
BNPL transactions hit 102.6 million in 1H 2025

KUALA LUMPUR - The volume of "buy now, pay later' (BNPL) transactions has increased from 83.8 million in the second half (2H) of 2024 to 102.6 million in the first half (1H) of this year.
Deputy Finance Minister Lim Hui Ying said the surge in BNPL transactions exposes consumers to risks, especially those in the low-income group and with poor financial literacy to the risk of unmanageable debts.
The total value of BNPL transactions rose 31 per cent from RM7.1 billion in 2H 2024 to RM9.3 billion in 1H 2025.
Meanwhile, the number of active BNPL accounts also increased from 5.1 million at the end of last year to 6.5 million as of end-June this year.
"To address this issue in protecting the interests of credit consumers, a statutory body known as the Consumer Credit Commission (SKP) will be established under the Consumer Credit Act,' Lim said when tabling the Consumer Credit Bill 2025 for the second reading in the Dewan Rakyat today.
She said the commission, which will come under the Ministry of Finance, will regulate business sectors that are currently not regulated by any party via a licensing and registration framework.
Lim said the Consumer Credit Bill is tabled as part of the government's effort to establish comprehensive legislation to protect credit consumers and restructure the nation's credit industry landscape.
The bill was drafted to tackle two main issues: the presence of unregulated industry players and inconsistencies in credit sector oversight by various authorities.
"The bill's main objective is to protect the interests of credit consumers in the country by regulating all credit businesses and credit service businesses, ensuring proper conduct and responsible lending practices by industry participants as well as promoting a fair, efficient, and transparent credit industry,' she said.
According to Lim, the bill outlines the responsibilities of the SKP, including advising the government on national consumer credit policy; promoting fair, professional, and responsible practices; and licensing based on the "fit and proper' principle.
"Through the implementation of the bill, the government demonstrates a strong commitment to creating a safer credit ecosystem for the people's well-being,' said Lim.

Madius KUALA LUMPUR (Aug 6): Tuaran Member of Parliament Datuk Seri Panglima Wilfred Madius Tangau has urged the Federal Government to promptly fulfil Sabah's constitutional right to 40 per cent of net revenue collected from the state, while also calling for the establishment of three new national councils to strengthen coordination in critical economic sectors. Debating the 13th Malaysia Plan (13MP) in the Dewan Rakyat on Wednesday, Madius stressed that the long-overdue revenue entitlement must be honoured in accordance with Article 112C and the Tenth Schedule of the Federal Constitution. 'Negotiations were already concluded in 1963 during the formation of Malaysia. As the generation entrusted with the legacy of the Malaysia Agreement 1963, we must now implement what was agreed. Why the delay?' he questioned. The UPKO Honorary President emphasised that this was not a new demand, but a constitutional right that remains unfulfilled, further warning that Sabahans must no longer be made to bear the brunt of poverty due to the continued failure to implement what is lawfully theirs. He noted that more than 80 per cent of the nation's RM1.3 trillion debt has been spent in Peninsular Malaysia, while Sabah, which contributes substantially to national revenue, continues to receive a disproportionate share of allocations. 'This disparity hampers Sabah's ability to develop key sectors such as agriculture, fisheries, livestock and basic infrastructure,' he said. 'If Sabah were given back the 40 per cent revenue as stated in the Constitution, we wouldn't have to keep begging for federal funds to build roads, hospitals, or develop our industries,' Madius added. He also cautioned that Malaysia's aspiration to become the world's 30th largest economy would remain a dream if the constitutional rights of Sabah continue to be sidelined. 'If Sabah prospers, Malaysia prospers. But if Sabah's rights continue to be denied, it is not only unjust, it also undermines the very foundation upon which Malaysia was formed. 'What we need is not more negotiations, but the political will to implement what is already enshrined in the Constitution, the highest law of the land,' he said. In the same debate, Madius also called for the immediate establishment of three national bodies – the National Agriculture Council, the National Fisheries Council and the National Livestock Council – to enhance coordination and policy coherence between the federal and state governments. He said the creation of these councils is crucial to align legislation, strategy, budgets and programme implementation, particularly in light of Sabah's autonomy in these sectors as guaranteed by the Federal Constitution and the spirit of the Malaysia Agreement 1963. 'The aim is to close the development gap between regions, especially for Sabah, which has immense potential but remains left behind due to poor policy alignment and lack of federal support,' he stated. Citing examples, Madius said Sabah, despite being the largest fish producer in Malaysia contributing 25 per cent to national output, has only one fish landing facility built using state funds. 'In contrast, there are 42 such facilities in Peninsular Malaysia, five in Sarawak and one in Labuan, all developed by federal agencies such as the Malaysian Fisheries Development Authority (LKIM). Just imagine Sabah's potential if we received the proper budgetary support,' he remarked. In the livestock sector, Sabah has already achieved self-sufficiency in eggs and fresh milk but remains low in ruminant meat production. 'With vast and suitable land resources, Sabah could increase output significantly if strategic support and adequate funding are provided,' he said. Touching on agriculture, he noted that rice production in Sabah continues to lag due to inadequate irrigation systems, outdated drainage infrastructure, and a lack of processing facilities, all contributing to lower productivity compared to the Peninsula. Madius further reminded the Dewan Rakyat that the proposal to establish these three national councils had been included in Pakatan Harapan's 15th General Election manifesto, and urged the government to now honour that commitment. 'This is the right time for the government to act on this promise, to ensure national food security and promote equitable prosperity for all regions,' he said.

