Assembly passes private school fee regulation Bill amid heated debate
Initially approved in April, the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025 was tabled by Education Minister Ashish Sood on Monday during the Monsoon Session.
The Bill mandates the formation of committees at the school, district, and State levels. If 15% of parents disagree with the school-level committee's decision on fee hikes, it can escalate the matter to the district committee.
If a school is found levying a fee outside the Act's provisions, the Directorate of Education will order a rollback and refund of excess fees. Penalties range from ₹1 lakh to ₹5 lakh for initial violations and ₹2 lakh to ₹10 lakh for repeat offences. Schools can also be fined ₹50,000 for harassing or coercing students over non-payment or delayed payment of fees.
Delhi Assembly Speaker Vijender Gupta said the Bill will be sent to Lieutenant-Governor V.K. Saxena for approval.
'Victory for parents'
Before voting on the Bill, Chief Minister Rekha Gupta congratulated Mr. Sood for speaking to multiple people and bringing in such a 'beautiful Bill' that is 'in the interest of the masses'. She called it a 'victory for the mother who won't have to worry about fees, and for the father who would drive an auto and work hard to put his child in an English-medium school.'
'First, it is transparent; second, there are strict rules and penalties for violations. Third, guardians, teachers and management, everyone is involved,' Ms. Gupta said.
The Aam Aadmi Party (AAP) had proposed eight amendments to the Bill, including replacing the 15% threshold with a flat requirement of 15 parents, but they were rejected during voting.
'There is no provision in the Bill to listen to the parents. Their right to go to court has also been taken away from them,' said AAP leader Atishi.
Mr. Sood, in response, said Opposition members were making 'political statements' without reading the Bill and that during AAP's tenure, audits were 'mere formalities'.

Karnataka Education Policy Commission proposes sweeping overhaul
The Karnataka State Education Policy Commission has called for a sweeping overhaul of the state's education system, proposing structural reforms from pre-primary to professional courses, tighter regulation of private institutions, and a substantial increase in government spending on education. The Commission's chairperson Prof Sukhadeo Thorat on Friday submitted his final report in three volumes to Chief Minister Siddaramaiah, sources in the office of Higher Education Minister M C Sudhakar said. The 17-member Commission, which also comprises six subject experts, advisors, and one member-secretary, was formed to formulate an education policy. According to a note issued by Sudhakar's office, the panel has proposed adoption of a 2+8+4 system in school education -- two years of pre-primary, eight years of primary, and four years of secondary education -- coupled with a firm emphasis on Kannada or the mother tongue as the medium of instruction up to class five in all board schools. In its report, the commission recommended that school education be complemented by a bilingual policy pairing Kannada or the mother tongue with English, ensuring children are rooted in their linguistic heritage while gaining access to global language skills. It has also called for residential schools for children from migrant families, a gradual extension of the Right to Education Act to cover those aged between four and eighteen, and the universalisation of secondary education across Karnataka.

As announced, the MLA reached Lohgarh village gurdwara on Sunday for his dope test, but no one was there from the other side. Ladi Dhos then made fresh allegations against the former MLA and his brother. "I went for the dope test and waited for over two hours for others to come, but nobody reached to conduct the test as I asked them to come with a team of doctors for the test. The Minister reiterated that while his department is addressing waterlogging, it cannot reverse "11 years of neglect" by the AAP downpour, which led to flooding, began late Friday night, prompting the India Meteorological Department (IMD) to issue escalating weather alerts. By early Saturday, the IMD upgraded warnings from yellow to orange and finally to a red alert by 6:20 8:30 am, Safdarjung had recorded 78.7 mm of rainfall in the past 24 hours, while Pragati Maidan logged 100.3 mm.
