CM unveils road map for comprehensive devpt by 2036

dubbed '36 for 36', marking a strategic push to transform the state through 36 flagship programmes by its centenary year in 2036.
The initiative, unveiled during the seventh meeting of the council of ministers at Lok Seva Bhawan, sets an ambitious target of achieving a
gross state domestic product
(GSDP) of $1.5 trillion by 2047, aiming to contribute 5% to India's GDP when the nation celebrates 100 years of Independence.
"This is both a challenge and an opportunity," said CM Majhi, emphasising the role of
public-private partnerships
and technological coordination in achieving these goals. The council of ministers decided that the govt will finalise the '
Odisha Vision 2036
and 2047' documents within 15 days after consulting public representatives, civil society members and intellectuals through four regional workshops across the state.
Majhi said that it would be possible to finalise the draft through the well-thought-out advice and guidance of the council of ministers. "An implementation plan will be charted for the successful implementation of the targets laid down in the Vision Odisha 2036 and 2047 documents," he said. The vision document, developed in collaboration with NITI Aayog since Aug 2024, focuses on three key pillars: inclusion, prosperity and wellness. It prioritises infrastructure development, including enhanced road, rail, port and air connectivity.
Chief secretary Manoj Ahuja emphasised the importance of export-oriented manufacturing and outlined plans for deregulation, decriminalisation and digitisation to improve the business environment. Development commissioner Anu Garg presented the key priorities of the initiative alongside sectoral group secretaries. The programme aligns with Prime Minister Narendra Modi's vision of transforming India into a developed nation by 2047.
The ambitious initiative positions Odisha as a significant contributor to national growth, marking a new chapter in the state's development journey. The govt earlier initiated a comprehensive public consultation process to prepare vision documents and received more than 3 lakh suggestions. The administration has established multiple digital forums such as a website (vision.odisha.gov.in) and a WhatsApp number to gather public suggestions focusing on key areas including rapid economic development and inclusive, sustainable growth. The move comes as part of the govt's broader initiative to ensure participatory planning in the state's development agenda.

Vijayawada: Chief Minister N Chandrababu Naidu on Friday unveiled an ambitious vision to transform Visakhapatnam into a new Mumbai over the next seven years. He directed officials to develop the 'Visakha Economic Region' as AP's primary growth engine, aiming for a staggering $120 billion economy from this region by 2032. The proposed economic region encompasses eight districts, including Visakhapatnam, Vizianagaram, Srikakulam, Anakapalli, Kakinada, East Godavari, Alluri Sitharama Raju (ASR), and Manyam. The Chief Minister has instructed the officials to launch projects that will significantly boost economic activity across these eight districts, which spread across 36,000 square kilometers and are home to 15.5 million people. Currently, this region's GDP stands at nearly $49 billion. According to the Chief Minister, this region alone can generate 20 to 24 lakh jobs by 2032, making it vital for the state's future prosperity. During a review meeting on Friday with NITI Aayog officials, the Chief Minister outlined a comprehensive development strategy for the Visakhapatnam Economic Region. His proposal focused on six ports, seven manufacturing nodes, 17 major agricultural zones, six service hubs and 12 tourism hubs. The NITI Aayog officials presented a detailed plan, focusing on seven key growth drivers for the region: ports, IT, agriculture, tourism, healthcare, urban development, and infrastructure. A total of 41 crucial projects are slated for prioritised implementation. "We will develop beach roads from Mulapeta to Visakhapatnam and from Visakhapatnam to Kakinada, connecting them to national highways. Our coast is a true treasure. We must fully leverage its potential," the Chief Minister said, adding that his government accorded industry status to tourism and rolled out a highly investor-friendly policy. On future workforce needs, the Chief Minister highlighted the importance of continuous skill training for youth. He also revealed plans to provide work-from-home opportunities to 20 lakh people. For the IT sector, Naidu set a target of creating 4-5 lakh jobs over the next seven years, with a strong emphasis on establishing data centers, startups, and innovation hubs. He further said Andhra Pradesh is prioritising the development of solar, wind, pumped hydro, battery storage, and green hydrogen as part of its energy strategy. The CM highlighted the state's abundant natural resources to support this vision and urged NITI Aayog to extend its support in bringing it to fruition. Later, a Memorandum of Understanding was signed between the Andhra government, NITI Aayog, and the ISEG Foundation for the State Energy Transition Roadmap. The current installed power generation capacity in the state is 27.3 GW. Electricity demand in the state rose from 55.6 BU (billion units) in 2019 to 69.7 BU in 2025 while industrial demand grew by 4.8 percent and household demand by 5.1 per cent. Power demand is projected to rise from 88.6 BU next year to 163.9 BU by 2035.

