Harish Rao on Monday also welcomed the decision of the EAC that the ToR could be not given without examination by the Central Water Commission (CWC) and the Godavari Water Disputes Tribunal (GWDT).
'This is a victory for the BRS party's struggle and a victory for the people of Telangana. This is a strong blow to Andhra Pradesh's conspiracy to illegally divert Telangana's Godavari waters under the name of the Banakacherla project. We want to make it clear that the BRS will continue its fight until the Banakacherla project-designed in a way that causes injustice to Telangana's rightful share of water is completely scrapped,' Harish Rao said.

Hyderabad: Supreme Court on Wednesday annulled the nominations of M Kodandaram and Amer Ali Khan as members of the legislative council (MLCs) under the governor's quota, and said any fresh nominations must come through a recommendation of the state cabinet and approval by the governor. The court also made it clear that even such future nominations will be subject to the final outcome of the pending petitions. The dispute traces back to Sept 2023, when the then governor, Tamilisai Soundararajan, rejected the nominations of Sravan and Satyanarayana on the ground that they were party functionaries and therefore not suitable for the 'eminent persons' category reserved for nominations under the governor's quota. The BRS nominees challenged the rejection, arguing that a governor has no independent power to turn down the cabinet's recommendation and must act on the aid and advice of the council of ministers. After the Congress led by Revanth Reddy assumed office in Dec 2023, the cabinet recommended Kodandaram and Amer Ali for the two seats. The governor approved these names, contrary to her own press note that she will not act in the matter till the high court resolved the BRS's pleas. The high court later quashed both the governor's rejection of the BRS names and the subsequent approval of the Congress nominees. The BRS govt nominees then approached the Supreme Court, contending that the high court should have restored their nominations. The governor also appealed, saying parts of the high court order could be read as 'intruding' into the governor's constitutional domain. During Wednesday's hearing, attorney general R Venkataramani appeared for the governor and defended the actions taken. He said the governor first faced the allegation that she had not acted on cabinet advice when she rejected the BRS names. "When a second set of names came from the new cabinet, she acted strictly in accordance with that advice and approved them," he said. The bench asked why there appeared to be a 'pick and choose' approach, rejecting one set and approving another. The attorney general responded that the governor had 'rectified the initial mistake' and aligned with the cabinet's recommendation the second time. "The high court said I have to act in tune with the advice of the cabinet and called my rejection order bad in law. Then why did it nullify the subsequent approval of the Congress nominees which was in accordance with cabinet advice? I have no idea why the high court did that," he said, adding that he was not supporting either set of recommendations but stating the legal position as he understood it. With the Supreme Court's modification of its interim order, the high court's March 2024 ruling will operate for now. Any fresh nominations proposed during the pendency of these petitions will be provisional and subject to the Supreme Court's final decision. 8th Pay Commission news: Implementation of 8th CPC may be delayed, Central govt employees may have to wait until…, know about past trends
8th pay commission update The Modi government announced the formation of the 8th Central Pay Commission in January 2025, but progress has been very slow. The crucial Terms of Reference (ToR) are not yet finalised. If we consider the timeline followed by the 7th Pay Commission, central government employees and pensioners may have to wait more. According to media reports the revisions can be effective retrospectively from January 1, 2026. 8th Pay Commission Implementation The Pay Commission is set up roughly every decade to revise pay, pensions, and allowances for central employees and retirees, but the 8th pay commission has not yet made big progress. The government has not even appointed a chairman or members, and the ToR which shapes the panel's scope is also pending seven months after the initial declaration. Employee unions and representative bodies have been pressing the Centre for updates. In response to a recent query, the Finance Ministry said it has sought inputs from ministries, states, and employee organisations, and that a formal notification will be issued once the ToR is finalised. Will Implementation Of 8th Pay Commission Be Delayed? If the 8th Pay Commission follows the same timeline as earlier commission it can delay more. The 7th Pay Commission, announced on September 25, 2013, took nearly 33 months from announcement to implementation: ToR issued: February 28, 2014 (five months after announcement) Members appointed: March 4, 2014 Report submitted: November 19, 2015 (about 20 months later) Implementation: June 29, 2016, with effect from January 1, 2016 This means there was a 27-month gap between the ToR notification and the implementation date. Applying that to the 8th Pay Commission, if the government issues the ToR by August 2025, recommendations could realistically be implemented only around January 2028. However the process might not exactly be done in the same way like the 7th Pay Commission, current delays suggest the 8th Pay Commission can be delayed like earlier one.

Economy in reverse gear in Telangana: Harish
Hyderabad: Former minister T Harish Rao has blamed chief minister A Revanth Reddy for Telangana slipping into deflation for the second consecutive month. This is a rare and dangerous sign of an economy in reverse gear. The demand is collapsing, and the Congress govt is watching from the sidelines, he said. In a statement on Thursday, Harish said: "Even Reserve Bank of India (RBI) aims to keep inflation between 2% and 6% to ensure healthy growth. But Telangana is now below 0. Rural and urban inflation stood at -0.93% in June and -0.44% in July, while rural inflation in Telangana fell further to -1.54% in July from -0.91% in June. This isn't an achievement; it's an economic red alert," the former finance minister said. He said Telangana's economy was bleeding as govt spending has collapsed, both on welfare and capital projects, promises broken and pockets empty. Telangana people have no money to spend, so demand has crashed. He said policy blunders crippled agriculture, real estate, and small businesses.
