Parliament on Wednesday passed the Carriage of Goods by Sea Bill, 2025, replacing a century-old colonial-era law with updated legislation designed to promote ease of doing business and make India's shipping sector future-ready.
The bill repeals the century-old Indian Carriage of Goods by Sea Act, 1925.
The new legislation is part of the government's effort to modernize India's legal framework by eliminating outdated colonial-era laws and aligning with global best practices to improve the ease of doing business.
The bill adopts the Hague-Visby Rules, a globally accepted maritime standard also followed by countries like the UK. By replacing complexity with clarity, the legislation is expected to simplify maritime trade laws, reduce litigation risks, and enhance transparency and commercial efficiency in cargo movement by sea.
'Parliament passed two important legislations—the Merchant Shipping Bill, 2024, and the Carriage of Goods by Sea Bill, 2025—effectively endorsing Prime Minister Narendra Modi's vision to modernize India's maritime sector, both policy-wise and action-wise. Today, with the passage of the bills, the Modi government's push for India's modern shipping gets double endorsement from the Parliament,' said Sarbananda Sonowal, the Union minister of ports, shipping and waterways.
The Lok Sabha earlier passed the Merchant Shipping Bill, 2024—a progressive, future-ready legislation that replaces the outdated Merchant Shipping Act of 1958. The bill marks a significant step towards aligning India's maritime legal framework with global standards and strengthening the country's position as a trusted maritime trade hub.
The Carriage of Goods by Sea Bill, 2025, was introduced in the upper house by Shantanu Thakur, the Union minister of state for ports, shipping and waterways.
'The repeal of this pre-Constitution era legislation and its replacement with a new legislation is a part of the greater initiative of this government to rid ourselves of all vestiges of colonial mindset and to ensure ease of understanding and ease of doing business through simple and rationalized laws," said Thakur.
"This bill is not merely a statutory reform—it reflects a broader philosophy of governance led by our prime minister to replace complexity with clarity, outdated norms with modern standards, and colonial remnants with forward-looking laws that serve the interests of a resurgent India,' he added.
The bill is a key step in making India's maritime trade laws future-ready and compatible with international trade agreements, including the Comprehensive Economic and Trade Agreement (CETA) with the UK.
The legislation was passed by the Lok Sabha on 28 March. During the Rajya Sabha discussion, members raised issues including maritime security and smuggling risks, which the government assured were being addressed through statutory and operational safeguards. The bill received broad bipartisan support in both Houses of Parliament.

Ramanathapuram: Sri Lankan navy apprehended seven fishermen from Ramanathapuram and seized their fishing boat on Saturday on charges of crossing the International Maritime Boundary Line (IMBL) and illegal fishing in the country's territorial waters. Sources said the mechanised fishing boat belonging to D Irudhaya Dickson with seven fishermen had ventured into the sea from Rameswaram on Saturday. The Sri Lankan navy intercepted the boat near IMBL and arrested the seven. The fishermen were identified as A Dallas, 56, D Silaiden, 26, J Arul Robert, 53, S Loylan, 45, K Arockia Sanrin, 20, A Baskar, 45, and R Jesu Raja, 32, of Thangachimadam. Local fishermen held a road roko on Saturday evening for over two hours on Rameswaram highway demanding that the govt take steps for the immediate release of the seven. Meanwhile, chief minister M K Stalin wrote to Union external affairs minister S Jaishankar urging a strong and coordinated response and effective measures to secure the immediate release of all apprehended Tamil fishermen and their boats from Sri Lankan custody. "Our fishermen, whose very survival and livelihood depend on the sea, now live under constant fear of apprehension. Their prolonged detention has not only disrupted their means of livelihood but has also caused severe emotional and financial distress to their families," he added. The Ajni-Pune Vande Bharat will take 12 hours—the longest for a chair car train in India. This will be an eight-coach train. So far, to complete the nearly 900 km journey between Nagpur and Pune, Duronto Express is the fastest train on this route, taking nearly 13 hours. The new Vande Bharat will start from Ajni station, about 3 km from Nagpur railway station, on the Delhi-Chennai line. As of now, among the existing 72 Vande Bharat trains, the Delhi-Varanasi route covers the longest distance of over 750 km, while the Tatanagar-Brahmapur train has the longest travel time at nine hours and 25 minutes. The chair car services have proved successful, boasting almost 100% occupancy across 144 routes nationwide. Maharashtra alone has 22 such services. Nagpur is connected to Secunderabad, Bilaspur, and Indore via Vande Bharat trains, while Pune operates trains to Hubballi and Kolhapur. The Shri Mata Vaishno Devi Katra-Amritsar Vande Bharat will cover the journey in five hours and 40 minutes. The chair car fare will be Rs 1,005 and the executive class fare Rs 1,890. On its way back, the journey from Amritsar will take five hours and 35 minutes, costing Rs 1,170 for the chair car and Rs 2,085 for the executive class. The train will cover Amritsar, Beas, Jalandhar City, Pathankot Cantt, and Jammu Tawi before reaching its final destination, Shri Mata Vaishno Devi Katra. The Bengaluru-Belagavi journey will cost Rs 2,905 for the executive class and Rs 1,575 for the chair car. It will be completed in eight hours and 20 minutes. The return journey from Belagavi will take eight hours and 30 minutes. The cost for a chair car ticket will be Rs 1,630 and Rs 2,955 for the executive class. The SBC Vande Bharat (26751) will cover Dharwar, SSS Hubballi Junction, SMM Haveri, Davangere, Tumakuru, and Yesvantpur Junction between Belagavi and KSR Bengaluru. The first Vande Bharat train was inaugurated in 2019.
