The much-anticipated visit of Prime Minister Narendra Modi to flag off Bengaluru Metro's Yellow Line turned into a showcase of 'unity in development" optics, even as the Bharatiya Janata Party (BJP) and Congress remain locked in intense political rivalry.
While PM Modi officially launched the Yellow Line and flagged off the first driverless train from Ragigudda metro station — after inaugurating three Vande Bharat trains at KSR Bengaluru station — the political theatre just got interesting.
Deputy Chief Minister DK Shivakumar was front and centre, taking charge of explaining the metro project's details, especially the Yellow Line and other upcoming expansion works, while Chief Minister Siddaramaiah watched his deputy lead the conversation.
After the inaugural flag-off, Shivakumar escorted the Prime Minister to Ragigudda metro station. Modi arrived there directly from KSR Bengaluru railway station, having travelled by road after the Vande Bharat launch. At Ragigudda, the PM was given a guided tour of the station. With its launch, the Bengaluru Metro network now spans 96.1 km — the second-longest in India after Delhi Metro.
Shivakumar, who also holds the portfolio of Bengaluru Urban Development Minister apart from being the State's Deputy Chief Minister, briefed PM Modi on the Yellow Line's design, route, and features, and also showed him a model of the railway stations on the Yellow Line.
Built over eight years at a cost of Rs 7,610 crore, the 19.15-km fully elevated corridor connects RV Road to Bommasandra via Silk Board Junction and Electronics City. This brings metro connectivity to southern and southeastern Bengaluru and is expected to significantly ease the notorious Silk Board traffic, which has often been highlighted when speaking about Bengaluru's traffic woes.
PM Modi in his address said that with this Yellow line launch 25 lakh passengers will use the metro services each day.
Inside the station, Modi purchased his ticket to Electronics City by scanning a QR code and paying through UPI — a move that played straight into his digital economy narrative.
Once onboard the Yellow Line train, Modi was flanked by Shivakumar and Siddaramaiah on each side as the Deputy CM continued his explanations about the route.

The Yellow Line inauguration also produced a rare visual — Shivakumar and Kumaraswamy, arch-political rivals, sitting side by side. It was a sight few could miss. Also accompanying them was young parliamentarian, Bengaluru South MP Tejasvi Surya, whom Shivakumar jibed at, referring to him as the 'boy in a hurry" when it came to the metro project inauguration that Surya has been pushing for.
Though the event was officially a central government programme, the Congress-led Karnataka government used the platform to highlight Bengaluru's crucial role in powering India's economy — and to remind the BJP-led Centre that funding and support for development projects in the state cannot be ignored.
It was here that CM Siddaramaiah took the stage to drive home his message to the PM: 'It is very important to say that it is a joint programme of the Central and State Governments. The State Government has already completed 96.10 km of metro work and spent Rs 20,387 crore. Prime Minister Narendra Modi is here for three programmes — the inauguration of the Metro Yellow Line, the laying of the foundation stone for Metro Phase 3, and the launch of One India Three Trains. You all know that the Bengaluru Metro began in 2005, during the tenure of Prime Minister Manmohan Singh. It has always been a joint project between the Centre and the State — supposedly 50-50 — but the State Government is spending more."
The yellow line operations
Operations on the Yellow Line will begin at 5 am on August 11, with trains running every 25 minutes. A highlight of the line is the Jayadeva Hospital station, now the tallest in South India. This multi-tier interchange will link the Yellow and Pink Lines, providing a crucial hub for the city's growing metro network and also service the IT capital's largest technology hub — Electronics City.
While laying the foundation stone for the third phase of the metro project, PM Modi pointed out that India has become the world's third-largest metro network.
'In four major cities we have 1,000 km of metro network. Before 2014, 20,000 km of rail network was electrified; in the last ten years 14,000 km has been electrified," he said.
Similarly, the PM referred to development in education, opening of medical colleges, and other works.
Shivakumar's pitch for Bengaluru
Taking the camaraderie with Prime Minister Narendra Modi a step further, Shivakumar compared tax allocations, saying Ahmedabad received a 20% share while Bengaluru got only 10%. 'We should be treated like other major cities and considered alongside the national capital and treated just like the national capital," he said, stressing that his appeal was non-political.
Shivakumar also had a pitch for Bengaluru. He said that the city should be considered to become the national capital. Shivakumar has his reasons, and this is what he said:
Bengaluru's superior infrastructure, the speedy work on development projects, the fact that Bengaluru's roads are better than Delhi's, and the city's higher tax contributions and larger investment in projects like the Metro and flyovers. He urged the Prime Minister to consider declaring Bengaluru as the national capital.
The Deputy Chief Minister urged the Prime Minister to sanction at least Rs 1 lakh crore for Bengaluru's development. He said the State Government had borne the entire cost of land acquisition for the project, despite the Centre being expected to contribute 50%. 'Even though Bengaluru is the country's second-highest tax-paying city, the grants we receive are minimal," he said.
One cannot, however, also miss the fact that Shivakumar himself had taken a ride on the Yellow Line just days before the PM's visit, which the BJP alleged was a way to try to steal credit for the work that the BJP at the Centre had done.

Credit chori, says Priyank Kharge
Amid this clamour, Karnataka Minister Priyank Kharge called the PM's visit another attempt at ' credit chori." Kharge said the delays for the projects and the launch were due to the shortage of adequate funding from the Centre, and now, with everything in place, the BJP is attempting to hijack the credit, he alleged.

