Amit Shah Chairs Central Zonal Council Meet in Varanasi
A meeting of the Central Zonal Council, chaired by the Union Home Minister Amit Shah, discussed regional law and order, border security, disaster response and environmental protection with chief ministers and senior officials of four states on Tuesday.
The CMs of Uttar Pradesh, Madhya Pradesh, Chhattisgarh, and Uttarakhand attended the 25th edition of the high-level meeting held in Varanasi.
The aim of the meeting, held at Hotel Taj, was to strengthen inter-state coordination and cooperative federalism, according to the Press Information Bureau (PIB).
The last meeting of the council was held on October 7, 2023, in Uttarakhand. Zonal councils provide a structured mechanism for dialogue and discussion on issues affecting two or more states or the Centre and states and serve as an important platform to enable cooperation.
Mr Shah, who arrived in Varanasi on Monday for a two-day visit, led discussions with the chief ministers of the four states and other senior officials.
According to government sources, the discussions centred around social development, transportation and border issues, law and order, environmental concerns, and matters related to minorities.
In a post on X, UP CM Yogi Adityanath said, "Prime Minister Narendra Modi has identified cooperative and competitive federalism as a powerful medium for the holistic development of the country. In this spirit, I participated in the 25th Central Zonal Council meeting chaired by Union Home and Cooperation Minister Amit Shah in Varanasi."
He posted ahead of the meeting that the council strengthens federal unity, national integrity, and regional development.
Uttarakhand CM Pushkar Singh Dhami posted on X, "During the meeting, I requested increased support through the Border Roads Organisation (BRO) to strengthen road, communication, and security infrastructure in the border areas. I also stressed the need for faster expansion of BharatNet and satellite communication services under the Vibrant Village Programme," he said.
He said he requested that the grant process under the Pradhan Mantri Awas Yojana be simplified, called for the repealing of the 1989 Remote Valley Notification, and asked for additional central assistance under the Pradhan Mantri Gram Sadak Yojana to repair roads damaged during natural disasters during monsoon in the hilly regions of Uttarakhand.
He also requested the Centre's support for "setting up a glacier research centre, biodiversity conservation institute, and an international adventure sports training centre.
"Additionally, I sought assistance for successfully organizing the Nanda Raj Jat Yatra (2026) and the 2027 Kumbh Mela," he said.
Mr Dhami added that the state government is working towards making Uttarakhand an active contributor in building 'Viksit Bharat'.
MP CM Mohan Yadav said the discussion focused on cooperation between states, development, security, health and tourism. He shared a photo from the meeting.
Chhattisgarh CM Vishnu Deo Sai said the meeting saw detailed discussions on a range of critical issues and described it as a key step towards "cooperative and competitive federalism".
Earlier in the morning, Yadav and Sai offered prayers at the Kashi Vishwanath temple ahead of the meeting.
There are five zonal councils in the country that are statutory bodies set up under the States Re-organisation Act, 1956, to provide a common meeting ground to the states and Union territories in each zone for resolution of inter-state and regional issues, fostering balanced socioeconomic regional development and building harmonious Centre-state relations.

Jammu and Kashmir Lieutenant Governor Manoj Sinha on Wednesday said the Union Territory has been making rapid strides on the path of peace and prosperity under the leadership of Prime Minister Narendra Modi, achieving all-inclusive growth and social justice, since the abrogation of Article 370 in 2019. While delivering a special lecture on 'Jammu and Kashmir Towards Peace' at Gandhi Smriti, at an event presided over by former Union Minister and Gandhi Smriti vice-chairman Vijay Goel, the Lieutenant-Governor said over the past five years, Jammu and Kashmir's economy had more than doubled. Mr. Sinha said under the Prime Minister's visionary leadership, the region was now connected to other parts of the country through railways. There was a massive increase in the influx of tourists with more than 5,000 new hotels constructed over the past four years in Kashmir valley itself. Several infrastructure projects were being implemented and many social welfare programmes launched. A key indicator of development was the ₹1,700-crore profit booked by J&K Bank, which had previously suffered a loss of about ₹1,300 crore. Taking advantage of the incentives being provided by the government, a large number of startups were now coming up. Several premier educational institutions had been set up for the local youth, which was committed to peace, prosperity, unity, and communal harmony in the region. Mr. Sinha said there was a fair and peaceful conduct of Assembly elections in J&K. 'No political party raised any doubt about the election process,' he said, adding that the Panchayati Raj system had also been implemented across the UT successfully. The Lieutenant Governor said after the abrogation of Article 370, no stone pelting incident was reported in the past few years. While earlier, terror outfits would radicalise and recruit an average of about 150 local youth per year, only six such instances were reported last year, and just one so far this year, which was a testimony to the fact that J&K residents were pro-development, he said. Terming the Pahalgam terror attack a conspiracy by Pakistan to trigger communal unrest and once again destabilise J&K, he said there was a spontaneous protest by the locals against the killings. Mr. Sinha said Operation Sindoor displayed the capability of the armed forces to deliver a befitting response to the Pakistan-sponsored terrorism, and that too using indigenous defence systems. 'Since Partition, terrorism has been the State policy of Pakistan,' he said, adding that the international community should work together to eliminate breeding grounds of terrorism.