1 2 3 Bhubaneswar: The state cabinet, under the chairmanship of chief minister Mohan Charan Majhi, on Friday approved a comprehensive five-year biotechnology development scheme with an outlay of Rs 1,113.50 crore. The programme will be implemented from 2025-26 to 2029-30. The 'Development of Biotechnology' initiative, comprising 17 sub-schemes, aims to transform Odisha into a knowledge-driven bio-economy by leveraging the state's rich biodiversity and existing research infrastructure. "This scheme will create a robust ecosystem for innovation, incubation and investment in the biotechnology sector," a govt statement said. The programme aligns with the state's Industrial Policy Resolution (IPR) 2022, which identifies biotechnology as a thrust sector. The new scheme aims to bridge the gap between academia and industry while fostering collaboration across sectors including agriculture, medicine and environmental sciences. The initiative complements the recently announced Odisha Biotechnology Policy, 2024, offering incentives for advanced infrastructure development and positioning the state as a biotechnology hub. The cabinet also gave its nod to modalities of the Mukhyamantri Sahari Bikash Yojana (MSBY), with a massive outlay of Rs 6,000 crore over five years. The scheme, aligned with the state's "Viksit Odisha@2036 vision", aims to revolutionise urban infrastructure and boost revenue generation across cities. For the initial year (2025-26), the state has allocated Rs 1,100 crore in the last budget. The scheme, scheduled to run from 2025-26 to 2029-30, will focus on four key areas — urban infrastructure development, wage employment, water body development and animal welfare. Under the infrastructure component, the scheme will develop various facilities, including kalyan mandaps and multi-purpose halls, market complexes and vending zones, roads, drains, and parking facilities and EV charging stations, among others. The cabinet also gave its nod to exempt land premium of Rs 2.60 crore for lease of a piece of land to Narcotics Control Bureau for construction of its building. Bhubaneswar: Around 27,428 posts have been filled up after the "formation of our govt", chief minister Mohan Charan Majhi said here on Friday while distributing offer letters to newly appointed 1,294 officers and employees in seven departments. Our goal is to fill 1.5 lakh govt posts within five years, with 65,000 positions to be filled in the first two years," the CM said. He said more recruitments are on the way, and the process will continue. "We enacted legislation in the state assembly to ensure transparency in the recruitment process. Complete transparency is maintained in recruitment, and we increased the job age limit to 42 years," he added. H e also highlighted that only 2% of employment in the state is in govt sector, with the rest being created in the private and industrial sectors. "In the coming days, at least 1.3 million jobs are expected to be created in the industrial sector alone. Our youth need to become industry-ready. Within just four months of the Utkarsh Odisha conclave, 90,000 job opportunities opened up in the industrial sector," he added. The CM said the appointees will serve the people of Odisha as part of the govt. "I believe you will serve with dedication and commitment, understanding the needs and challenges of the people. Our govt adopted a zero-tolerance policy against corruption, and you should stay away from it," he added. All appointees were encouraged to plant a tree in their mother's name as part of the 'Ek Ped Maa Ke Naam' campaign. "With the blessings of your parents, you secured the job. The appointees comprised 826 postgraduate teachers in school and mass education department, 224 in health and family welfare department, 63 in commerce and transport department, 81 in skill development department, 49 in panchayati raj and drinking water, 32 in excise department, and 19 in labour department.