1 2 3 4 Kolkata: A fresh controversy has erupted over the citizenship status of two BJP MLAs in Bongaon, ratcheting up the political temperature between Trinamool and BJP over the special intensive revision (SIR) of poll rolls. The names of the MLAs' parents are missing from the recently published Bengal 2002 SIR data. The issue surfaced after the TMC-backed faction of All India Matua Mahasangha submitted a deputation to the Bongaon sub-divisional officer (SDO) on Tuesday, demanding the disqualification of Bongaon North MLA Ashok Kirtaniya. The organisation alleged that while the 2002 electoral roll contains the MLA's name — then a resident of Ghatbaur panchayat — it does not include the names of his father or other family members. The Mahasangha claimed Kirtaniya's father entered India illegally after 2010. Prosenjit Biswas, representing the Mahasangha, said: "We will approach the Union home minister and assembly speaker seeking Ashok Kirtaniya's disqualification as an MLA." NEW DELHI: Strengthening India's efforts in attaining self-sufficiency in the critical semiconductor segment, the Union Cabinet on Tuesday approved four semiconductor projects, entailing a total investment of Rs 4,594 crore, with one of them being backed by US chipmaker Intel as well as defence and aerospace manufacturer Lockheed Martin. The projects will come up in Odisha, Punjab and Andhra Pradesh, IT & electronics minister Ashwini Vaishnaw said. The proposals were approved under the India Semiconductor Mission, which initially started the country's semiconductor manufacturing push with an outlay of Rs 76,000 crore to provide support for those setting up chip manufacturing facilities. "This is a new industry that we have started in India, and we were able to make a breakthrough after trying for decades previously. We will build upon this," Vaishnaw said. The Cabinet also approved US chip major Intel-backed 3D Glass semiconductor manufacturing unit in Odisha with an investment of Rs 1,943 crore. The plant will be set up by Heterogenous Integration Packaging Solutions with an annual production capacity of five crore units. Vaishnaw said the project will be backed by US firm Lockheed Martin as well.

The government is learnt to be actively considering a proposal to apply the Other Backward Classes 'creamy layer' income exclusion yardstick to attain 'equivalence' among various Central and state government organisations, public sector enterprises, universities and private sector employees. It is learnt that the proposal has been prepared following consultations among the ministries of Social Justice and Empowerment, Education, Department of Personnel and Training (DoPT), Legal Affairs, Labour and Employment, Public Enterprises, NITI Aayog and National Commission for Backward Classes (NCBC). Following the landmark Indra Sawhney vs Union Of India ruling, also known as the Mandal verdict, by the Supreme Court in 1992, the concept of 'creamy layer' within the OBCs was introduced in the reservation policy. The 'creamy layer' criteria for those not in government jobs, set at Rs 1 lakh per annum in 1993, was revised in 2004, 2008, 2013. In 2017, the income ceiling was revised to Rs 8 lakh per annum and has remained so ever since. The 'creamy layer' specifies groups among OBCs such as persons occupying constitutional posts; Group-A/Class-I officers of All India Services, Central services and state services; Group-B/Class-II services of Centre and state; employees of PSUs; officers of armed forces; professionals and those from trade and industry; property owners; and an income/wealth test. While 'equivalence' in some Central PSUs was decided in 2017, it remained pending for the private sector as well as universities, educational institutions and different organisations of state governments. The OBCs of the 'non-creamy' layer are granted 27 per cent reservation in Central government recruitments as well as in admissions to educational institutions, based on the Mandal Commission recommendations. In state governments, this reservation percentage varies. In absence of such equivalence, there was difficulty in issuing caste certificates to OBCs. Sources said since the salary of teaching staff of universities, such as assistant professors, associate professors and professors, typically starts from Level 10 and above, which is equivalent to or higher than Group-A posts in the government, there is a proposal that these posts be categorised as 'creamy layer'. This means their children cannot avail benefits of OBC reservation. In the private sector, given the vast gamut of categories of posts and pay and perquisites, it has been noted that it is difficult to establish the equivalence. It is proposed that this can be determined based on the income/wealth criteria. For Central/state autonomous bodies and Central/state statutory organisations, sources said it is proposed to establish equivalence with the list of Central government officials, depending on their level/group/pay scale, as the case may be, because they also adopt the pay scales of respective categories in Central and state governments. Similarly, non-teaching staff of universities are proposed to be placed as creamy layer depending on their level/group/pay scale as the case may be. For state PSUs, it is proposed that as in the case of equivalence in Central PSUs in 2017, all executive level positions, including board-level executives as well as below board-level executives holding managerial positions, are to be treated as under the 'creamy layer' category. However, in their case, a rider has been proposed that those executives whose income is within Rs 8 lakh, which is presently the limit for private persons, will not be categorised as 'creamy layer'. For government-aided institutions, it is proposed that as they generally follow the service conditions and pay scales of the respective Central or state government, the staff in aided institutions may be placed under appropriate categories based on the equivalence of their post and service conditions and pay scales/level. Sources said a large number of cases are pending before the Supreme Court and various High Courts regarding the ambiguity and, therefore, clarity is a must. 'The proposal entails empowerment of OBCs by way of their coverage which will widen the employment opportunities for OBCs,' a top source said, adding that 'by widening the scope of opportunities for OBCs in employment, it will support Atmanirbhar Bharat.'
