
A 50% stamp duty concession for land transactions under MMRDA's Pen township project
: The Maharashtra Cabinet on Tuesday approved a 50 per cent concession in stamp duty for land transactions linked to the state's first large-scale urban project being executed under a public-private partnership (PPP) model.

This move will promote investment and generate employment opportunities, the Chief Minister's Office (CMO) stated.
Chief Minister Devendra Fadnavis chaired the meeting of the council of ministers, it said.
The stamp duty payment concession applies to land agreements required for the integrated township project being developed under the New Town Development Authority (NTDA) in Pen taluka.
According to the statement, the project spans approximately 1,217.71 acres and is being executed through a Special Purpose Vehicle (SPV) as per MMRDA's integrated township policy.
Once operational, the growth centre is expected to house fintech firms, educational and healthcare institutions, entertainment hubs, affordable housing, commercial zones, retail markets, and construction-related industries.
Described as Maharashtra's first large-scale, world-class urban project under the public-private partnership (PPP) model, it is also anticipated to attract substantial foreign investment.
In the long term, the state government expects to receive increased revenues through stamp duty and taxes from commercial activity generated by the development, the CMO said.
The cabinet also approved a stamp duty waiver for the transfer of land to the Maharashtra National Law University (MNLU) in Mumbai.
A total of 1,41,640.40 square meters of land at Pahadi in Goregaon (west) has been earmarked for the permanent campus of MNLU, currently operated from rented premises in Powai.
This decision will facilitate the development of a permanent and integrated campus, enhancing the educational infrastructure in Mumbai.

CapitaLand Investment Limited (CLI), a real asset manager, announced on August 12 that it has signed a Memorandum of Understanding (MoU) with the Maharashtra government and indicated plans to invest over ₹19,200 crore by 2030, aiming to expand its presence in the Mumbai and Pune commercial real estate markets. CapitaLand Investment Ltd said its presence in Maharashtra commenced in 2013 with the launch of International Tech Park Pune, Hinjawadi (ITPP-H), developed in partnership with the Maharashtra Industrial Development Corporation (MIDC). Maharashtra Cabinet okays recruitment of 15,000 police personnel
The Maharashtra Cabinet on Tuesday approved the recruitment of around 15,000 police personnel in the state police force. The decision follows the announcement by Chief Minister Devendra Fadnavis, who heads the Home Department, during the monsoon session of the Assembly that a recruitment drive for the police department is underway. The initiative is part of a 150-day programme aimed at restructuring the police department, updating rules, ensuring compassionate appointments, and identifying vacancies. CM Fadnavis had said that the state government has already recruited 38,802 police personnel between 2022 and 2025, and a proposal for recruiting an additional 13,560 police posts has also been submitted. The Cabinet also cleared the decision to increase the margins of ration shopkeepers in the state. Minister of Food and Civil Supplies Chhagan Bhujbal said that the Cabinet gave the approval to increase the margin amount of ration shopkeepers who provide food grain to eligible beneficiaries of the National Food Security Scheme (Antyodaya Anna Yojana and Priority Households) under the state's public distribution system. Bhujbal said, 'The margin rate currently being given to the fair price shopkeepers for distribution of food grains to ration card holders through e-POS machines under the public distribution system in the state has been increased by Rs 20 per quintal (Rs 200 per metric tonne). This will result in an estimated annual additional financial burden of Rs 92.71 crore on the State Exchequer.' In other decisions, the Cabinet also decided to provide viability gap funding for Solapur-Pune-Mumbai air travel. The government also gave approval to relax the guarantor conditions in various loan schemes implemented by corporations under the jurisdiction of the Department of Social Justice and Special Assistance. The government guarantee has been extended for five years.
