
Maharashtra report card: 12 of 48 govt depts score perfect 100, eight below 60 per cent
At least 12 of the 48 departments in Maharashtra achieved 100 per cent of their target in the 100 days set by Chief Minister Devendra Fadnavis soon after he took charge of the Mahayuti government last December, found a performance assessment carried out by the Quality Control of India.
The performance of eight departments was below 60 per cent. Atleast three departments—General Administration (24 per cent), Urban Development (34 per cent) and Food and Civil Supplies and Consumer Affairs (33 per cent)—which recorded poor performance are held by Chief Minister Devendra Fadnavis, deputy CMs Eknath Shinde and Ajit Pawar respectively.
Fadnavis had set an ambitious target for each department to complete their works in the first 100 days after he took oath of office on December 5 last year. The objective was to expedite the administrative machinery, making it more transparent and accountable and according top priority to citizen services.
Underlying these initiatives was an attempt to measure the outcome of every department and assess how much each of them delivered on promises and programmes within the stipulated timeline. It was to inculcate a work culture where administrative index based on parameters drawn would be periodically measured to see how fast and what was delivered within the time frame.
Fadnavis took to social media platform X to disclose department-wise performance statistics. He stated that 12 departments successfully fulfilled all of their designated objectives. These include Water Resources, Home, Rural Development, Animal Husbandry, Ports, Higher and Technical Education, Labour, Textiles, Cultural Affairs, Mining, Dairy Development and the Employment Guarantee Scheme.
There are 18 departments whose performance is above 80 per cent—Energy, Industry, Revenue, Transport, School education, Food and drugs administration, Aviation, Skill development, Woman and Child Development, Agriculture, Fisheries, Urban Development (2), Medical Education, Information and technology, Cooperation, Excise and public health.
There are 10 departments whose performance index is in the range of 60 to 80 per cent—Marathi bhasha, public works department, Supply and Sanitation, Tourism, Housing, Social Justice, Water and soil conservation, Sports and youths welfare, Tribal welfare and Environment.

Samruddhi Mahamarg opens fully, cuts down travel time from Mumbai to Nagpur by 9 hours
The Hindu Hridaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg is now open end to end after the 76-kilometre leg between Igatpuri and Amane (Thane) was inaugurated by Chief Minister Devendra Fadnavis on Thursday, providing a seamless 701-kilometre connectivity from Mumbai to Nagpur. The six-lane expressway that is now fully operational will reduce the travel time between the two cities by half from 17 hours to around eight hours. The event organised at Igatpuri was also attended by Deputy Chief Ministers Eknath Shinde and Ajit Pawar and other ministers of the Mahayuti government. The completion of the last leg brings the entire project to realisation after decades of intricate engineering issues, political will and huge investments. The project was initially estimated at Rs 55,500 crore, but as it crossed various technical and logistical barriers and the project cost rose to over Rs 61,000 crore. At the inauguration, Fadnavis, who initially conceptualised the project in his first tenure as a CM, said, 'This is not merely a road, it is a corridor of Maharashtra's economy. It directly connects 24 districts with JNPT and paves the way for growth, transportation, logistics and opportunities in agriculture, tourism and industrial development.' The final stretch of the corridor passing through Nashik and Thane districts had some of the most challenging construction tasks. The 76-kilometre section comprises five twin tunnels of 10.73 kilometres in length, including the broadest tunnel in the country near Igatpuri that is 8 km long and 17.61 metres wide. It also has India's first fire-fighting system in a tunnel. As many as 17 viaducts with an aggregate length of more than 10.56 kilometers had to be built in hilly and forested territory. 'Because of a thick forest block, absence of access roads, hilly terrain and high rainfall in Igatpuri, we had to work with utmost caution. Nevertheless, we adopted the best safety measures to facilitate a safe working environment,' said K Mallikharjuna Rao, Business Unit Head, Hydro and Underground, Afcons Infrastructure Ltd, who were a part of construction of the twin tunnels. This section also has interchanges at Igatpuri, Khutghar and Amane. More than 60 low and high voltage power lines had to be shifted for the construction along with the new rail overbridge. The road now provides a safer route to the scary Kasara Ghat and shortens the journey time from Igatpuri to Kasara to eight minutes. The Samruddhi Mahamarg is a greenfield expressway designed by the Maharashtra State Road Development Corporation (MSRDC) that passes through 392 villages in 26 talukas in 10 districts. It directly links Nagpur, Wardha, Amravati, Washim, Buldhana, Jalna, Chhatrapati Sambhajinagar, Ahilyanagar, Nashik and