the top buyers since the beginning. The platform now includes over 11,000 product categories and more than 330 service categories. The purchases made by UP buyers over the past five fiscal years reflect the state's technical proficiency, transparency, and policy commitment, Goyal says in his letter. He further pointed out that the UP government issued a comprehensive order on November 26, 2024, aligning its procurement rules with the General Financial Rules (GFR) 2017 and GeM's General Terms and Conditions (GTC). This order consolidated various procurement-related notifications into a unified framework, simplifying processes and enabling 100% adoption of GeM in the state. Goyal stated that this initiative is a living example of the Digital India vision. When technology and inclusivity are tied to effective execution, such accomplishments become possible. He added that UP's effort would serve as inspiration for other states, accelerating the nationwide adoption of GeM. He also emphasized that UP's support for GeM is a step toward realising Prime Minister Narendra Modi's vision of a "one-stop digital marketplace. " A state govt spokesperson said that under CM Yogi Adityanath's leadership, UP has not only led in adopting GeM but also ensured its effective and transparent implementation across departments. "His proactive guidance has made UP's procurement model a benchmark for other states. The state's integrated digital approach reflects how policy commitment, innovation, and inclusive execution can truly realise the vision of Digital India," he added. In his letter, Piyush Goyal expressed confidence that UP will continue this dedicated cooperation in the future.

Wayanad twin tunnel project gets Centre's green clearance

1 2 3 4 Kozhikode: The Union environment, forest and climate change ministry has granted clearance for the construction of the controversial Rs 2,134-crore Wayanad (Anakkampoyil-Kalladi-Meppadi) twin tunnel road. The environmental clearance was granted based on the recommendation of the expert appraisal committee (infrastructure, CRZ and other miscellaneous projects), which had laid down over 60 conditions. Work on the tunnel road can now start after signing the contract, said Tiruvambadi MLA Linto Joseph of CPM. He said chief minister Pinarayi Vijayan would inaugurate the work next month. "The tunnel construction will be carried out under a tripartite agreement between PWD, KIIFB and Konkan Railway. The contract has been awarded to Bhopal-based Dilip Buildcon and Kolkata-based Royal Infrastructure. The tender process is over," he said. The central order states that clearance has been granted subject to the compliance of the 60 specific conditions laid down by environmental impact assessment, in addition to all standard conditions applicable to such projects. The order states that perceived geological impacts from tunnelling activities during construction include vibration from methods like blasting, which can lead to landslips if uncontrolled. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like What She Did Mid-Air Left Passengers Speechless medalmerit Learn More Undo To manage this, a vibration monitoring plan shall be implemented before tunnelling starts, including demarcating impact areas and regulating blasting charges as advised by CSIR-Central Institute of Mining and Fuel Research. It said that during the operational stage, regulating speed can help mitigate adverse vibration impacts. "Additionally, ground settlement and potential subsidence in fracture zones necessitate documenting the tunnel's overburden architecture early in the process to guide precautionary measures. Other impacts include groundwater seepage through fractures, which can be evaluated through horizontal boreholes during tunnelling and guiding measures like selecting appropriate tunnelling methods. Monitoring for material creep and landslips near steep slopes should involve installing landslide sensors and vibration monitors," the order said. Environmentalists had raised concerns about the project's adverse ecological impact as it passes near high landslide-prone areas which had witnessed catastrophic landslides in 2018 and the Mundakkai-Chooralmala landslides in 2024. They had vowed to challenge the decision to grant environment clearance legally. The state-level expert appraisal committee had earlier given its approval for the project. However, the term of the members of the state environmental impact assessment authority, which was to give the final approval, expired following which the project was referred to the central expert committee.

US Fed Keeps Interest Rates Unchanged For 4th Time, Still Expects 2 Cuts This Year

Last Updated: Jerome Powell-led FOMC keeps its key interest rates unchanged at 4.25%-4.50% for the fourth time in a row, in line with the market expectations. US Fed Meeting Today Live: The US Federal Reserve on Wednesday kept its key interest rates unchanged at 4.25%-4.50% for the fourth time in a row, in line with the market expectations. As per the latest 'dot plot', the American central bank's officials continue to expect two rate cuts this year. The US monetary policy review comes amid tariff woes and geopolitical tensions like the Israel-Iran war. Fed officials continue to wait for the fallout of US President Donald Trump's sweeping policy changes and tensions in the Middle East. Fed policymakers overall continue to expect two rate cuts this year, according to the median projection, though seven of them expect no rate cut at all, up from four back in March. The US markets remained unchanged after the Fed decision. After the decision, the Dow Jones was trading higher by 0.29% and the Nasdaq was also up by 0.33%. In its statement, FOMC said, 'Although swings in net exports have affected the data, recent indicators suggest that economic activity has continued to expand at a solid pace. The unemployment rate remains low, and labor market conditions remain solid. Inflation remains somewhat elevated." The Committee seeks to achieve maximum employment and inflation at the rate of 2 percent over the longer run. Uncertainty about the economic outlook has diminished but remains elevated. The Committee is attentive to the risks to both sides of its dual mandate, it added. 'In support of its goals, the Committee decided to maintain the target range for the federal funds rate at 4-1/4 to 4-1/2 percent," the FOMC said. Multiple Federal Reserve officials have signalled hesitation about cutting interest rates, citing concerns that Trump's proposed trade tariffs could reignite inflation. While inflation has eased substantially from its post-pandemic highs, it remains close to the Fed's 2% annual target—leaving policymakers wary of acting too soon. Talking about US Fed Chair Jerome Powell ahead of the interest rate decision, US President Donald Trump said, 'We have a stupid person at the Fed. He probably won't cut today… Maybe I should go to the Fed. Am I allowed to appoint myself at the Fed?" He added, 'I don't even think he's political, I think he hates me." The US economy shrank 0.3 per cent during the January-March 2025 quarter. The January-March expansion was the slowest in almost three years and was down from 2.4% in the last three months of 2024. In the previous monetary policy review in May, the US Federal Reserve had kept its key interest rates unchanged at 4.25-4.50 per cent for the third time in a row. However, in the March review, Fed officials updated their rate cut projections and saw 50 basis points rate cut in 2025.