Second day of tax grievances: Lim joins Wee in flagging refund delays
KUALA LUMPUR: The issue of delayed tax refunds was raised for the second consecutive day in Parliament, with former finance minister Lim Guan Eng highlighting refund backlogs and unreasonable Inland Revenue Board (LHDN) assessments as key concerns for taxpayers. Lim, who is the Bagan member of parliament, said taxpayers were questioning why they had not received their refunds within the stipulated 30-day period. "Some companies have even reported having to wait more than three years to get their tax refunds. What is the total amount of outstanding tax overpayments?" he asked. Lim added that taxpayers often complained of being pressured by unreasonable assessments issued by the LHDN. He also raised concerns over enforcement of transfer pricing regulations, saying unclear procedures had led to confusion, particularly over recent requirements for companies to impose interest on funds transferred to subsidiaries, which are then deemed taxable income. On Tuesday, Datuk Seri Dr Wee Ka Siong called for the LHDN to be restructured as an independent statutory body that reports to Parliament, rather than remaining under the Finance Ministry. Wee, the MP for Ayer Hitam, said LHDN must not be seen as a political tool and should not follow the dictates of the executive, regardless of who is in power. He also highlighted growing frustration among small and medium enterprises (SMEs), citing an increase in complaints over delayed tax refunds. "This creates the perception that the government is borrowing the people's money without interest," Wee said, pointing to a case where a taxpayer who applied for a RM13,000 refund was offered only RM650, with the balance to be paid over four years. Meanwhile, Lim called for the establishment of a special Taxpayer Tribunal to protect individuals and small and medium-sized enterprises (SMEs) from alleged unfair treatment by the LHDN. There was growing complaints from taxpayers claiming they were pressured by questionable tax assessments and enforcement actions, including bank accounts being frozen without clear justification, he said. He said that while LHDN's efforts to boost government revenue were commendable, these must be balanced with fair and reasonable enforcement. "While we appreciate the board's efforts to increase national revenue, it must be balanced with fair and reasonable treatment to avoid arbitrary actions," he said when debating the 13th Malaysia Plan in the Dewan Rakyat today. "I propose the formation of a special taxpayer tribunal to protect individuals and SMEs from feeling that they are being treated unfairly, victimised, or subjected to double standards in enforcement," Lim added.
