Caste census not divisive, it will strengthen social justice: Scheduled Caste rights panel chief

Nixing insinuations that caste enumeration would create chasms in society, National Commission for Scheduled Castes (NCSC) Chairperson Kishor Makwana said the data gathered would serve as a foundation for policy decisions and strengthen social justice.
It will help uplift the marginalised backward communities, he told PTI in an interview.
With the BJP-led NDA Government deciding to include caste enumeration in the next census, Mr. Makwana welcomed the move, saying that unlike in 2011, 'definite figures would be available' that would ensure proportionate access to welfare schemes.
The UPA Government conducted the Socio-Economic and Caste Census in 2011, which was the first attempt since 1931 to collect caste data nationwide. However, the caste data from SECC-2011 was never fully released or utilised.
Rejecting concerns that the caste census could lead to sectarian divisions, Mr. Makwana said, 'This will not create any division based on caste. Rather, it will strengthen social justice.' 'It will uplift backward castes and strengthen all three aspects — social, political, and economic — of Babasaheb Ambedkar's dream for the Scheduled Caste community.' The caste census will provide accurate numbers that will serve as a foundation for policy decisions and target beneficiaries of schemes such as the Mudra Yojana in a much better manner, the NCSC chairperson said.
'It will ensure that those who have remained deprived, finally get their due.' Mr. Makwana clarified the NCSC would not be directly involved in the enumeration process but would play a critical role in post-census policy framing.
'We don't have a role in the data collection itself. But after the data is out, the commission will have a role in ensuring the Scheduled Castes get their due share based on proportion. In that sense, this is a major step toward social justice,' he said.
Lauding the central Cabinet's decision, the NCSC chairperson said the caste census aligns with Prime Minister Narendra Modi's vision to uplift the last person in society, both socially and economically.
'This decision takes that vision forward. Those who have been left behind will now be empowered,' he said, adding that accurate data would ensure proportionate access to welfare schemes.
'With definite population data, communities will get what they deserve in proportion. Right now, benefits are being given based on estimates. Once we have numbers, proper policy interventions can be made,' he said.
Noting that the last caste census was held in 1931 and updated data has been lacking, Mr. Makwana said, 'We've been working on the assumption that SCs form 7 per cent of the population. But without verified data, many deprived sections remain unaccounted for.' 'The new census will bring detailed data, not just for the SCs, but also for sub-castes within Muslim and Christian communities,' he said.
Mr. Makwana also criticised political parties that previously opposed the caste census, saying they didn't include caste data in the seven censuses conducted since 1951 because their intentions were not right'.
On the Commission's broader activities, the Chairperson said the NCSC has begun conducting State-level hearings, which weren't done earlier.
'We held hearings in Punjab and Rajasthan. We are going among the people. Legal provisions alone won't solve caste-based issues; there has to be a sense of empathy and emotional connection in society as well,' he said.
Raising concerns about the condition of Dalits in Punjab, Mr. Makwana said, 'Students are not getting scholarships, many youths have fallen into drug addiction, dropout rates are high, and even government officials are not getting benefits of schemes.'

MUMBAI: The BEST Employees' Credit Society, touted as a symbol of the much-hyped, recent alliance between the Shiv Sena (UBT) and Maharashtra Navnirman Sena (MNS), has been served notices by the state government and the police over alleged irregularities in the cooperative. (Raju Shinde/ HT Photo) The BEST Kamgar Sena, a wing of the Sena (UBT) currently in control of the credit society, says the move is a ploy by the BJP-led Mahayuti government to muddy the waters ahead of the August 18 elections in the credit cooperative. The poll will pit the Sena (UBT)-MNS alliance against Mahayuti coalition partners, the BJP and Shiv Sena, both on the back foot in these elections. More critically, the BEST Kamgar Sena sees the move as an attempt to undermine Sena (UBT)-MNS unity, the first formal alliance between the two political parties led by the Thackeray cousins, Uddhav and Raj, leaders of the Sena (UBT) and MNS, respectively. For the upcoming polls, the Sena (UBT) will contest 18 of the 21 seats up for grabs, the MNS two seats, and the BEST SC/ST Employees Welfare Association one seat. If the alliance wins the election, the MNS will bag one more post, that of a nominated director. In contrast, the BJP and Shiv Sena led by deputy chief minister Eknath Shinde will be contesting the election as opposition parties. Now, less than a week before the polls, the credit cooperative has been served notices by the state cooperation department and the Economic Offences Wing (EOW) of the Mumbai Police. The first notice, dated August 13, has been served by the divisional joint registrar of co-operative societies in Mumbai. It states, 'As per the complaint application by Vivekanand Ghag and Rajendra Gore, under section 89 A of Maharashtra Cooperation Department, deputy registrar Rajendra Gaikwad has been appointed as investigation officer to conduct inquiry of records of society of year 2024-25. Jitendra Chavan will assist him and they will submit an inquiry report by August 29.' The credit society has also received a notice from the EOW, initiating an inquiry into an alleged ₹24-crore irregularity in the cooperative, on a complaint filed by Ghag. Suhas Samant, president of the BEST Kamgar Sena, slammed the Mahayuti government and BJP leaders, alleging that BJP MLC Prasad Lad has instigated the inquiry. 'For years, the BEST Kamgar Sena has been in power in the credit society. This time, however, the Sena (UBT) and MNS have entered into an alliance for the elections, which has upset Mahayuti leaders. Now the society's office-bearers have received notices. BJP MLC Prasad Lad is behind this. They want to create confusion among voters,' he said. 