Thane and indirectly serves many others such as Chandrapur, Nanded, Dhule, Palghar and Raigad. The highest speed limit is fixed at 120 kmph on flat terrain and 100 kmph in ghat sections. Shinde said, 'We initiated the project in our term and completed it in our term only. This access control road will prove to be a game changer in economic activity between Mumbai and Vidarbha. Earlier, the farmer who used to travel for three days to come to Mumbai with farm produce now is able to reach the same day.' Besides its huge size, the expressway has been built focusing on conservation and intelligent engineering, according to MSRDC officials. For the conservation of wildlife, 92 overpasses and eight underpasses have been constructed for the safe passage of animals. Over 3.3 million trees have been transplanted with native species and 1,000 farm ponds have been created along the road to support agriculture in the regions. Fadnavis also highlighted advanced features such as temperature sensitive fire fighting systems, rainwater harvesting systems and well designed interchanges. 'The fire fighting system and temperature sensitive surfaces are designed such that they get activated when temperatures rise above 60 degrees Celsius and self-deactivates when the temperature goes below 30 degrees Celsius,' he said. The expressway will also facilitate the transportation of goods between MIHAN in Nagpur and JNPT in Mumbai with faster and more reliable cargo movement. In future, there are proposals for 200 MW of solar power generation along the route, with 22 facility centres being planned to benefit travellers. A gas pipeline from Konkan to Nagpur through this corridor is also planned that will ensure constant fuel supply to industries along this route. After Samruddhi Mahamarg, the government is now set to apply the model of access controlled expressways to other proposed corridors such as the Mumbai-Pune expressway missing link and Shaktipeeth Mahamarg, thereby increasing the network of expressways across the state. 'We are constructing an access control grid so that one is able to reach any corner of the state to other within 8 to 10 hours only,' Shinde added. In his address, Deputy CM Ajit Pawar said, 'When the project started, everyone opposed it, some even organised protests… The estimated amount was Rs 55,500 crore, but owing to factors, it has crossed Rs 61,000 crore now. But the magnitude of this achievement for the state is huge.'

Samruddhi last-leg inauguration: Port-led development to link all corners of Maharashtra, Shaktipeeth next, says Fadnavis
Nashik: Chief minister Devendra Fadnavis, alongside deputy CMs Eknath Shinde and Ajit Pawar, launched the final phase of the Hindu Hrudaysamrat Balasaheb Thakre Maharashtra Samruddhi Mahamarg at Igatpuri in Nashik on Thursday. "The inauguration of the last 76km section of the 701km Nagpur-Mumbai expressway marks the completion of the promise made by Mahayuti for the development of the state. It now links 24 districts directly and indirectly with the ports under the state's port-led development plan. This road will also be connected to JNPT and the new proposed Vadhavan Port," said Fadnavis. The section from Igatpuri (Nashik) to Amne (Bhiwandi taluka, Thane) was officially opened by Fadnavis, Shinde, Pawar, education minister Dada Bhuse, and minister of state Meghana Sakore-Bordikar. Fadnavis discussed the initial resistance encountered during the project's planning stages. "We are happy to see Mahayuti laying the foundation and now inaugurating the project, thanks to the trust shown by the people. Similarly, we will construct the access-controlled Shaktipeeth highway with the potential to give an economic boost to Marathwada," said Fadnavis, expressing gratitude to all workers, contractors, and engineers involved. The project includes a gas pipeline alongside the highway for industrial purposes, particularly supporting Gadchiroli's steel sector. "With Mahayuti assuming office again, the work picked up pace right up to the completion and further planning for the access-controlled grid across the state," said Shinde. Deputy CM Ajit Pawar discussed how government support for farmers changed opposition perspectives. "We had a meeting in the then Aurangabad to oppose the expressway. But after govt announced the road, benefits, and land acquisition rates, the opposition turned into acceptance," recalled Pawar, affirming Mahayuti's commitment to similar project execution speeds. CM Fadnavis also inaugurated the Thane creek bridge No 3, on the south side on the Sion-Panvel highway. He said would ease the movement of the traffic between Sion and Panvel. Officials, meanwhile, emphasised on safety measures, cautioning against stopping on the 120 kmph speed-limit highway Addressing questions about Eknath Shinde driving from Igatpuri, Fadnavis said: "We are in the habit of sitting in each other's car. We are also used to driving. Our car is also going very fine. We three drive the car in three different shifts to ensure the development of the state." The politicians took turns driving, with Shinde initially at the wheel and Fadnavis beside him and Pawar in the rear. Then, Fadnavis drove the car with Shinde seated next to him and Pawar in the rear seat.

