
UP govt seeks one-year extension for chief secretary
At present, Singh, a 1988 batch officer, is the seniormost in UP's bureaucracy, and holds additional charges including industrial and infrastructure development commissioner, chairperson PICUP, CEO UPEIDA, CEO UP State Highways Authority, ACS coordination and Project Director of UP Diversified Agriculture Support Project.
"In support of its request, govt has mentioned Singh's involvement in major projects which include the Zero Poverty programme, which the CS is spearheading. In addition, the letter has mentioned that a Global Investors Summit and a Ground Breaking ceremony are scheduled to take place by the end of this year, for which Singh's presence will be crucial," said an officer, indicating that with assembly elections in UP less than two years away, govt would prefer to not have any major rejig in the bureaucracy while it was rolling it major programmes.
Singh was appointed CS on June 30, 2024 after the retirement of DS Mishra, who was appointed CS on the last day before his retirement and continued to serve in the post for the next 2.5 years.
In case the Centre does not approve Singh's extension, there are a few other names floating around who could succeed him. These include 1989 batch officer SP Goyal who is at present additional CS to chief minister, civil aviation and additional resident commissioner, UP, and Devesh Chaturvedi from the same batch, who is currently on deputation as secretary, department of agriculture and farmer welfare, GOI.

Supreme Court issues notice on PIL seeking display of detailed info about sellers, service providers
New Delhi: The Supreme Court on Monday issued notices to the Centre, all state governments and union territories administrations on a plea seeking enforcement of consumers' right to detailed information about sellers and service providers. A Bench of Justices Vikram Nath and Sandeep Mehta was hearing a public interest litigation (PIL) filed by advocate Ashwini Kumar Upadhyaya seeking a declaration that every consumer has right to know not only about the quality, quantity, potency, purity, standard, manufacturing as well as expiry date and certification of goods and products, but also about the details of the distributer, dealer, trader, seller and shop owner to seek redressal against unfair trade practices, restrictive trade practices and unscrupulous exploitation. The plea also sought a direction that every distributor, dealer, trader, seller and shop owner display full details of registration or license, including name, address, number of employees and phone number at the entry gate in bold letters on a display board visible to an ordinary person. It said that the 'Right to Know' about sellers and service providers is secured under the Consumer Protection Act, read with Article 19 of the Constitution. 'Therefore, every consumer has the right to access details of product, service, as well as distributor, dealer, trader, seller and shop owner before making a purchase,' stated the plea. It added that 'Right to Know' is crucial for consumers to make informed choices and to protect themselves from unfair and restrictive trade practices and unscrupulous exploitation. As per the petition, 'Right to Know' helps consumers avoid falling prey to fraudulent or deceptive distributors, dealers, traders, sellers and shop owners, who might misrepresent products/services or disappear after sale, purchase and money transaction. The petitioner claimed that while travelling to Haridwar, he found many motels, restaurants and eateries on the Delhi-Haridwar highway, which were not displaying their registration, owner's name, address and contact number, and this is happening pan India.

MG University aided college teachers elected to local bodies entitled to service benefits, rules Kerala high court
Kochi: High court has held that teachers in aided colleges affiliated with MG University are entitled to special leave and service benefits for the period during which they serve as elected representatives or as presidents of local self-govt institutions. Justice Harisankar V Menon passed the order while allowing the petitions filed by Saji Chacko of Pathanamthitta and Eby N Eliyas of Piravom, who are teachers in aided colleges affiliated to MG University. Both of them were elected and served as presidents of a grama panchayat and a district panchayat, respectively. The govt had rejected their applications for special leave on the ground that such benefits applied only to aided school teachers under the Kerala Service Rules (KSR). The court noted that the petitioners are governed by the MG University Statutes, 1997, which specifically deal with leave provisions for teachers in aided colleges. It held that Statute 26 of the University Statutes overrides the general provisions of the KSR, and therefore, the rejection of the leave applications on the basis of the KSR was unjustified. Allowing the petitions, HC directed that the petitioners be granted special leave, increments, and other service benefits for the period they served as local self-govt representatives.
