
Karnataka CM Siddaramaiah Bats For Nationwide Caste Census Based On Telangana Model
The Chief Minister urged the Union government to take inspiration from the Telangana caste survey, calling it a model worth considering.
Karnataka Chief Minister Siddaramaiah on Wednesday called for a nationwide caste census, stating that it must go beyond just counting communities and include detailed data on individuals' social, economic, educational, employment, and political conditions.
'A nationwide campaign for census encompassing social, economic, educational, employment, and political aspects of each individual must be conducted," Siddaramaiah said, noting the need for the data to initiate social justice policies.
The Chief Minister urged the Union government to take inspiration from the Telangana caste survey, calling it a model worth considering.
'Census should take place, taking Telangana state caste survey as a role model," he said.
Siddaramaiah's remarks come amid renewed demands from opposition parties and several state governments for an updated caste-based census.
The last full caste census in India was conducted in 1931. While limited data was gathered in the Socio-Economic and Caste Census (SECC) in 2011, its findings were not made public.
'India can never be a true democracy unless the majority who come from OBC, SC, ST and minority communities, that is the AHINDA communities, are not only counted, but also heard," he said.
The session, which will continue on day two, is focusing on the caste census in light of the Centre's decision to include caste data in the upcoming national census.
This gains importance as Rahul Gandhi, now the Leader of Opposition in the Lok Sabha, has consistently pushed for a nationwide caste census.
The Chief Minister has consistently positioned Karnataka as a progressive state in terms of affirmative action and welfare.
His government recently accepted the recommendations of the state's Social and Educational Survey (also called the caste survey), conducted by the Karnataka State Commission for Backward Classes.
Based on its findings, the government increased reservations for certain communities, including the Scheduled Castes and Scheduled Tribes, and restructured quotas for Other Backward Classes (OBCs).
'We are implementing the social justice model in Karnataka through data. This is the only way to ensure that development and benefits reach those who have been historically left out."
He added that economic surveys alone do not offer a full picture of social inequality. 'We cannot make policy only on the basis of GDP or income levels. Caste, social backwardness and access to education and jobs must also be considered," he said.
Siddaramaiah has also called upon like-minded states and political parties to build consensus for a national caste census, and to ensure that the data collected is used to frame inclusive policies that close the gap in access to opportunity.

In Patna, BJP leader Shahnawaz Hussain lauded the EC's detailed press conference on Sunday, saying it had given a 'strong response' to those 'creating unrest.' 'The names that were supposed to be collected have been collected, and if any names are still pending, there is still time to submit the forms,' Hussain told IANS. The saffron party also intensified its digital offensive, with BJP spokesperson Pradeep Bhandari posting a point-by-point rebuttal on X to counter Congress leader Jairam Ramesh's claims. Telangana BJP demanded Congress leader Rahul Gandhi to apologise for his remarks on RSS and for making baseless allegations against the organisation. Party vice president and former MLA N.V.S.S. Prabhakar claimed that even Prime Minister Jawaharlal Nehru, grand father of Mr. Rahul Gandhi, himself had appreciated the self-less services of RSS during India-China war while addressing the nation during the 1963 Republic Day celebrations. Dr. Ambedkar too had attended a RSS programme at Karad of Satara district on January 2, 1940 and written in a book stating that RSS is a patriotic organization while Mahatma Gandhi had attended RSS camp and Sakha in 1934 at Vardha and in Delhi on September 16, 1947 describing RSS as a 'disciplined organization', he claimed. Therefore, the BJP leader has advised Mr. Gandhi to read Indian history properly before making objectionable comments. In a separate statement, party spokespersons N.V. Subash also criticised Mr. Gandhi for the 'reckless and irresponsible' accusations against the Election Commission of India (ECI), terming them as a 'deliberate attempt to erode public trust in a constitutionally mandated institution'. Despite repeated clarifications from the Chief Election Commissioner (CEC) Gyanesh Kumar that no eligible voter will be deleted during the ongoing Special Intensive Revision (SIR) of electoral rolls, the Opposition continues to peddle falsehoods. The BJP leader accused Mr. Gandhi of 'leading an endless drama' designed not to protect voters but to malign the credibility of the Election Commission. Neither the EC nor the voters will be cowed down by such 'manufactured slander', since credibility people of India have faith in free and fair elections, he added.

KDA Chairman demands early implementation of SEP
Kannada Development Authority (KDA) Chairman Prof. Purushotham Bilimale has demanded that the State government implement the new proposed State Education Policy (SEP) at the earliest. In a letter written to Chief Minister Siddaramaiah and concerned education ministers of the state, he said that the SEP Commission had given a 'very comprehensive' education policy, in a first-of-its-kind exercise. 'If the report is implemented properly, the state's education sector will change radically over the next decade,' he said. Further, he stated that several studies have confirmed that the three-language formula forcibly imposes Hindi and does not help improve the cognitive and academic ability of students. 'In this context, the SEP report, which has recommended a two-language policy with Kannada and English for the State, is a very timely step,' Prof. Bilimale said. 'It is important to note that the commission had not ignored non-Kannada and non-English languages while recommending a two-language policy. The report states that Kannada and English languages will remain mandatory as the first or second language, and that interested students will be allowed to learn their mother tongue as a third language,' he explained, adding that this was much needed in 'today's complex linguistic environment'. 'The recommendations of the SEP are mainly based on the Constitution of India, the Kannada Language Comprehensive Development Act, 2022, The Right of Children to Free and Compulsory Education Act, 2009, The Kannada Language Learning Act, 2015 and all aspects of the National Education Policy 1968, 1986, 1992 and 2020, among other policies and laws. This is a constitutionally sound policy and can serve as a model education policy for the country,' he said, demanding its early implementation.
