UGC to strengthen scrutiny on ‘Not Found Suitable' decisions in faculty hiring

Time of India2 days ago
The government is moving to tighten control over the controversial 'Not Found Suitable' (NFS) provision used in
faculty recruitment
across universities, according to a report by
TOI.
A committee set up by the
University Grants Commission
(UGC) is expected to recommend that every instance of NFS be formally reported to the commission for review.

Universities will be required to justify each case where no suitable candidate is found, allowing the UGC to examine the reasons and offer corrective guidance or alternative recruitment options,
TOI
further reported.
Addressing misuse
This step comes amid concerns that the NFS clause has been misused to block candidates from
Scheduled Castes
(SC),
Scheduled Tribes
(ST), and
Other Backward Classes
(OBC) from securing
academic positions
.
Live Events
The issue has also sparked political debates, with the BJP accusing the Congress of historically manipulating recruitments under the NFS pretext, while opposition parties argue that vacancies have surged under the current government.
The UGC committee, formed on June 19, is tasked with investigating the extent and root causes of the problem.
Early findings indicate that many vacancies in central universities are due to claims of 'non-availability of suitable candidates' despite advertised posts. This has been a recurring concern in parliamentary discussions and other official forums.
The panel will conduct a detailed analysis of university-wise and category-wise data to determine if NFS rulings have contributed to unequal representation of reserved categories. It will also suggest measures to bridge such gaps.
According to the report, under the new oversight plan, universities must submit comprehensive reports whenever candidates meeting eligibility criteria are declared 'not suitable.'
Government sources told
TOI
that they believe this enhanced review will uncover any biases, procedural flaws, and recommend appropriate actions such as conducting fresh recruitment drives or focused outreach to qualified applicants from underrepresented groups.

Supreme Court asks Kerala to share its names for V-C search panel with the Governor's counsel

The Supreme Court on Thursday (August 14, 2025) asked Kerala government to share with the Attorney General of India R. Venkataramani, who is appearing for the State Governor, names shortlisted by it for constituting a search committee to zero in on prospective Vice-Chancellors (V-Cs) to the APJ Abdul Kalam Technological University and Digital University. Appearing before a Bench of Justices J.B. Pardiwala and R. Mahadevan, Mr. Venkataramani informed the court that the Governor, who is the Chancellor of the two universities, has also decided on names of top academicians from the Indian Institutes of Technology (IITs) to be considered for the V-C posts. Mr. Venkataramani said the University Grants Commission (UGC), who has to nominate one of the five members of the search committee, has selected names. The court scheduled the case for August 18. Justice Pardiwala said the court would, at its own instance, finalise four of the five members of the search panel from the names given by both the State, represented by senior advocate Jaideep Gupta and advocate C.K. Sasi, and the Governor. The UGC would be left to fill up the fifth member on its own. On Wednesday (August 13, 2025), the Bench had asked the State and the Governor to provide, by August 14, four names each for inclusion in the five-member search panel. 'Our endeavour is to appoint regular V-Cs. Today, the entire problem is with the constitution of a search committee. We will help you out. We will constitute a search committee, which would give an opinion as to who are fit enough to be VCs. Then, you (Chancellor-State Governor would sit in consultation with the State government and select one for the digital university and another for the technology university,' Justice Pardiwala addressed Mr. Venkataramani. Mr. Venkataramani had earlier referred to how the Kerala High Court had quashed Chancellor's appointment of temporary V-Cs to the universities for not consulting with the State government. 'This is not a power struggle. This is a federal issue. We have an underlying common culture in this country. But every State is very different. So, therefore, education is in the Concurrent List. The Chancellor is trying to ensure there is no whiff of Kerala in his appointments. Like this, the federal nature of the process would get diluted,' Mr. Gupta had submitted. Mr. Gupta had said the 'unilateral' appointment of interim V-Cs for six months by the Chancellor-Governor was in breach of Section 13(7) of the Technological University Act. The provision mandated that interim V-Cs should be appointed only on the recommendation of the State government'.

Palghar poll roll error might not be one-off case: Activists

PUNE: The mention of a Palghar woman's name six times in the electoral roll has prompted the district administration to direct all agencies to carry out strict checks and eliminate duplicate entries in the upcoming voter list revision programme. The activists on social media, however, said the Palghar case "comes amid Rahul Gandhi's allegations against the Election Commission's credibility" and "also fuels concerns over the integrity of electoral rolls" ahead of local body elections in Maharashtra later this year. They expressed apprehensions that similar issues might exist elsewhere in the state. He told TOI: "It speaks volumes about the seriousness with which the electoral rolls were prepared and revised for the Lok Sabha and Assembly elections. Didn't the officers concerned not bother to read through the pages before declaring them final? Equally intriguing is the silence of polling agents of opposition parties. How did they not notice this major fault and bring it to the presiding officer's attention? The ECI has to provide a detailed and convincing explanation,'' he said. Pune-based activist Rohan Desai, who worked on voter registration in the city's Koregaon Park area, claimed that duplicate names of voters were registered in both Solapur and Pune. "We are not sure if duplicate voter IDs were created with these names. There has to be error-free voter rolls to accurately identify the voters and their addresses before the coming local body elections." Firms pump Rs 1,200cr: Bid that won PPP project for 12 Earth Observation satellites quoted Rs 0; Pixxel-led team wins deal

BENGALURU: In what's unprecedented, the L1 quotation (lowest bid) by a consortium that won a project for 12 Earth Observation (EO) satellites - implemented as a PPP by IN-SPACe - is 0 (zero rupees). The consortium comprising Pixxel, PierSight, SatSure, and Dhruva, which will bear the financial cost of the project, will invest more than 1,200 crore in the next four-five years on this. Pawan Goenka, chairman of IN-SPACe, told TOI in a one-on-one interaction: "Obviously this was a competitive bid and each of the bidders would have evaluated the value of the opportunity to build this constellation. In the judgment of the winning bidder, they decided that even if they don't get any money from the govt, it is important for them to get this opportunity to develop it and, therefore, they see a good financial opportunity in this constellation. " You Can Also Check: Bengaluru AQI | Weather in Bengaluru | Bank Holidays in Bengaluru | Public Holidays in Bengaluru | Gold Rates Today in Bengaluru | Silver Rates Today in Bengaluru Terming it a very big endorsement of how the private sector sees the future of space economy in India, he said: "... for a consortium to come forward and commit to invest more than 1,200 crore of their own money with a full expectation, obviously, that they will more than recover their investment over a period of time. So, I think it's very, very positive news that the winning bidder has bid only zero." As reported by TOI on Wednesday, the constellation of 12 satellites will feature a mix of sub-metre very high-resolution, wide-swath multispectral, synthetic aperture radar (SAR), and hyperspectral satellites, enabling applications like precision agriculture, water quality monitoring, land-use mapping, environmental compliance, disaster assessment, maritime operations, national security, and infrastructure development. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 15 Most Beautiful Women Ever Today's NYC Undo The project will be implemented through a special purpose vehicle (SPV). "We have a time limit of 90 days for signing the agreement starting yesterday. Hopefully, we sign much before that. As per the RFP, the lead player must have at least 26% ownership and each consortium member at least 10%. It will be a legal entity formed with well-defined roles for each of the four members," he said. Stay updated with the latest local news from your city on Times of India (TOI).
