Mini ‘AI missions' sprout in states boosting adoption and innovation

Time of India25-06-2025
Indian states are launching AI missions to drive innovation, enhance public services, and boost local economies. From Rajasthan to Odisha and Telangana, states are creating policies, funding infrastructure, and enabling AI adoption. While challenges like limited budgets and skill gaps persist, this decentralised push aligns with India's broader, enablement-focused tech strategy.

A host of mini 'AI missions' are cropping up to support AI innovation, boost adoption in critical sectors, and make public service delivery more efficient in the states.Earlier this month, Rajasthan released its draft AI policy with financial incentives for AI innovation, provisions to set up data and compute platforms, and ethical principles. Maharashtra approved the MahaAgri-AI policy to transform the sector with this technology. A dedicated AI policy is being chalked out to 'embrace AI in all walks of life', chief minister Devendra Fadnavis had said in February. In May, the Odisha government announced the Odisha AI Mission with plans to provide compute capacity, access to datasets, and enable use case development. Haryana approved Rs 474 crores for the Haryana AI Development Project to support critical AI infrastructure , workforce transition, and AI in public service delivery.Telangana was an early mover, announcing an AI mission back in 2020. Its AI strategy released last year includes subsidised compute and a 200-acre 'AI city' near Hyderabad.'As more states step into this journey, it strengthens the collective momentum, and we are proud to be leading with both clarity and conviction,' Telangana IT minister D Sridhar Babu told ET.'The aim is to be aligned with and complement the IndiaAI Mission ,' a Rajasthan official told ET. 'Taking AI to the grassroots requires state-level initiatives, as states carry out a large number of citizen services.'A huge amount of data, especially in regional languages and dialects, sits with state governments. This can aid in AI training to solve local problems more effectively and inclusively, they added.Amid shrinking economic headroom and rising citizen expectations, states are recognising that integrating AI into public service delivery enables cost reduction and faster delivery, said Vivek Agarwal, country director-India, Tony Blair Institute for Global Change, a policy advisory organisation that works with various state governments. They also see how the technology is reshaping the industrial and employment landscape and 'states that fail to embrace AI risk being left behind in the 'new' economy,' Agarwal said.States like Rajasthan and Odisha leaning in signals that AI isn't just for India's IT corridors, said Vinay Butani, Partner, Economic Laws Practice. 'Having their own policies ensures that innovation is not just top-down, but also rooted in local needs and realities.'Although most of these policies also cover responsible AI principles, they don't impose strict regulatory curbs or penalties for non-compliance.'This approach mirrors India's broader tech policy ethos: enablement over regulation,' said Jameela Sahiba, associate director-AI & public affairs, The Dialogue. 'There is growing soft competition among states to emerge as AI-friendly destinations. This is akin to the startup policy race of the 2010s.'Tamil Nadu in its 2024-2025 budget allocated Rs 14 crore for two years for its AI mission and Kerala's investing Rs 10 crore for a GPU cluster.Gujarat set up an AI task force last year to outline an action plan, which has almost been finalised, said Mona Khandhar, principal secretary, department of science and technology, Gujarat. The focus areas include providing GPU compute, building Gujarati language AI models, and developing use cases for government departments.Karnataka is studying the impact of AI on its workforce to guide its upcoming IT policy. But states face initial challenges of infrastructure availability, skill gaps, funding and investment, population scale roll out of use cases to drive adoption, and managing bias and fairness aspects, said Anurag Dua, partner, EY India'Many state missions began with seed budgets in the low tens of crores of rupees, which threaten to run dry before large-scale pilots prove their worth,' cautioned Sreeram A, partner, Deloitte India.

Sanjay Raut calls Fadnavis "Joker of Politics" over graft allegations

Mumbai Aug 17 ( UNI) Shiv Sena (Thackeray faction) MP Sanjay Raut today launched a sharp attack on Chief Minister Devendra Fadnavis, alleging that while Fadnavis has handed over prime plots in Mumbai, including Dharavi, to industrialist Gautam Adani, he ironically accuses Shiv Sena of corruption in the Brihanmumbai Municipal Corporation (BMC). "After U.S. President Donald Trump, Fadnavis is the joker of politics," Raut remarked. Fadnavis, while attending the Parivartan Dahi Handi event at Mumbai's Jamboree Maidan, has said that change in the upcoming municipal elections is inevitable, claiming that corruption under Shiv Sena's long rule in the BMC will be exposed and development will prevail. Responding to this, Raut countered that during Shiv Sena's tenure, deposits worth Rs 90,000 crore were safely placed in banks. He alleged that corruption occurred under the BJ-led government, with leaders from Fadnavis's side "misappropriating" these funds. "Those indulging in corruption are within your cabinet. Don't shield the thieves, crooks, and looters around you. Otherwise, Maharashtra will not forgive you," Raut warned Fadnavis. He further alleged that while the state treasury is empty and no clarity exists on who has been awarded which projects, commission worth 25% from contracts totalling ₹2 lakh crore has reached people close to Fadnavis. Find suitable land & I will set up IT park through MIDC in Solapur: Fadnavis