U.K.'s Southampton University opens campus in Gurugram
Union Minister of Education Dharmendra Pradhan, along with Haryana Chief Minister Nayab Singh Saini, on Wednesday inaugurated the India campus of the University of Southampton in Gurugram. The launch coincides with the fifth anniversary of the National Education Policy (NEP) 2020. The University of Southampton, a QS Top 100 global institution and founding member of the U.K.'s Russell Group, becomes the first foreign university to operationalise a campus in India under the University Grants Commission's (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, said an official statement. Speaking at the event, Mr. Pradhan called it a 'momentous milestone' in the internationalisation of education, and a step forward in strengthening the India-UK education partnership envisioned in the India-U.K. Roadmap 2030. He expressed confidence that the new campus, backed by Southampton's academic legacy and offering a suite of forward-looking courses, would become a distinguished institution shaping the leaders of tomorrow. Quoting Prime Minister Narendra Modi, Mr. Pradhan said education is a 'living bridge' between the two countries, and the opening of the varsity's India campus would further fortify this bridge. Chief Minister Saini welcomed the university to Haryana and reaffirmed the State government's commitment to developing the region as a global hub for education and innovation. Mr. Pradhan invited other top global universities to come to India to co-create ecosystems of innovation, research, and education. The Gurugram campus will offer globally recognised undergraduate and postgraduate programmes aligned with UK academic standards. As five more pvt. schools receive bomb threat e-mails, police lens on Germany-based platform
Five private schools in the Capital received bomb threat e-mails on Wednesday morning, which later turned out to be hoaxes but disrupted classes as the schools were evacuated and students sent home. The schools that received bomb threat e-mails are Richmond Global School in Paschim Vihar, St. Thomas School in Dwarka, Vasant Valley School in Vasant Kunj, The Mother's International School in Hauz Khas and Sardar Patel Vidyalaya in Lodi Estate. St. Thomas School in Dwarka received a hoax bomb threat e-mail on Tuesday as well. Since Monday, 10 educational institutions have received hoax bomb threat e-mails. According to a senior Delhi Police officer, the threat e-mails were received between 4.16 a.m. and 8.12 a.m. 'Richmond Global School was the first to receive the mail around 4.16 a.m., and The Mother's International School the last at 8.12 a.m.,' said the officer. 'Multiple teams from Delhi Fire Services, Delhi Police and Bomb Disposal Squads were rushed to the site. The schools were evacuated and checked thoroughly, but nothing was found,' said the officer. According to the initial investigation, the e-mails were sent from a Germany-based encrypted e-mail service named Tuta Mail. 'The senders used TutaCrypt of Tuta Mail to send those threats,' said the officer. 'The medium used is an open source, end-to-end encrypted and makes it difficult to zero in on the true source,' added the officer. Earlier this year, the Directorate of Education issued standard operating procedures for handling bomb threats in schools, which included the installation of CCTV cameras in and around schools, devising evacuation plans, and conducting regular safety audits and mock drills. Meanwhile, Aam Aadmi Party (AAP) chief Arvind Kejriwal took to X to attack the Bharatiya Janata Party (BJP) government in Delhi, saying, 'For the third day in a row, bomb threats have been issued to Delhi schools. Neither Union Home Minister Amit Shah nor the BJP's four-engine governments seem to care about the safety of Delhi's children. The BJP is hell-bent on turning Delhi into a jungle-raj.' Delhi BJP president Virendra Sachdeva had said that it was regrettable that AAP leaders were trying to 'politicise' the issue and 'create tension' in Delhi.
