Bottom-up approach key to Recoda's high-impact development projects, says Awg tengah

MIRI (June 26): A bottom-up approach driven by community feedback is essential for implementing development projects under the Regional Corridor Development Authority (Recoda), said Deputy Premier Datuk Amar Awang Tengah Ali Hasan.
He emphasised that proposed projects should be innovative, have long-term impact, and be well-coordinated among all government agencies and departments in Sarawak.
'Projects that involve grassroots needs should be prioritised and evaluated for project implementation which is in accordance with the strengths and uniqueness of the location.
'We want to involve the community to see what the priorities are based on the needs, based on the strengths that exist in each area covered by the agencies and we don't want to go from top to bottom, but rather involve the bottom up,' said the State Minister of International Trade and Industry and Investments.
Awang Tengah, who is also Second State Minister of Resources and Urban Development, and Northern Region Development Agency chairman, was speaking when officiating at a lab session organised by Recoda through NRDA in Lawas yesterday.
The lab gathered key stakeholders to refine and prioritise high-impact initiatives under Rolling Plan 1 of the 13th Malaysia Plan (13MP) for the Limbang and Lawas districts.
The session focused on ensuring that proposed projects are strategic, practical, and responsive to community needs.
Recoda CEO Datuk Ismawi Ismuni reminded participants to emphasise cost-effectiveness and avoid overlapping with initiatives already funded by other ministries or agencies.

KUALA LUMPUR: The government will table Budget 2026 in Parliament on Oct 10, the Finance Ministry (MoF) announced today. In the lead-up, the ministry will coordinate extensive public and stakeholder engagements to gather input in line with the priorities of the Madani Economy. "The government is committed to incorporating the feedback received through these engagements into Budget 2026 — particularly those that directly contribute to economic progress, the wellbeing of the rakyat, and improved governance," the MoF said in its pre-budget statement. Budget 2026 will be the fourth in a series of Madani budgets aimed at realising the vision of the Madani Economy — restoring fiscal resilience, strengthening the country's economic foundations, and uplifting the dignity and livelihoods of the people. As with previous Madani budgets, it will continue to deliver on three key pillars: raising the ceiling of national growth, raising the floor of living standards, and driving reform, particularly in governance. It will also mark the first budget under the 13th Malaysia Plan (13MP) 2026–2030. "Amid a global environment marked by uncertainty and intensifying competition, Budget 2026 will maintain its focus on Malaysia's long-term economic reform agenda while addressing short-term challenges to sustain growth momentum and safeguard economic resilience. "At the same time, efforts will be intensified to enhance the wellbeing of the rakyat through more targeted, outcome-driven assistance to improve quality of life," the ministry said. It added that the key focus in 2026 would continue to build on the three pillars of the Madani Economy, while also laying a strong foundation for the first year of the 13MP. Budget 2026 will emphasise reform and good governance, boosting national economic growth, and improving living standards for all. The government reaffirmed that the budget will be formulated through a bottom-up, people-centred approach that places community needs at the heart of public policy. To institutionalise this approach further, the government will actively seek views from the public, businesses and key stakeholders to ensure national policies reflect realities on the ground. KUALA LUMPUR: The Malaysia External Trade Development Corporation (Matrade) supports the country's gross export growth target, averaging 5.8 per cent annually, to reach RM2.09 trillion by 2030. In a statement today, it said it will continue to play a strategic role in expanding global trade networks and intensifying export promotion in high-impact sectors aligned with MADANI economic principles. Matrade chairman Datuk Seri Reezal Merican Naina Merican said the agency's initiatives will be coordinated to support the government's aspirations under the 13th Malaysia Plan (13MP). "Priority will be given to strengthening the nation's export competitiveness by empowering micro, small, and medium enterprises (MSMEs), exploring new markets, enhancing product innovation, and adapting to an increasingly complex and challenging global trade landscape by embracing digital and sustainable business models." "These efforts align with the 13MP's aspirations, which emphasise the importance of driving economic growth via increasing exports, strengthening economic inclusivity, and incorporating technology and innovation in strategic sectors," he said. Meanwhile, Matrade chief executive officer Datuk Seri Mohd Mustafa Abdul Aziz said the export promotion programme focuses on key sectors such as electrical and electronic goods, halal, digital, agriculture, franchised products, and services. "These efforts also leverage Magtrade's network of overseas offices to help Malaysian companies effectively foray into international markets," he added. According to Matrade, expanding export matching programmes, foreign market guidance, and the provision of capacity-building programmes such as seminars, workshops, and related courses will be implemented for MSMEs. It will also take strategic steps in planning export development and promotion programmes that align with government aspirations, particularly in developing high-growth, high-value industries. These include the electrical and electronics sector, games and digital animation, halal products, modern agriculture, global services and franchising. "MATRADE will focus on exploring new high-potential markets such as South America, Africa, the Middle East and Eastern Europe, involving more participation in free trade agreements, business matching programmes and export acceleration missions. "The introduction of the National Trade Blueprint 2.0 will serve as a new strategic roadmap document to coordinate policies, enhance implementation efficiency, and strengthen the export ecosystem," he said.

GEORGE TOWN: Penang is prioritising artificial intelligence (AI) as a core driver to enhance long-term economic competitiveness and sustainability under its innovation-led development strategy. Chief Minister Chow Kon Yeow said AI will be pivotal in advancing digital education, improving smart public services and fostering entrepreneurship under the Penang2030 Vision, themed 'A Family-Focused, Green and Smart State that Inspires the Nation.' "Penang has long been a national technology hub. As we shift to a knowledge- and innovation-based economy, AI is critical for sustained growth and global relevance," he said at the launch of AI Horizon 2025 today. The initiative is backed by the upcoming Penang Digital Economy Master Plan 2025–2030, which focuses on business digitalisation, talent development, as well as strengthening the startup and high-tech ecosystem, including AI hubs, data centres and tech incubators. Also present was Deputy Chief Minister II Jagdeep Singh Deo, chair of the state's Human Capital Development, Science and Technology Committee. Chow noted the initiative aligns with the federal government's goal under the 13th Malaysia Plan (13MP) to establish Malaysia as a regional AI leader by 2030. "The digital future cannot wait. AI must be embraced beyond professionals and introduced early in schools, Technical and Vocational Education and Training (TVET) institutions and universities," he said. Chow also praised the strong turnout at AI Horizon 2025 as a sign of public readiness to embrace AI technology. Organised by Tech Dome Penang in partnership with the Ministry of Science, Technology and Innovation (MOSTI), HRD Corp, Penang Island City Council (MBPP), the State Education Department (JPNPP), and Penang STEM, the one-day event brought together policymakers, industry leaders and educators to accelerate AI adoption at national and global levels. The event featured more than 50 local and international tech firms and over 50 strategic partners, with activities including youth AI competitions, a young engineers' programme, expert panels, public forums, and exhibitions by multinationals, small and medium enterprises, and local startups showcasing AI innovations.