Kolhapur: Chief minister , speaking at Dahitane in Solapur while inaugurating a housing project of 1,348 units to be handed over to workers from the economically weaker section on Sunday, said that an Information Technology Park will be established in Solapur through the Maharashtra Industrial Development Corporation (MIDC). Tired of too many ads? go ad free now Fadnavis said, "There is a demand to take steps to bring employment to Solapur. If you go into IT companies based in Pune and ask how many of them are from Solapur, half of them will raise their hands. Most of the people working in IT companies are from Solapur. If we bring such companies to Solapur, then we can give employment to the local youths on a large scale. Therefore, I am asking the district guardian minister, collector, and municipal corporation to find the best location for setting up an IT Park in Solapur. I will ensure the IT Park is set up through MIDC. We will bring IT companies to the IT Park." He further said that Solapur was once known as an 'Audyogik Nagari' (industrial town). "On one hand, we have started the airport, and the road connectivity is better now. Once Solapur was an industrial town, for some reasons the industries declined. We will bring back the industries slowly to restore the status," added Fadnavis. Fadnavis also promised to make drinking water available to each house in Solapur city every day. "Everyone will get drinking water every day to their house. We are going to change the internal water distribution system of Solapur city for which state govt has approved an Rs 850 crore scheme," he said. The CM lauded the 'Solapur Model' of housing for the weaker sections, saying the quality of the construction is on par with private apartments. "The beneficiaries will have to pay the bank loan equal to what they used to pay as rent in the rented accommodation. In such a way, we have developed the housing schemes for the weaker sections. In the next two years, 30 lakh houses will be ready in Maharashtra and will benefit 1.5 crore people. We will install solar energy units on each housing unit so that the tenants get electricity free of cost. We aim to make 'Beghar Mukt Maharashtra', with every person having a roof over their head," Fadnavis said.

7 of 47 projects incomplete, Smart City shift to NMC begins

Nagpur: Of the 47 projects implemented under the Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), seven remain incomplete as the agency prepares to wind up operations and transfer all assets to the Nagpur Municipal Corporation (NMC) by December 31, 2025. Nagpur, selected under the Centre's Smart Cities Mission in 2016, was initially expected to complete its projects by June 2021. The deadline was extended to June 2023, then June 2024, and finally to December 2025. Under the mission, NSSCDCL received Rs741.63 crore from the central govt, with projects divided into two key components: Rs524 crore Smart and Safe City Project which introduced 17 smart solutions including CCTV surveillance, an integrated command and control centre, and traffic monitoring systems; and the Rs741.62 crore area-based development (ABD) plan to revamp 1,743 acres in Pardi, Bharatwada, Bhandewadi and Punapur in East Nagpur. Funding was further boosted by then chief minister Devendra Fadnavis, who sanctioned Rs400 crore from the state govt for Smart and Safe City, while Rs124 crore came from the central Smart Cities fund. Of the seven incomplete projects, six are in progress — mostly road works — while one, meant to rehabilitate brick kiln families, has stalled due to the Nagpur Improvement Trust's refusal to issue a No Objection Certificate for the land parcel identified for relocation. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo The handover process for 39 completed projects is already under way. Additional municipal commissioner Vasumana Pant told TOI that the process to hand over projects, including the smart solutions component with 3,698 CCTV cameras installed across the city has already commenced. NMC has already entrusted KELTRON with the operation and maintenance of CCTV cameras for a period of five years. "NMC will pay Rs 25 crore per annum to the Kerala state-based firm for this purpose," Pant said. A decision is still pending on the robotics scavenger project, a mechanised drain-cleaning system, for which a seven-year operation and maintenance contract is proposed. While the CCTV network has proved vital for crime detection, traffic regulation and flood monitoring, other Smart City assets have fared poorly. The 65 smart kiosks installed in 2018 to provide citizens one-stop access to civic, state and central govt services remain non-functional due to the absence of integration with key departments. Despite having IT professionals, the NSSCDCL failed to ensure that these kiosks remain operational. Now these kiosks, installed with taxpayers' money, are lying defunct. Once the handover is complete, NMC will take on the responsibility for operating, maintaining, and monetising the entire Smart City infrastructure. With manpower shortages and financial constraints already weighing heavily on the civic body, experts warn that without proper planning, high-value assets could meet the same fate as the smart kiosks.
