PMR 2025 boosts local entrepreneurs, strengthens Sabah's Eeconomy – Hajiji

Borneo Post11-05-2025
Chief Minister Datuk Seri Panglima Hajiji Noor receives a mock cheque for the completed Tamu Desa premises project in Sabah from Entrepreneur Development and Cooperatives Minister Datuk Ewon Benedick, witnessed by Prime Minister Datuk Seri Panglima Anwar Ibrahim during the closing ceremony of the Madani Rakyat 2025 Sabah Programme at the Tawau Municipal Council Square on Sunday.
TAWAU (May 11): Efforts to bring the Madani government's development programmes, such as the Program Madani Rakyat (PMR), to the district level provide valuable opportunities for local entrepreneurs to access information on government-led entrepreneurship initiatives, said Chief Minister Datuk Seri Panglima Hajiji Noor.
He noted that such initiatives indirectly help promote local products to a wider audience, which in turn stimulates economic growth and the development of the domestic tourism sector.
'This effort also serves as a way to connect more closely with the people, ensuring that the promotion of Madani government programmes is not limited to specific areas only,' he said during the Program Madani Rakyat (PMR) 2025: Sabah held at the Tawau Municipal Council Square on Sunday.
'This is proof that the Madani government never neglects its responsibilities to the people, no matter where they are,' Hajiji added.
The closing ceremony was officiated by Prime Minister Datuk Seri Panglima Anwar Ibrahim.
Hajiji expressed hope that the Ministry of Entrepreneur Development and Cooperatives (KUSKOP) would continue to support and strengthen entrepreneurial development, particularly in Sabah.
'Entrepreneurship initiatives designed specifically for Sabah such as the Tamu Desa Premises Project, digitisation efforts through TEKUN TikTok Shop, financing up to RM800 million, and the establishment of the Micro, Small and Medium Enterprise (MSME) Hub by SME Corporation Malaysia have had a positive impact on over 50,000 micro, small and medium entrepreneurs in the state,' he said.
He also highlighted that the ehsan@KUSKOP initiative has the potential to eradicate hardcore poverty through a targeted intervention approach involving mentorship, training, capital and comprehensive monitoring.
'The approach introduced by KUSKOP has added strategic value to the local entrepreneurship landscape. Therefore, I hope the ehsan@KUSKOP programme can be further expanded to other districts and rural areas across Sabah,' said the Chief Minister.
He also called for greater accessibility to banking services, particularly from agencies under KUSKOP.
'I hope institutions like Bank Rakyat will consider opening more branches or, at the very least, installing Automated Teller Machines (ATMs) in rural areas to serve the public, especially local entrepreneurs,' he added.
Hajiji noted that at the state level, several programmes have been introduced to support youth entrepreneurship, including the Youth Entrepreneurs Excellence Scheme (SYABAS) under the Sabah Ministry of Youth and Sports.
'Under the Ministry of Industrial Development and Entrepreneurship, there are also several programmes focused on youth entrepreneurship development, such as the Graduate Entrepreneur Scheme Workshop (BUSS) and the Technical Entrepreneur Scheme Workshop (BEST), which target university graduates and vocational or skills institute graduates, respectively.
'The State Government, through Yayasan Usaha Maju (YUM), an agency established in 1995, continues to support small business owners by offering micro-loans to target groups, including women entrepreneurs, who need capital to grow their businesses,' he said.
Hajiji emphasised that the progress of the entrepreneurial sector is closely tied to the overall performance of the state and national economy.
'Since the end of the Covid-19 pandemic in 2021, Sabah's economy, which had previously slumped, has shown positive development, with the Gross Domestic Product (GDP) rising from RM82.1 billion in 2022 to RM83.2 billion in 2023.
'It is projected that Sabah's GDP for 2024 will reach RM84.9 billion. This clearly reflects the capability and commitment of the State Government not only in revitalising the economy but also in elevating Sabah's economic performance to its highest level,' he said.
He added that the government remains committed to accelerating efforts to eradicate hardcore poverty in Sabah, where significant reductions in poverty and hardcore poverty rates have already been achieved.
'This success is the result of close cooperation between the Federal Government and the State Government, through the implementation of several initiatives such as Rumah Mesra SMJ, Sentuhan Kasih Rakyat Sabah, and the State Government's policy of prioritising the employment of heads of households who are classified as poor or hardcore poor by state government agencies and selected government-linked companies,' he said.
In this regard, the Chief Minister stated that the strong relationship already established between the State Government and the Federal Government will continue to be strengthened.
'We are optimistic that the cooperation and close ties between both governments, state and federal, are the key to our shared success in achieving the goals of a Madani society: one that is progressive, knowledgeable, has integrity, and lives in prosperity and harmony,' he said.

