. With nearly 11 crore FASTags issued by banks, the govt is exploring ways to expand its use as a flexible payment tool.
To take this forward and firm up the next phase of FASTag growth, the road transport and highways ministry and the
NHAI
on Wednesday held a brainstorming workshop with top officials from the finance ministry and fintech firms. Road transport minister Nitin Gadkari said through collaboration with fintechs and other stakeholders, the govt aims at expanding the utility of FASTag into a robust platform that will 'enhance user convenience, streamline transport and mobility services'.
Sources said road transport secretary V Umashankar said while FASTag has largely introduced manless tolling and eliminate barriers this can be used for other purposes linked to vehicles, such as paying for fuel,
insurance
premium and traffic challan, as the govt has enforced the 'one vehicle, one tag' rule.
On the prospect of allowing insurance companies to issue FASTag to increase coverage of insured vehicles from 50% to 75%-90% in three years, the secretary said this is possible but there is a need to cleaning the 'Vahan' database, which has around 7.5 crore inactive vehicles.

NEW DELHI: Pulling up the National Highways Authority of India (NHAI) and road transport ministry for collecting toll on highway stretches that are incomplete, under prolonged construction, or marked by serious deficiencies, the Public Accounts Committee (PAC) has recommended a government-backed framework for refunding or waiving user charges where highway services are below par. In its latest report, the PAC has drawn attention to the Income Tax framework, where government has institutionalised a mechanism to process refunds to taxpayers in case of excess deduction or payment, and has recommended that NHAI and the road transport ministry establish a technology-driven and transparent mechanism for automatic toll refund or waiver in case a highway stretch is 'incomplete, unfit, or unavailable fully or under maintenance for use'. The apex parliamentary panel headed by Congress MP K C Venugopal recommended that the refund system should be 'fully integrated with the electronic toll collection framework (FASTag) and designed to function without the need for user intervention, just as income tax refunds are processed and paid directly to taxpayers'. This includes highway stretches that are incomplete, under prolonged construction, or marked by serious deficiencies in safety and traffic flow. Continuing to levy toll without delivering the promised level of service violates both the user-pay principle embedded in Section-7 of the NH Act and the norms of fair commercial conduct envisaged under Section-10 of the NHAI Act,' the report said. It also mentioned that the ministry had informed it that toll is presently collected under the NH Fee Rules, 2008, and is explicitly levied for the provision of highway-related services to users. The ministry had also told the PAC that user convenience remains a challenge and that efforts are underway to implement barrierless free-flow tolling systems to enhance service delivery. There have been several instances where courts have directed NHAI to either suspend tolling or reduce charges till highway stretches are back in shape. Questions Perpetual Tolling The panel has also raised questions on toll charges linked to base rates first fixed in 2008 and annually revised, with a 3% annual escalation, irrespective of road quality, traffic volume, or user affordability. It observed that the concept of tolling in perpetuity was first introduced through an amendment to the Fee Rules in 2008, allowing continued collection of user fees even after the recovery of project costs. "This provision was further clarified and codified through the 2023 amendment to the Fee Rules, which explicitly permits tolling to continue beyond the end of the concession period, thereby formalising a regime of perpetual tolling," it said. It said once the concession period of a BOT-toll project is over, the asset is handed over to NHAI, after which it is operated as a publicly funded toll plaza, with toll revenues credited directly to the Consolidated Fund of India. "While toll rates are revised annually through a formula combining a fixed 3% increment with partial indexation to the Wholesale Price Index, the committee find that there is no institutional mechanism to independently evaluate whether toll charges are justified in relation to actual operation and maintenance costs or future service requirements," the panel said. The committee recommended that toll collection on any highway stretch must be rationalised and substantially reduced once capital and routine maintenance costs have been recovered. "Any continuation of tolls beyond this point should be permitted only if clearly justified and approved by the proposed independent oversight authority," it said while urging the ministry to review all existing contracts and publicly funded toll plazas allowing tolling beyond cost recovery in light of these principles to safeguard user interest and uphold the principle of equity in public infrastructure usage. It has recommended establishing a tariff authority, on the lines of the Airports Economic Regulatory Authority (AERA) in the civil aviation sector, to ensure transparency and fairness in toll fixation, collection, and regulation.

Lucknow: CAG report has found anomalies in the working of the state mining department. The report has pointed out lack of monitoring and delays in timely intervention by field officials, resulting in losses of Rs 409 crore to the state exchequer. CAG took note of the mining activities between 2017-18 and 2021-22 financial years to conclude its findings. On a positive note, the Comptroller and Auditor General of India office praised some practices implemented by the mining department in recent years, including the centralised Mine Mitra web portal and integrated surveillance system. A geo-spatial analysis to ascertain illegal mining was also undertaken in collaboration with MNNIT Prayagraj, under which some areas that were taken up on lease in Hamirpur and Prayagraj were examined. The report mentioned that the department suffered a shortfall of Rs 322 crore as royalty fees from minerals during the said period, which could have been ensured through a prompt response from the authorities. Providing its recommendations to the state govt for further action, the CAG report said that steps need to be taken to deploy adequate manpower to monitor and regulate illegal mining activities. It pointed out that the department's portal, during the said five years, was unable to accurately gauge the amount of minerals being excavated or collect data related to employment generation. The report mentioned focus on closer coordination among govt agencies and emphasised linking the mining department portal with VAHAN database while generating MM-11 (online royalty receipts). Senior mining department officials said the majority of the recommendations put forth by CAG have already been implemented, including linking the database and updating the portal to collect the data accurately. Tirupati: Tirumala Tirupati Devasthanams (TTD) has made FASTag, a radio frequency identification technology-based system for e-toll collection in the prepaid digital format, mandatory for all vehicles entering Tirumala through the Alipiri tollgate from Aug 15. The temple trust said the decision was taken to provide better safety standards, prevent overcrowding, and offer transparent services to devotees arriving in own or rented vehicles at the Alipiri check point. A FASTag issuance kiosk has been set up at the Alipiri check point for those who do not have FASTag on their vehicles. TTD's vigilance and security wing clarified that the security frisking mechanisms in place at Alipiri tollgate will remain as they are irrespective of the mode of toll collection. While there are twin pedestrian routes leading to Tirumala, Alipiri happens to be the only gateway to Tirumala as far as vehicular traffic is concerned. TTD collects two-way toll fees from vehicles plying along the twin ghat roads. With close to 8,000 vehicles entering Tirumala through the Alipiri tollgate during normal days and around 12,000-15,000 vehicles heading to the hill shrine during weekends, holidays, and important festive occasions, manual collection of toll fees at Alipiri often leads to traffic jams. Devotees have welcomed the move to facilitate digital payments through FASTag, which will enable faster collection of toll fees without manual intervention and lead to a hassle-free passage following the security frisking at Alipiri tollgate.
