Delhi Chief Minister Rekha Gupta on Tuesday asserted that her government wants to make the national capital best in terms of health infrastructure as she inaugurated an Ayushman Arogya Mandir here to deliver comprehensive primary health care.
At the inauguration event at Tis Hazari, Gupta also hit out at the previous AAP dispensation and alleged that mohalla clinics run by them were "corruption hubs".
"Corruption was committed in the name of outsourcing of tests. There was corruption in taking space for the clinics on rent," she charged.
Gupta said the Centre had allocated Rs 2,400 crore to the previous government for opening of over 1,100 Ayushman Mandirs but those funds were not utilised.
"Those funds will lapse by March. The previous government did not use the funds. We have to build these Ayushman Mandirs by March next year so that the funds do not get lapsed. The work that should have been done in five years, we will have to do it in much less time," she added.
The chief minister said the government is working towards making Delhi the best in terms of health infrastructure.
"We want to ensure that no one should lose their life because of lack of proper treatment," she added.
According the the standards set by the World Health Organisation, there should be two beds per 1,000 people.
"There are 0.42 beds in Delhi for 1,000 people. It means that there is not even one bed available for 1,000 people. We are working on a target of having three beds for 1,000 people," she added.
Thirty-three Ayushman Arogya Mandirs and 17 Jan Aushadhi Kendras were inaugurated across the national capital by ministers here.
Ayushman Arogya Mandirs is a component of the Union government's Ayushman Bharat initiative. After the BJP came to power in Delhi, its government signed an MoU with the Centre earlier this month to implement the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) in the city, fulfilling a major poll promise of the party.
At the event, the chief minister also urged lawyers not to deface walls with posters.
"Posters are seen pasted around courts. I request you to not deface the walls. Please remove these posters," she said.

"Ensure Not Even A Pebble Pricks Feet Of Devotees": Rekha Gupta On Kanwar Yatra
New Delhi: Chief Minister Rekha Gupta on Tuesday said that the Delhi government will set up a single-window system to grant permissions and handle grievances related to Kanwar camps during the holy month of Sawan. CM Gupta said that the government will extend full support to these committees serving Shiva devotees in ensuring the provision of electricity, water, medicines, sanitation, and other necessary amenities. "It is our responsibility to ensure that not even a pebble pricks the feet of Shiva devotees. Kanwar Yatra is a festival of faith, devotion, and discipline, and the government will take every possible step to make it smooth and efficient," the CM said. She said that the government will oversee the arrangements through its Ministers, District Development Committee (DDC) Chairpersons, and District Magistrates. Earlier in the day, the Chief Minister met office-bearers of various Kanwar camp committees from across Delhi to solve their problems and discuss the facilities required. Delhi Government Cabinet Ministers Parvesh Verma, Ashish Sood, Manjinder Singh Sirsa, and Kapil Mishra, senior government officials and representatives from the Fire Services, Electricity Department, and other departments were present in the meeting. Responding to the concerns raised by the Kanwar camp representatives, CM Gupta assured them that this time, they would not face the kind of administrative hurdles experienced under the previous government. She said, "Despite crores of rupees being spent earlier, Shiv devotees faced numerous difficulties. This time, we will not let that happen." The Chief Minister declared that her government would take full responsibility for managing Kanwar camps and would resolve all problems faced by organising committees. She said the Single-Window System would ensure smooth camp setup and uninterrupted service delivery. DDC Chairpersons and DMs will assist the committees in resolving issues, while Ministers will oversee the entire process and ensure that any difficulties are addressed with priority. She assured that there will be no compromise in providing facilities like medical aid, medicines, electricity connections, water, sanitation, toilets, fire safety, security, and smooth traffic management at the camps. The Kanwar Yatra is one of North India's most significant religious traditions, where millions of devotees collect holy Ganga water from Haridwar, Gangotri, and other sacred places to offer at Shiva temples. Every year, thousands of Kanwar devotees pass through Delhi en route to other states. To welcome and accommodate them, Kanwar camps are set up across various parts of the city.

Govt doubles honorarium amount to those jailed during Emergency
The Maharashtra government on Tuesday doubled the honorarium provided to those who were imprisoned during the Emergency period. The decision, taken during a cabinet meeting, came ahead of the 50th anniversary of the Emergency — the period from June 25, 1975 to March 31, 1977. According to the cabinet decision, if an eligible beneficiary has died, the surviving spouse will get half the amount. The government also removed the earlier condition that those applying for the pension must have been at least 18 years old at the time of arrest during the Emergency. The monthly honorarium to those imprisoned during the time of the Emergency was introduced by the then Devendra Fadnavis-led BJP government in 2018. Currently, 4,301 people in the state receive the pension and the expenditure for the same is Rs 39.01 crore. Those who stayed in jail for less than a month were given Rs 5,000 per month, while those who stayed more than a month were given Rs 10,000. The new cabinet decision has doubled these amounts. In case of death of a beneficiary, the surviving spouse will have to apply afresh to the district collector concerned for the honorarium. Also, if the person who underwent imprisonment during the Emergency was not alive before January 2, 2018, his or her spouse will be able to apply for honorarium by attaching an affidavit. The deadline for this will be 90 days from the date of announcement.