12 opposition parties form loose coalition to address people's issues

KUALA LUMPUR – A total of 12 opposition parties have agreed to form a loose coalition to champion issues they claim the Madani government has failed to address, including unfulfilled reform promises. Parti Pribumi Bersatu Malaysia (Bersatu) president, Tan Sri Muhyiddin Yassin, said that although a consensus has been reached, the official name of the coalition will only be announced at the next meeting. He said that the coalition involved Bersatu, Pas, Parti Gerakan Rakyat Malaysia (Gerakan), Parti Pejuang Tanah Air (Pejuang), Malaysian United Democratic Alliance (Muda), Malaysian Indian People Party (MIPP), Putra, the People's Progressive Party (PPP), Berjasa, Parti Sosialis Malaysia (PSM), the Malaysian Advancement Party (MAP) and the National Indian Muslim Alliance Party (Iman). "Also participating was an unregistered organisation known as Bersepakat Hak Rakyat Malaysia (Urimai)," he said during a press conference following a joint meeting of opposition leaders at a hotel on Monday. He emphasised that the meeting also saw agreement for opposition parties to broaden engagement with various societal groups, including traders, entrepreneurs and representatives from specific sectors, in order to better understand their challenges and propose viable solutions to be brought to the government. "We were unanimous in our agreement, there was not a single party leader who objected. This is an issue that requires serious attention and priority, especially as the 13th Malaysia Plan (13MP), which is currently being presented and debated, is seen as failing to address many of the people's key concerns,' he said. Muhyiddin. Bernama FILE PIX Muhyiddin, who is also the Perikatan Nasional (PN) chairman, stressed that the formation of this loose coalition was merely a preliminary step before any further decisions would be taken in the future. He said the cost of living emerged as the main point of discussion, as it has become the biggest burden faced by the public since the unity government took office. 'Although inflation is officially low, prices continue to rise in many places. This increase is partly due to the removal or restructuring of fuel subsidies, which has raised logistics costs. 'In addition, the expansion of the Sales and Services Tax (SST) since 1 July to cover nearly 6,000 types of goods has further added to the people's financial burden,' he said. He highlighted that businesses were also feeling the pressure, with operators complaining of rising operational costs, which particularly impacted small and medium-sized enterprises. 'This issue has been ongoing, especially since the government has failed to implement its reform promises, such as the removal of tolls and the postponement of student loan repayments (PTPTN). All these have only added to the people's burden,' he added. When asked about whether the coalition would cooperate in the next general election, he said that no specific decision had been made yet. 'But anything we see as being of shared interest, whether political, economic, social, educational, or any other matter, we can use this platform to discuss collectively and make joint decisions. It won't be the voice of one party, but many,' he said.

TVET Commission Will Build A More Systematic Ecosystem

GENERAL KUALA LUMPUR, Aug 18 (Bernama) -- The government is confident that the establishment of the Technical and Vocational Education and Training (TVET) Commission will create a more systematic, focused, and industry-responsive ecosystem. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi stated that the establishment of the commission would also optimise resources, prevent wastage, and overlapping of functions among TVET-related ministries and institutions. 'During the tabling of the 13MP (13th Malaysia Plan), Prime Minister (Datuk Seri Anwar Ibrahim) stated the intention to strengthen the implementation of the National TVET Policy 2030 through the TVET Commission. 'It (TVET Commission) will serve as a dedicated entity to regulate TVET institutions, monitor the implementation of strategies and initiatives, and ensure coordination across all ministries,' he said when winding up the 13MP debate on behalf of the Ministry of Rural and Regional Development in the Dewan Rakyat today. Responding to an interjection from Lee Chuan How (PH-Ipoh Timor) on the involvement of Chinese youth in TVET, the Minister of Rural and Regional Development agreed that promotion, information dissemination, and access to application processes and course offerings must be enhanced. He also praised Lee, who is himself a TVET graduate, for his commitment to efforts in encouraging secondary school students and school leavers to pursue the field. 'The collaboration with him has also drawn Chinese students into TVET. He has become a catalyst in encouraging Chinese students to join TVET, which is a success for the TVET Council thanks to his efforts,' he said. On the proposed amendments to the Land Act (Group Settlement Areas) 1960 (Act 530), following issues related to Felda land inheritance, Ahmad Zahid said that the government began the review of the act in September 2022 through coordination meetings, technical committee meetings, workshops, and four engagement sessions with the stakeholders in 2024. He said following this, five main priorities have been highlighted, covering contributions to national policy; protection of GSA land ownership interests; strengthening governance; meeting the needs of the new generation of Felda settlers; and empowering the act to remain relevant.

Anwar to announce new Mitra initiatives in Dewan Rakyat tomorrow

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim will announce several new initiatives under the Malaysian Indian Community Transformation Unit (Mitra) during the Prime Minister's Question Time in the Dewan Rakyat tomorrow. Deputy Entrepreneur Development and Cooperatives Minister Datuk Seri R. Ramanan said the Madani government would adopt a new, more strategic and effective approach in formulating initiatives and programmes under Mitra. "The Prime Minister will announce several new initiatives under Mitra tomorrow in this House. "I am confident these new initiatives will have a greater impact on the socio-economic development of the Indian community, ensuring that the community continues to be supported and benefits from the nation's development," he said in the ministry's winding up-speech for the 13th Malaysia Plan in the Dewan Rakyat. Ramanan said the Prime Minister has approved the implementation of 19 high-impact programmes under the Indian Community Socioeconomic Development Programme (PPSMI), with a total allocation of RM22.27 million for this year. He said these programmes focus on three key areas of community development including education and training, spirituality and culture and social wellbeing. "At the same time, there are also several applications that could not be approved, including those related to Technical and Vocational Education and Training (TVET) programmes, as they overlapped with and fell under the jurisdiction and management of the National TVET Council," he said. Ramanan said since the Madani government took over Mitra in 2023, the agency successfully spent the full RM100 million allocation, covering 221 initiatives, which benefited 134,510 members of the Indian community through Mitra programmes. "For 2024, Mitra spent RM98.9 million across 13 programmes, with an estimated 122,082 beneficiaries from various age groups within the Indian community. "In total, Mitra programmes in 2023 and 2024 have benefited 256,592 members of the Indian community," he said.