"Journey that used to take 18 hours, will take 8 hours": Eknath Shinde on Samruddhi Highway
Nashik (Maharashtra) [India], June 5 (ANI): Maharashtra Deputy Chief Minister Eknath Shinde on Thursday said that the Hindu Hruday Samrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg (Highway) was a 'game changer' as it will reduce travel time from 18 hours to only eight hours. While addressing the press conference, Shinde said that the highway would save fuel and time, proving beneficial for the people. 'The last phase was inaugurated by the popular Chief Minister Devendra Fadnavis. It is a game-changer project in Maharashtra. It was the most difficult and challenging project. It will benefit the people to a large extent. The journey that used to take 18 hours will take 8 hours. It will save fuel, it will save time,' Shinde said. He said that the final leg of the Samruddhi Highway would benefit farmers, who used to travel to Mumbai from Nagpur with their produce, as they would reach the financial capital within a day instead of multiple days. 'The last phase will benefit Nashik. A farmer from Nagpur who left in the morning with farm produce used to reach Mumbai in three days, but now the farmer who left in the morning will reach Mumbai in the evening,' the Deputy CM said. 'This will give a boost to industries everywhere,' he added. Shinde said that the Samruddhi Highway was environment-friendly since many facilities have been provided to ensure that wild animals are not disturbed and can move freely. 'Even the most minor things have been kept in mind. Facilities have been provided so that wild animals will not be disturbed anywhere and can move freely. 11 lakh big trees and 22 lakh small trees have been planted, so this Samruddhi Mahamarg is environmentally friendly,' he informed. He further stated that the highway would boost the agritourism industry. He also said that the already approved 802-kilometre-long Shaktipeeth Highway, which will connect Maharashtra's Nagpur to Goa, will prove beneficial for farmers in the Marathwada region as it would increase connectivity, possibly avoiding farmer suicide. 'Some people were in a hurry for the inauguration, but the work was not completed at that time. It was inaugurated by Prime Minister Modi when I was the Chief Minister. This road will boost the agri-tourism industry,' Shinde said. 'Shaktipeeth Highway will be a game changer for Marathwada farmers. They will not commit suicide. It should be built to benefit the people,' he added. Meanwhile, Deputy Chief Minister Ajit Pawar said many initially opposed the Samruddhi highway project. He said that the project cost went up to approximately Rs 61,000 crore from Rs 55,000 crore, and nearly 12 crore cement bags were used in the construction of the highway. 'Many people opposed this project when it was starting. It was worth (approximately) Rs 55,000 crore, but it went up to Rs 61,000 crore. Twelve crore cement bags have been used here. Devendra Fadnavis started it when he was the Chief Minister, and now it is rare that it is inaugurated when he is the Chief Minister,' he said. 'We followed all the rules,' said Pawar while talking about taking a drive with Devendra Fadnavis on the highway. Maharashtra Chief Minister Devendra Fadnavis inaugurated the final phase of the 701-kilometre Highway from Igatpuri in Nashik to Aamne in Thane in the presence of both deputy chief ministers, including Ajit Pawar. Fadnavis also inaugurated the 'Thane Creek Bridge No. 3 South Channel' on the Sion-Panvel Mahamarg, which adds a new dimension to the Mumbai-Pune highway. (ANI)
