In a significant step towards resolving interstate river water issues, the chief ministers of Andhra Pradesh and Telangana, along with their respective irrigation ministers and senior officials, participated in a high-level meeting convened by the union ministry of Jal Shakti in New Delhi on Wednesday. The discussions, which focused on the sharing and management of Krishna and Godavari river waters, were held in a cordial and cooperative atmosphere, said sources.
The meeting between CR Patil, N Chandrababu Naidu, and A Revanth Reddy lasted for more than 90 minutes.
Key agreements reached included the decision to install telemetry systems at reservoir outflows and canal entry points to ensure accurate measurement and transparency in water usage. The proposal, originally suggested by Telangana CM Revanth Reddy, was accepted by Andhra Pradesh, marking a breakthrough in building mutual trust.
Both states also agreed to undertake immediate repairs and protection works for the Srisailam Project, a critical irrigation asset for the region. The restoration will be executed jointly, as per Telangana's proposal, signalling a spirit of collaboration between the two Telugu states.
A major outcome of the meeting was the decision to form a joint committee comprising technical experts and senior officers from both states. This committee, which will be formally set up by next Monday, has been tasked with addressing all outstanding technical issues, including long-pending water projects in the Krishna and Godavari basins such as Polavaram, Banakacherla, and others. The Centre has directed the committee to work swiftly and submit a feasible report within a short timeframe.
In terms of institutional arrangements, it was agreed that the Krishna River Management Board (KRMB) will be based in Vijayawada, Andhra Pradesh, while the Godavari River Management Board (GRMB) will remain in Hyderabad, Telangana. The union ministry of Jal Shakti will supervise the functioning of the committee and coordinate inter-state consultations whenever needed.
Government sources described the outcome as a 'positive development," adding that the Centre had strongly encouraged both states to come to the table and engage in dialogue to resolve disputes. The meeting concluded with a shared commitment to the principle of 'Telugu states, one people", emphasising mutual respect and cooperation.
If required, the Centre may convene another round of talks at the level of chief ministers or through an apex committee to further accelerate the resolution process. Both Andhra Pradesh and Telangana have also been advised to hold regular interstate meetings to address ongoing concerns and chart a path forward in a time-bound manner.

Guntur: Sarpanches from across Andhra Pradesh on Monday submitted petitions to district collectors, appealing for the release of Rs 1,121 crore in 15th Finance Commission funds from the Central government, which have been pending since December last year. They said that despite repeated appeals to Chief Minister N Chandrababu Naidu, Deputy Chief Minister Pawan Kalyan, and senior officials in the panchayat raj department, their pleas have gone unanswered for the past seven months. Under the leadership of Dr Jasti Veeranjaneyulu, national vice-president of All India Panchayat Parishad and chief advisor to the Andhra Pradesh Sarpanches Welfare Association, sarpanchs from Guntur district, cutting across party lines, submitted a memorandum to district collector S Nagalakshmi during the 'Spandana' grievances redressal programme. The sarpanches appealed to collector Nagalakshmi to facilitate the immediate release of the Central government's 15th Finance Commission funds, sent in December last year, to support the development of the panchayats. Speaking to the media outside the collector's office, Dr Jasti Veeranjanelu expressed dismay that the Rs 1,121 crore released by the central government in December last year has yet to be credited to the panchayat accounts. He criticised the practice of merely issuing government orders (GOs) and administrative approvals without disbursing the funds, calling it unreasonable. He also stated that there is little hope of receiving another Rs 1,000 crore expected from the Central government in July of the current financial year. Dr Veeranjanelu revealed that during a recent meeting with senior officials of the Union ministry of panchayat raj in Delhi, he was informed that the next tranche of Rs 1,000 crore would only be transferred if gram panchayats spent the funds received last year and submitted the utilisation certificates. Collector Nagalakshmi responded positively to the sarpanches' concerns, assuring them that she would bring the matter to the attention of the government and take immediate steps for a resolution.

Mangaluru: The Union government has approved the restoration of 11 schools in Dakshina Kannada district that were damaged by natural calamities, under the Samagra Shiksha scheme for the academic years 2023–24 and 2024–25. This was confirmed by Minister of State for Education Jayant Chaudhary in a written reply to an unstarred question raised by MP Capt. Brijesh Chowta in the LokSabha. The minister stated that schools damaged by extreme weather events are prioritised for repair based on recommendations from the respective state governments. As per data available on the PRABANDH portal, 11 schools in Dakshina Kannada have been sanctioned for major repairs under the scheme in the past two years. He added that the Centre's Samagra Shiksha scheme enables states to address the repair and infrastructure requirements of schools affected by natural disasters, facilitating financial support for such coordination with the National Disaster Management Authority (NDMA), the Department of School Education and Literacy under the Union Ministry of Education has issued separate guidelines and advisories to urgently restore infrastructure and services in flood-affected schools. In addition, under the National Disaster Response Fund (NDRF), the Centre has initiated repair works for 240 school buildings in Dakshina Kannada for 2024–25. The state government has taken up repair works for another 312 schools under its own funding. During the Monsoon Session that began on Monday, MP Capt. Brijesh Chowta raised concerns over the extensive damage to over 290 government schools in Dakshina Kannada due to torrential rains and sought immediate central assistance for restoration. Welcoming the approval for the restoration of the first 11 schools under the central scheme, Chowta said efforts will continue to secure additional funding from the Union government to repair all schools affected by the heavy rains in the coastal district. He reaffirmed his commitment to ensuring that students in disaster-hit regions of Dakshina Kannadahave access to safe and functional school infrastructure at the earliest.

NEW DELHI: The Supreme Court on Monday expressed its displeasure at the Centre's submission in a case that the Russian woman fighting with her estranged Indian husband for their child's custody has gone missing and probably went back to Russia. The two-judge Bench of Justices Surya Kant and Joymalya Bagchi called the situation 'unacceptable' and observed that it was 'gross contempt of court'. The Bench said in its order on Monday: 'Her passport is seized. How could she get a duplicate passport? It could not have been possible without the help of some officials at the Russian Embassy. It is a gross contempt of court. It is totally unacceptable. We will be passing some harsh orders and direct for issuing a Red Corner Notice.' The Centre's submission that the woman had left India came as a surprise, as it had previously told the SC that she had not left the country, at least through legal means.
