
Malaysia to have single aviation regulator starting Aug 1, says Transport Minister
He said the move, part of the government's broader reform agenda, will see CAAM take over Mavcom's economic regulatory functions, becoming the sole authority overseeing all technical, safety and economic aspects of the nation's aviation industry.
"With this integration, CAAM will operate as a statutory body with separated remuneration and autonomy (BBDSB), providing it with greater flexibility in financial governance, human resource management, and strategic decision-making," the minister said at a media briefing here.
Loke added that the streamlined structure would lay a strong foundation for CAAM to drive sustainable growth and support Malaysia's ambition to become a regional aviation hub.
He also said A si the legal processes backing this initiative were conducted transparently and in accordance with parliamentary procedure.
Two key bills — the Malaysian Aviation Commission (Dissolution) Bill 2024 and the Civil Aviation Authority of Malaysia (Amendment) Bill 2024 were passed by the Dewan Rakyat on June 26, 2024, and approved by the Dewan Negara on July 30, 2024.
Both acts received the consent of the King of Malaysia, His Majesty Sultan Ibrahim on Sept 11, 2024, and were gazetted on Sept 25, 2024.
The acts will come into force concurrently with the effective date of the merger.
Loke said all 57 current Mavcom employees will be offered placements in CAAM based on their skills and experience.
He added that it also assured that the entire transition will be carried out in a transparent and well-coordinated manner, guided by best governance practices and supported by a comprehensive Business Continuity Plan (BCP).
"With this initiative, Malaysia is well-positioned to revitalise its aviation sector in a more sustainable and competitive way."
"CAAM is expected to play a pivotal role in realising the country's aspirations of becoming a dynamic regional aviation hub, in line with Malaysia's inclusive and innovation-driven development goals," Loke said.

Affin Bank's 2Q net profit rises to RM143.49mil
Affin Bank Bhd president and group chief executive officer Datuk Wan Razly Abdullah KUALA LUMPUR: With 2025 bearing all the components of a "VUCA year", Affin Bank Bhd president and group CEO Datuk Wan Zazly Abdullah attributes the group's first-half performance to the effectiveness of its growth strategy under the Axelerate 2028 (AX28) Plan. "2025 continues to be a VUCA year — marked by volatility, uncertainty, complexity, and ambiguity. Success will depend on timing, execution, and strategic agility," he said in his review of the group's latest result. In the second quarter ended June 30, 2025 (2QFY25), Affin posted a net profit of RM143.49mil, up from RM118.58mil in the year-ago quarter, which lifted earnings per share to 5.66 sen from 4.76 sen previously. The group reported revenue of RM616.3mil during the quarter under review, against RM494.77mil in 2QFY24. The latest results brought the group's net profit to RM267.57mil and revenue to RM1.16bil, an improvement over net profit of RM228.79mil and revenue of RM999.31mil in the year-ago period. During the six-month period, Affin reported a net interest income (NII) of RM418.8mil, which was 8.5% higher compared to RM386mil in the previous corresponding period. Non-interest income came in at RM324.8mil, a 14.3% increase over RM284.1mil in 1HFY24. Meanwhile, Islamic banking pre-tax profit grew 24.6% to RM185.4mil, attributable to an increase in net financing income by RM80.6mil. Operating expenses during the period were slightly higher at RM799.1mil as compared to RM746.7mil in the same quarter in 2024. However, the cost-to-income (CTI) ratio dropped 74.7% year-on-year to 68.9%. "The group continues to drive cost-efficiency through targeted initiatives, such as optimising costs and enhancing workforce productivity across the organisation," said Affin on the improved CTI ratio. On balance sheet, Affin's total loans, advances and financing were up 7.3% y-o-y to RM74.1bil, driven by increases in the enterprise banking and community banking segments. During the six-month period, the group's customer deposits rose 9.8% to RM78.2bil, and its current account savings account (Casa) ratio improved to 28.2% as at June 30, 2025, from 25.9% in the same period in 2024. According to Wan Razly, the launch of Affin's mobile banking app, AffinAlwaysX, in May 2025, was instrumental to the Casa growth. "Guided by its AX28 Plan, the Group will continue leveraging its digital capabilities, expanding its Islamic and enterprise banking franchises, and pursuing strategic opportunities, both domestically and across borders to strengthen market leadership and long-term profitability," he added.

Loke instructs party's Youth wing to lodge reports against Akmal
KUALA LUMPUR: DAP secretary-general Anthony Loke has instructed the party's Youth wing to lodge police reports nationwide against Umno Youth chief Datuk Dr Muhamad Akmal Saleh over a demonstration he led outside a shop in Kepala Batas yesterday. In a statement, Loke said the march amounted to "bullying and intimidation" against the shop owner, who had displayed the national flag incorrectly in a viral video. He said Akmal's actions disregarded warnings from the Inspector-General of Police and the Penang police chief against holding public gatherings. "Akmal's disregard for police warnings is an act that challenges the rule of law and disrupts public order, causing anxiety among traders in the surrounding area to the extent that they had to close their businesses earlier than usual. "Such actions go beyond the limits of the law and the norms of Malaysia's multi-ethnic society, and appropriate punishment must be imposed for such extreme behaviour," he said. Loke had since instructed the DAP Youth wing to file reports under several sections of the Penal Code, including Section 503 for criminal intimidation, Section 504 for intentional insult with intent to provoke a breach of the peace, and Section 505 for statements that are conducive to public mischief. Additionally, other reports will also be made under two new sections related to bullying, including Section 507B for causing harassment, distress, fear or anxiety, and Section 507C for uttering words likely to cause such feelings. Loke stressed that although the Jalur Gemilang must be flown correctly and with respect, acts of intimidation and creating tension were not the way to resolve the matter. It was reported yesterday that Akmal led more than 300 supporters from Umno, Bersatu, and Pas in a 1.4 km march to protest against a hardware store that had displayed the Jalur Gemilang upside down.

In a statement, the party said the act amounted to bullying and intimidation of the trader, who had already apologised over the flag incident and was still under investigation. 'Akmal's decision to disregard police warnings is also a direct challenge to the rule of law and a disruption of public order, causing unease among traders in the surrounding area and forcing them to close their businesses earlier than usual,' said DAP secretary-general Anthony Loke Siew Fook. 'Acts like this go beyond the limits of the law and the norms of Malaysia's multiracial society. Appropriate punishment must be meted out for such extreme behaviour.' DAP Socialist Youth wings nationwide have since been instructed to lodge police reports under Section 503 of the Penal Code for criminal intimidation, Section 504 for intentional insult with intent to provoke a breach of the peace, and Section 505 for statements conducing to public mischief. Loke said reports would also be made under Section 507B of the Penal Code for causing harassment, distress, fear or anxiety, and Section 507C for uttering words likely to cause such effects. 'I reiterate that the Jalur Gemilang, as a symbol of national sovereignty, must be flown correctly and with full respect. PDRM said the move was to safeguard the safety of the local community and maintain public order, after both Umno Youth and DAP planned to host events on the matter. The controversy began when a 59-year-old hardware shop owner in Kepala Batas, Penang, was investigated after the Jalur Gemilang was seen hanging upside-down outside his premises. The shop owner has reportedly said it was an unintentional mistake made while measuring a flagpole, which he corrected soon after. Umno Youth however proceeded with its protest, with hundreds attending, along with a counter-protest by civil society Lawyers for Liberty. — Malay Mail