'But in the last audit conducted by a government auditor, the BEST Employees Credit Society received an 'A' grade and this is in the public domain. How can a credit society assigned an A grade be accused of irregularities,' asked Samant. Responding to the allegation, Prasad Lad said an inquiry will be conducted as there were irregularities in the credit cooperative. Government agencies have initiated an inquiry on the basis of a complaint filed by Ghag. The cooperation department is conducting a separate inquiry and the EOW is looking into irregularities of ₹24 crore in the credit society. 1 2 Lucknow: The 24-hour session of the UP legislative Assembly on 'Viksit Bharat Viksit Uttar Pradesh' had many of its women members, like RLD's Mithilesh Pal, BJP's Ketaki Singh and Saroj Sonker and Samajwadi Party's Indrani Verma waiting patiently for their turn to speak on the government's vision document. Some till as late as 1.00 am and others till 3.30 am on Thursday. There were also some who had spoken but still sat through the session whole night to listen to others, including Congress' Aradhna Misra 'Mona', SP's Puja Pal and BJP's Minakshi Singh and Krishna Paswan. For the BJP members, it clearly sent a message that it was the subject of discussion which was important and not the late-hour and early-morning timing for the women legislators, while for members from Opposition, it was an opportunity to expose government's failure and for a few to come out with flying colours before their party bosses and last but not the least to be part of the history that was in the making. It was the second such session in recent history to have been continued throughout the night, with a total of 189 speakers across party lines. Speaker Satish Mahana also remained in the chair till around 10.20pm and so was present Finance and Parliamentary Affairs Minister Suresh Khanna. Khanna remained in the House until around 11.45pm. BJP member Anupama Jaiswal then replaced Mahana in the chair before unattached MLA Manoj Pandey replaced her at 11.37pm. Dehradun: Uttarakhand high court on Thursday took cognizance of allegations that five elected representatives in Nainital district panchayat were missing ahead of voting. However, police said that affidavits submitted by the five elected members claimed they were staying away voluntarily. Counting of votes underway for Uttarakhand Panchayat Elections, in Nainital, on July 31 (PTI) Congress leaders alleged that they were abducted to influence the outcome of election of district panchayat president for which voting was underway on Thursday . A division bench of chief justice G Narendar and Justice Alok Mahra, hearing a public interest litigation, questioned the Senior Superintendent of Police (SSP) Nainital PN Meena on whether the missing representatives had been traced. The SSP said security personnel had visited their homes as per earlier court directions to provide protection 10 days before voting, but were told by relatives that the representatives were visiting family and did not require security. Polling was held on Thursday for the posts of district panchayat presidents as well as vice presidents and Block Pramukhs. The SSP added that the police had received affidavits from the five representatives stating they were travelling and had asked that no case be registered if anyone reported them missing. Two more similar affidavits were received on Thursday. Advocate General SN Babulkar told the court that all representatives had confirmed they were abstaining from voting on their own will. However, senior counsel DS Patni presented a pen drive with video footage allegedly showing one of the representatives, Dikar Singh Mewari, being dragged away by unidentified men, some of whose faces were visible, while an armed policeman looked away. Another video purportedly showed three more affidavit signatories being forcibly removed from a polling booth. The bench directed that both videos be handed over to the Nainital SSP and District Magistrate Vandana Singh for examination. Counsel DS Mehta told the court that an attempt to file a kidnapping complaint naming the alleged abductors was rejected by the Tallital SHO. The SSP assured the bench that action would be taken against any police personnel found guilty of dereliction of duty. Family members of three missing representatives — Uma Bisht, sister of Deep Singh Bisht; Vinod Kotalia, brother of Pramod Singh; and Sanjeev Jantwal, son of Vipin Singh Jantwal-appeared before the court — each detailing how their relatives were taken away. Kotalia alleged that his brother was abducted by a group . Jantwal said he had seen a video of his father's abduction on a Facebook account. The court ordered that its directions be sent immediately to the district magistrate and SSP, with affidavits kept in the safe custody of the Registrar (Judicial). The matter will be heard next on August 18. Earlier, high drama was witnessed during the election for district panchayat president and block Pramukh in Nainital, turned tense on Thursday with clashes, allegations of kidnapping and even firing between supporters of the BJP and Congress. Congress leaders Yashpal Arya, Khatima MLA Bhuvan Kapri, Haldwani MLA Sumit Hridayesh, former MLA Sanjeev Arya, district panchayat president candidate Pushpa Negi, and 10 members arrived at the High Court while a hearing was underway before Chief Justice G Narender and Justice Alok Mahra. They alleged before the bench that 'people of the ruling party' assaulted them and 'tried to kidnap some members.' Showing election result certificates for 15 members, they claimed that 'five of their local leaders were missing.' The court directed District Magistrate Vandana Singh and SSP Nainital PN Meena to appear virtually within minutes. It ordered both officers to 'maintain law and order' and ensure 'peaceful and fair elections,' instructing that members be brought to the polling station in police security. High Court security officer Rakesh Bisht was tasked with escorting the 10 district panchayat members who were in court to the polling station under police protection. In the block pramukh election at Betalghat in Nainital districts, three rounds of firing were reported amid clashes between supporters of both parties. Police dispersed the crowd and began an investigation. Both sides accused each other of instigating violence. BJP state president Mahendra Bhatt alleged that Yashpal Arya was 'trying to influence the voting,' while Congress state president Karan Mahara accused the BJP of 'assaulting Congress leaders.' District Magistrate Vandana Singh, who appeared in the court in the evening again, told the court that she will recommend repolling for zila panchayat elections to the state election commission (SEC)
